The Library and NRS use KasemakeCAD box making machines to make archival storage boxes. The Organisations require a call-off framework for supply & deliver of archival boxboard and associated goods & services as detailed below. The Organisations contribute to the effective administration of Scotland by collecting, holding, preserving, archiving & making available to the public, certain public records and archival collection materials. The archival boxes made from the box board provide a micro-environment for material collections including books, paper & manuscripts, protecting them from fluctuations in temperature, relative humidity, exposure to light, dust, handling damage and accidental release of water. All storage and archival work undertaken by the Organisations is carried out in compliance with ISO 16245:2009 and BS 4971:2002 - The Organisations also require, fluted/corrugated boxboard, delivery and a proposed solution for the uplift and recycling of archival boxboard “off cuts”. The Library and NRS both use KasemakeCAD box making machines for the production of archival boxes required to deliver some aspects of their business processes. The organisations require a call-off framework contract for supply & deliver of archival boxboard & associated goods & services. The archival boxes will provide a micro-environment for archival collection material protecting them from fluctuations in temperature, relative humidity, exposure to light, dust, handling damage & accidental release of water. Archival board properties. Weights — Both organisations currently use 300 micron, 650 micron, 1000 micron and 1300 micron board. Grammage should be confirmed by the (TAPPI 411 om-84) basic test for the weight of the paper. Chemical properties — Archival board shall be acid free and lignin free, and buffered with calcium carbonate. It shall have a pH value between 7.5 and 9.5. The reducible sulphur content shall be less than 0.8 parts per million. The amount of water absorbed in 120 s, as measured by the Cobb test, shall be less than 40 g/m2. To confirm the chemical properties and pH value, results of the following tests may be requested.Alkaline reserve (TAPPI T 553 om-05) Cobb Tests (BS EN 20535:1994 = ISO 535:1991, TAPPI T 441 om-04), undertaken on both sides of the board. Kappa number (TAPPI T 236 om-99) pH values: cold extraction (TAPPI T 509 om-02) Residual Sulphur (TAPPI T 406 om-04). Where board has recycled content, the recycling process must be Elemental Chlorine Free (ECF), with Absorbable Organic Halogenated compound (AOX) emissions from the production of each pulp used below 0.25kg per Air Dried Tonne (ADT), or Process Chlorine Free (PCF), except where the archival boxboard is derived from pulp which is not bleached or where bleaching is performed with chlorine free substances. Bidders shall supply full and detailed Material Data Supply and Safety sheets with the samples provided. Strength — The board shall be strong enough to avoid bursting when it is made into boxes, and flexible enough to fold easily. A minimum burst index of 1.9 kPam2g-1 is required, where Burst Index = Bursting Strength (kPa)/Grammage (g/m2). Applicable Test: To confirm the burst strength and burst index, results of the following test may be requested: Burst Strength and Burst Index (TAPPI T 807 om-10). Quality Assurance Bidders shall also detail any Quality Assurance procedures which they have in place to ensure the on-going quality and compliance of the board. Bidders may also outline any additional archival qualities provided by their board. The archival boxboard must comply with the standards and fibres used to make the archival boxboard can be: (a) Post — consumer recovered fibres (recycled) or content from legally and sustainably harvested virgin fibre. Where the recycled content shall include only genuine recovered fibre (i.e. no “mill Broke” unless solely from a recycled paper production line), in accordance with National Association of Paper Merchants NAPM definition or European or Internal equivalent. Or (b) Virgin fibre purchased in accordance with UK timber procurement policy. With timber products originating either from independently verified legal and sustainable sources or from a licensed Forest Law Enforcement Governance and Trade (FLEGT) partner. Or (c) a mix of the above. It shall be a requirement that the bidder to provide Chain of Custody certification which provides traceability at each stage of processing of the wood fibre. In addition to the archival boxboard of various types and sizes the Organisations also require, fluted / corrugated boxboard, delivery of the archival and fluted boxboard and a proposed solution for the uplift and recycling of Library and NRS “off cuts” and pallets used to deliver the goods to the Organisations. The contract will not be divided into lots as it would make the execution of the contract overly complicated.
