Early Market Engagement for Immigration Appeals Reports

HM Courts & Tribunals Service is seeking input from the market ahead of a potential future procurement. The potential requirement relates to the annual physical and digital publication of a series (6 issues per annum) of internally produced law reports relating to judgments in immigration appeals cases. Immigration Appeals Reports were initially commissioned in 1980 by the Immigration Appellate Authority (IAA). Since then they have been produced by the Immigration Appeal Tribunal (IAT), the Asylum and Immigration Tribunal (AIT) and the Upper Tribunal (Immigration and Asylum Chamber) (UTIAC). The Legal & Research Unit (LRU) is responsible for managing the editorial content, production and distribution of the Reports. Originally the Reports consisted of 4 issues per annum, published at 3-month intervals. In 2011, the Tribunal began publishing 6 issues per annum, published at 2-month intervals. Each issue is a paperback book of approximately 300 pages in length. Each issue usually contains 12 judgments from a variety of different courts including the United Kingdom Supreme Court, the Court of Appeal, the Administrative Court, the Scottish Court of Session, the UTIAC, the Court of Justice of the European Union and the European Court of Human Rights. The Editorial Board selects judgments for inclusion which are of importance to immigration, asylum and human rights jurisprudence. Each judgment is preceded by a headnote which summarises the judgment and provides a list of cases, legislation and international instruments referred to in the judgment. The headnotes are written by the Contributing Editors in the LRU and are approved by the Editorial Board. Each issue also contains a chronological table of cases, an alphabetical table of cases and a cumulative subject index. The sixth issue contains a cumulative alphabetical table of cases. The LRU prepares the tables and index. Additional information: As set out above, the purpose of this Prior Information Notice (PIN) is to seek feedback and interest from suppliers across a range of aspects relating to the potential future service. Supplier Engagement will be managed by the Authority utilising the MOJ e-sourcing portal (also known as Jaggaer); Ministry of Justice Sourcing Portal: https://ministryofjusticecommercial.bravosolution.co.uk/web/login.html. Suppliers that are not already registered will need to register. Interested suppliers can register their interest in the PIN, view the associated IAR Overview briefing pack and are invited to complete a short questionnaire all via the MOJ e-sourcing suite- PQQs Open to all Suppliers - PQQ 278. Respondents are able to change their answers after submission but should be aware that responses to this questionnaire will be visible to the MoJ commercial team from the moment they are submitted. Any queries regarding the questionnaire should be directed through the messaging function. For technical assistance with the MoJ eSourcing Portal please contact the central support team using the details provided on the portal homepage. Questionnaires are for Market Engagement only, responses to the questionnaire will not be evaluated against and is solely for the purpose of data capture. Potential providers will not be prejudiced by any response to this PIN, or failure to respond. This PIN does not formally signify the beginning of a procurement and does not constitute a commitment by the MoJ to undertake any procurement exercise. The MoJ will reserve its rights as to the procurement route used. Should the MoJ decide to formally commence the procurement a separate notice will be issued through the Find a Tender service.
