Summary of the work Implantable Medical Devices (IMD) Beta including supply of teams to provide programme setup and support of business case development; strategic service design and service modelling; point of care traceability pilot in multiple NHS trusts Expected Contract Length Three months with option to extend Latest start date Monday 8 February 2021 Budget Range Capped Time and Materials up to £455,000 including expenses but excluding VAT Why the Work is Being Done In 2018 following serious incidents involving pelvic mesh, an external review was commissioned to review these interventions. The Independent Medicines & Medical Devices Safety (IMMDS) Review was established to examine how the health system responds to patients reports about harmful side effects from medicines and medical devices. The Secretary of State for Health and Social Care has asked NHSX to lead work to consider how technology and data can be utilised to address shortfalls in public health caused by implantable medical devices. This work does not just focus on pelvic mesh but also covers IMDs in classes IIb and III. Problem to Be Solved Deliverable 1: Support programme team, development of a full business case and governance processes Deliverable 2: Develop a user centred service model and blueprint. This will provide the framework and support to transform initial user needs into an end to end service, broken down into deliverable tranches of work. Deliverable 3: • Deliver a ‘private-beta’ pilot of CareScan+ (a solution developed by a foundation trust) to focus on patient safety and point of care traceability. • Accelerate adoption of electronic point of care traceability solutions, improved product recall management and Procedure + Device national data aggregation/analysis. Who Are the Users Patients and Clinicians Work Already Done Through speaking with a range of stakeholders across the healthcare system, the discovery phase identified different standards that exist for medical device tracking as well as early investigation of potential standards and frameworks that could be explored further. The alpha phase built on the discovery work, carrying out user research with patients, clinicians and industry, exploring the work of the National Joint Registry, testing a number of different potential approaches and solutions and starting the set-up up of a cross system programme of work. Existing Team There is a programme manager who works alongside a programme lead to take forward the governance and business case planning. There is a product manager, user researcher and two service designers who will primarily be focused on a the patient information workstream, but who will support the wider programme as well. We also have support from the head of technology, an SRO, and wider senior support. Current Phase Beta Skills & Experience • Demonstrate experience in delivering complex and multi-stakeholder projects to time and cost • Demonstrate experience of designing inclusive services • Demonstrate experience of leading agile and digital technology delivery projects • Demonstrate experience in developing a service model, incorporating business and operating models Nice to Haves • Demonstrate experience in delivering programmes where both MSP and Agile approaches are used • Demonstrate experience in translating government policy into real life outcomes • Demonstrate experience in developing prototypes and meeting GDS standards, including passing Service Assessments • Demonstrate experience in challenging the status quo in complex organisations Work Location Services will be carried out remotely, on site in NHS hospital trusts and occasionally at the NHSX London SE1 office depending on local restrictions relating to Covid-19. Working Arrangments Working times are 09:00 to 17:30, 5 days a week. Meetings and collaboration currently happen remotely using Google Suite, Trello, Teams and other tools - NHSX accounts will be created for all project members. For the question regarding experience in developing a service model. Please could we seek clarification if the question is looking for experience in either 1) developing an approach towards delivering a service including value chain definition and related to the overarching operational model, or 2) Digital service design as part of an agile team delivering digital services. We are looking for support to develop an approach to delivering a service including value chain definition and related to the overarching operational model.However, we have a service designer and user researcher on the team and we would like the operational model work to be done in parallel with the development of a user centred service blueprint. 4. You state you have already done a Discovery phase and an Alpha phase – were these projects internally managed, or was an external supplier used? We used an external supplier 5. Please could you confirm the incumbent supplier organisations that may have been involved in the Discovery and Alpha stages. Redrock Consulting Ltd were the supplier for the Discovery (December 2019 to January 2020) and the Alpha (February to July 2020) 6. Please can you confirm that the standard 1 – 3 scoring model is being used for this first stage evaluation? Happy to confirm.
