Summary of the work The SPU LMS PM role will act as an interface between Sport England and supplier of a new Loan Management System. They will provide technical expertise, translate ICT specifications to SE colleagues and provide constructive challenge to the supplier, ensuring the project remains on track, both financially and on time. Specialist role Programme manager Expected Contract Length Initially 6 months with the right to extend, under Sport England Control, until end of Sep 2022. Latest start date Monday 25 October 2021 Maximum Day Rate Up to £1,000 ex VAT per day. Standard 8 hour working day, includes expenses to base location agreed with Sport England. Additional expenses only paid with prior approval of Sport England. Early Market Engagement No pre-market engagement has been held for this procurement. Who Speclialist Work With The individual will be based within Sport England's small Special Projects Unit and will work closely with the team members leading on procurements for the Exchequer-funded Sport Survival Package. They will also liaise with members of Sport England's Procurement, Evaluation, ICT, Legal and Finance teams as required. Externally, they will be working closely with the supplier for a new Loan Management System, which will incorporate a CRM, an applicant portal and reporting functions. In addition to this main partner, they may be expected to work with other external stakeholders for the Sport Survival Fund. What Specialists Work On 1. Provide guidance to the project team in the evaluation of procurement submissions to select a supplier for the loan management system 2. Provide technical support during the evaluation, development and implementation phases of the programme 3. Lead the relationship management with the selected supplier; 4. Act as an interface between the supplier and Sport England; 5. Performance manage the supplier to meet budget and strict timeframe pressures; 6. Create technical reports on progress and share with the project board 7. Liaise with internal technical leads to ensure integration with other SE systems. Skills & Experience • Knowledge and experience in leading the development of a system to automate manual procedures • Ability to act as an intermediary between a technical supplier and a team of non-specialist colleagues. • Experience in ensuring that multiple systems can integrate through API's or similar. • Knowledge and experience of implementing information management systems at pace Nice to Haves • Can demonstrate that they have the ability to identify opportunities to improve the service or make cost or time savings. • Experience in the development of a finance-based system. • Experience in the development of a loans-based system. Work Location 21 Bloomsbury Street, London, WC1B 3HF Sport Park, 3 Oakwood Drive, Loughborough, Leicester, LE11 3QF Working Arrangments Home-based working is acceptable but visits to Sport England's main offices will be required. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites. Sport England also supports flexible working (when possible), at the manager's discretion. Security Clearance No security clearance is required for this work, although all work undertaken by the individual throughout this contract will be the intellectual property of Sport England. Additional T&Cs All expenses must be pre-agreed between the parties and must comply with Sport England's Travel and Subsistence (T&S) Policy. Is there any Incumbent ? This is a new role so there is no incumbent. 2. Will you also consider SC eligible candidates and sponsor SC and DV for a candidate? All candidates must have BPSS as a minimum. We will not sponsor SC and DV for a candidate. 3. Is this requirement inside or outside of IR35? This role falls outside of IR35 4. " Could you clarify whether the role is a Project Manager or ProgrammeManager, please? The title suggests the former but the ‘Specialist role’ heading indicates the latter." The role is a Project Manager, but specialist knowledge of system development is required. 5. May I please ask is the start date of Monday 25th October 2021 a hard and fast date or can it move to the right, if yes by how much The start date is open for discussion so please still apply if this would cause minor problems but it is of the utmost importance that the successful candidate is able to 'hit the ground running' when they start. 6. Can you confirm if this is a full time role or part time and if part time, how many days per week This is a part-time role and the days will vary through the lifecycle of the project. There is an expectation that 2-3 day per week will be the minimum requirement initially, reducing to 1-2 days per week once inducted and key deadlines have passed.
