Summary of the work Data and technology underpins everything the Environment Agency (EA) does, from issuing flood warnings, recommending £bns worth of investment in the environment and flood risk management, to achieving our net zero 2030 target. The Data Outcome Plan will enable EA to evolve the way data and technology deliver our objectives. Expected Contract Length 2 years Latest start date Monday 1 November 2021 Budget Range Initial budget in the region of £135,000, with an overall maximum contract value of £500,000. There will be a Fixed Price approach for the statements of work included in the Statement of Work document, with any additional works carried out via a Time & Materials approach. The maximum day rate allowable under this contract is £1,500. Why the Work is Being Done As part of our Data Outcome Plan (2020 - 25), the EA want to work with a reputable data-centred organisation to make our data more comprehensive, useable and reliable for everyone. EA has separated the work into two overarching themes. Theme 1: Data Governance and Strategy - measuring the efficiency and effectiveness of the data that we use, comprising; -Data Model Governance: designing governance and management processes for corporate level governance of our data models and entities to ensure we develop new applications, systems and data based on consistent core data models. -Spatial Data Standards: developing a location data standard and supporting implementation guide. and Theme 2: Data Science - monitoring how we use and exploit our data, comprising; -Dashboard Software Toolbox: evaluating the dashboard tool software currently in use and making recommendations to key stakeholders. Data Standards for our Place data are long overdue. This has led to a multitude of inconsistent data across the EA but we are now in a position to develop the Location Data Standard to ensure we capture Place data consistently. Theme 2: Data Science Our use of dashboards is minimal and awareness of such tools is poor across the organisation. Who Are the Users As a Data and Systems Team, we need to ensure the Environment Agency has access to comprehensive, useable and reliable data so that we can become more resilient to climate change, encourage healthy air, land and water & provide opportunities for green growth and a sustainable future. There are several leads for each of the projects within the EA who we would expect the supplier to work with throughout the contract duration. Current Phase Not applicable Skills & Experience • Demonstrable experience of designing and developing enterprise-wide Data Governance principles and processes • Demonstrable experience of designing multiple types of enterprise-wide Data Models • Demonstrable experience of developing technical Data Standards • Demonstrable experience of working with Location/Spatial Data • Demonstrable experience of delivering Data Science improvement programmes across multi-directorate organisations • Demonstrable experience of working with enterprise-wide cloud-based analytics and management dashboard platforms Nice to Haves • Environmental domain expertise • Flood management domain expertise Work Location Remote Working Arrangments All work can be carried out remotely. Please clarify how the ‘Nice to have skills ‘does not support Incumbent supplier and aligns with the digital marketplace guidelines on objective driven skill requirements ? There is no incumbent supplier. We are satisfied all essential and nice-to-have skills are relevant to this requirement and are compliant with the Digital Outcomes & Specialists buyers guide. 3. Regarding the Nice-to-have skills, can SME with financial services exposure bid for the project or they would be rejected? We will shortlist the suppliers who:• meet all the essential skills and experience• can start work when we need them to• provide the most nice-to-have skills and experience• provide the highest-scoring evidence of their skills and experience 4. In the Nice-to-have skils, can you please elaborate what skills are you particularly interested within Environment domain and Flood Management? This will help non-incumbent SME to fairly bid for the project. There is no incumbent supplier. We believe the nice-to-have skills are clear; we would be seeking suppliers who’ve worked within environmental projects or flood management projects, and this can be in a technology capacity. 5. You talk about 1st of November 2020 as the start date, is the desired outcome all “work-packages” to start at the same time, or not? Yes, all work-packages would start at the same time and run concurrently. 6. Your “Nice to have skills” is not aligned with DOS5 guidelines which mentions not using domain experience as a criteria to enable fair bids from every supplier...Please specify if this aligns with the criteria laid in DOS5 guidelines. We are satisfied all essential and nice-to-have skills are relevant to this requirement and are compliant with the Digital Outcomes & Specialists buyers guide. 7. What key criteria are you looking in Nice-to-have skills related to Environment and Flood domain experience ? Please elaborate to drive an objective response. We believe the nice-to-have skills are clear; we would be seeking suppliers who’ve worked within environmental projects or flood management projects, and this can be in a technology capacity.
