Summary of the work Conduct an audit of current data management maturity level within METIS Identify requirements/opportunities for improved data management considering Product-centric Organisation’s vision, the wider business. Produce a proposal of improvements/mitigation to the organisations needs Produce a viable plan for achievement including identification of resources needed and skills-gaps Present findings and proposals Expected Contract Length 4 to 6 weeks Latest start date Monday 12 April 2021 Why the Work is Being Done To clarify for METIS the impact of not having a data management strategy and data governance in place as it transitions from a programme to a Product Centric Organisation To outline realistic improvements or mitigation To support METIS in understanding and communicating the value of having a data management strategy and governance that will facilitate the flow of information across the organisation achieving future goals and aspirations To identify the technical, people, process and information barriers to forming a single cohesive strategy for data management To support METIS in helping the Home Office make better use of data by recognising the constraints, risks, issues and impact of our current level of data management Problem to Be Solved METIS, which is an Oracle Fusion SaaS solution environment, replaced a legacy Oracle On-Premise ERP system, essentially new for old. As part of the implementation programme there was only a limited amount of data cleansing and data governance wasn’t put in place as fully as we would like. The METIS programme is now transitioning to become a Product-Centric organisation supporting live services and realising the potential of technology on an ongoing basis. Recognising the adage ‘rubbish in, rubbish out’ it is important that the new METIS organisation leads the charge on providing quality data on which the business can make decisions. Lack of a data management strategy is preventing METIS from realising its full ability to support the transformation of the home office and the realisation of the government’s digital strategy. METIS seeks to gain clarity on the impact of the lack of a data management strategy and identification of realistic improvements and mitigation. A key design principle of the product-centric organisation is no duplication so it will be important that data strategy aligns with other initiatives across the Home Office. Who Are the Users As Senior Management I want to know the key constraints and risks of the current state so that I can understand how to progress developing a single coherent METIS data management strategy As METIS Governance I want to understand the level of risk that our current data management practices expose us to, so that I can identify and implement appropriate mitigation As Corporate Services I want to understand the role we need to play in ensuring high quality data and its use to make informed business decisions. Early Market Engagement None Work Already Done None Existing Team Internal METIS Team Current Phase Discovery Skills & Experience • Experience of developing and implementing data management strategy successfully • Experience of structuring and management of master data, reference data and metadata • Experience of successfully developing data governance and assurance structures and processes • Experience of successfully implementing and ensuring data governance and assurance, including communication and interaction model with stakeholders • Experience of strategic influencing and successfully guiding business change in the data management context • Experience of successfully developing and implementing enterprise data transformation approaches • Experience of auditing and benchmarking data management against maturity models Nice to Haves • Experience of developing and implementing data management strategy successfully within Oracle Fusion SaaS solution environments • Experience of developing and implementing data management strategy successfully for Public sector organisations Work Location The Services will be normally be carried out from a Home Office location primarily in Croydon. Following the Government’s COVID-19 guidance, the team is required to work from home or in a safe environment and to attend meetings using digital channels, Once the current restrictions are lifted, occasional working from home may be permitted with agreement from the relevant Product Managers and in line with Home Office policy. Working Arrangments The team will work from the base locations as required, Monday to Friday 09:00 – 17:30 to allow collaborative working and sufficient stakeholder engagement and support. Due to the COVID19 pandemic the team will be required to work from home or in a safe environment until notified in line with Government guidelines to conduct the Services either in Croydon or Bedfont. Occasional travel to regional sites may be required. Security Clearance All staff must have SC level security clearance prior to commencing work. Supplier staff not in current possession of SC security clearance must undergo SC security clearance. Additional T&Cs The work will be subject to the terms of the DOS 4 framework and conducted under Statements of Work which will be subject to either Fixed priced, T&M or Capped T&M, as required. Professions rate caps will be applied to all standard roles at all SFIA levels. SFIA 1, 2,6 and 7 levels are not required. Individual SOWs may be required at fixed price, T&M or capped T&M. Terms & Conditions: the additional information section states that the work would be carried out under the DOS 4 agreement, rather than DOS 5. Please clarify if bidders who are on DOS 5 can participate? The contract will awarded under to the terms and conditions of DOS 5 agreement instead of the expiring DOS 4 agreement 2. Will Home Office sponsor individuals to gain SC clearance? Yes 3. Please clarify the total budget for this opportunity? This is not being shared at this stage 4. Is there a current incumbent or preferred supplier for this programme of work? No 5. Since it is a discovery project, can you tell me the preferred team structure for this assignment(for 6 weeks duration) please? The team structure should be defined by the supplier and be the best to deliver to the brief 6. Is the current METIS built on – Oracle Fusion SaaS – ERP Financials Cloud (or) HCM Cloud (or) both products? Can you list the Oracle SaaS products used in METIS which is in-scope of this assignment please? Module set is HCM, Finance, EPM, CX, ePBCS and DRM 7. Do you consider essential skills to include qualified DAMA International Certified Data Management professionals (CDMP) ? No, otherwise it would have been listed as essential criteria. However we do expect core Data Management and Assessment skills, and Certified Data Management Professionals would potentially fir those requirements. 8. Do you wish the maturity assessment to follow an international standard framework such as the DAMA DMBoK2 ? We will not proscribe the approaches. We would look to establish details of any approach a potential supplier may wish to propose to us.
