QU055 - Provision of Consultancy Services for the Greater Birmingham Housing Market Area Strategic Growth Study

The Birmingham Development Plan (BDP) was adopted on 10 January 2017and will deliver 51,100 additional homes against the City's objectively assessed housing need of 89,000 dwellings. Adoption of the BDP confirms the scale of the City's housing shortfall and the requirement for it to be met by other authorities in the HMA. The scale of the shortfall is significant at 37,900 dwellings.\n \n Through the BDP Birmingham is mandated to work actively with other authorities through the Duty to Co-operate to ensure that appropriate provision is made elsewhere within the Greater Birmingham Housing Market Area (HMA) to meet the shortfall.\n \n It is important that a solution is reached across the Housing Market Area (HMA) which enables the shortfall to be collectively addressed and allows the Local Plans of other authorities to progress. To this end, all the local authorities in the HMA (except for Solihull) have agreed to participate in a Strategic Growth Study which will identify broad locations for accommodating the housing shortfall across the HMA.\n \n It will build upon the PBA Strategic Housing Needs Study (2015) and consider growth options to deal with the baseline housing shortfall. The purpose of the study is to build upon the PBA work and other evidence to identify more specific options and broad locations for addressing the shortfall, which can be delivered by the market.\n \n The scale of the housing shortfall in the Greater Birmingham and Black Country Housing Market Area (GBHMA) has been formally acknowledged through the adopted Birmingham Development Plan and the PBA Strategic Housing Needs Study. The purpose of this study is to build on this and other evidence to identify more specific options and broad locations for addressing the shortfall, which can be delivered by the market.\n \n BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
