Summary of the work The specialist will be required to undertake development work on the DVLA’s central vehicles management system (VSS). The work includes technical analysis, low level design, production and unit testing of code using CA GEN. Specialist role Developer Expected Contract Length 12 months Latest start date Wednesday 26 May 2021 Maximum Day Rate Max £600 day rate (exclusive of VAT and inclusive of any T&S) Who Speclialist Work With Members of the IT Service Creation teams in the DVLA. What Specialists Work On The specialist will deliver outcomes for specific projects (including, but not be limited to, changes to Vehicles Excise Duty (VED) schemes) and make technical changes in accordance with business requirements and technical solutions which will be provided by DVLA’s business analysts and technical architects. The Specialist will be required to: • Deliver an exceptionally high standard of code; • Undertake development work on the DVLA’s central vehicles management system (VSS); • Deliver mandatory legislative changes to the central vehicles system; • Implement Key VED related change initiatives prompted by Treasury and other Central Government agencies. Skills & Experience • Provide demonstrable evidence of development experience (minimum of 5 years) in CA GEN in a UNIX environment. • Provide demonstrable evidence (minimum 2 year) of using SQL with an Oracle (or equivalent) database. • Provide demonstrable evidence of experience (minimum of 2 years) of assisting business analysts or business representatives to formalise or clarify requirements. • Provide demonstrable evidence of experience (minimum of 3 years) in the production of low level technical designs and documentation. • Provide demonstrable evidence of experience (minimum of 3 years) in definition and execution of formal unit tests. Nice to Haves • Provide demonstrable evidence of experience (minimum 1 year) of writing UNIX scripts (working knowledge of C and KORN shell scripting). • Provide demonstrable evidence of experience (minimum of 1 years) of writing PL/SQL scripts on a UNIX platform. • Provide demonstrable evidence (minimum of 1 year) of GEN development on an AIX (IBM) platform. Work Location The work will take place in DVLA offices in Swansea (DVLA, Morriston, Swansea & DVLA, RLDC, Swansea), however in light of the current COVID-19 outbreak and in line with Government guidance in relation to the COVID-19 pandemic, supplier resource will work remotely (within the UK). At the point where ‘working from home’ restrictions are lifted the supplier resource could be required to work onsite at the DVLA’s Swansea offices. This will be agreed within further Statement of Work iterations. Working Arrangments 5 days per week Security Clearance Due to the nature of the access, content, development and configuration SC Clearance is a mandatory requirement. Additional T&Cs We have determined that this procurement does not represent a supply of resource – therefore the off-payroll working rules will not apply. Can you list the supported user-interface(block-mode/windows GUI/Web/Mobile App/proxy web services) of VSS – CA Gen application? Block Mode is not a supported user-interface, DVLA do Windows GUI, Batch and Web Proxy 2. Is IET’s Rapide Product is used for CA-Gen model? No it is not used for CA Gen model. 3. what percentage of CA Gen application is User Interface and what percentage is server/batch processing? This is a 50/50 split. 4. Is there an incumbent in place please? Yes, there is an incumbent supplier. 5. Would you consider someone based in the UK who needs to work 100% remotely? If not, what is the bare minimum that the specialist will be required to travel to Swansea? In light of the current COVID-19 outbreak and in line with Government guidance in relation to the COVID-19 pandemic, it is expected that for at least the first 6 months of the contract, the specialist would work remotely.At the point where ‘working from home’ restrictions are lifted the work would predominantly remain remote working with the requirement to attend the DVLA Swansea Offices one or two days per week. This would be agreed within further Statement of Work iterations. 6. Is this role deemed outside ir35? As we will be contracting for outcomes this will not be considered Contingent Labour and will therefore fall outside of IR35. 7. Are you willing to sponsor SC clearance for a specialist who doesn’t currently hold it? Due to delivery timescales and criticality DVLA require a specialist that can achieve SC clearance prior to expected start date.
