Summary of the work The I-LEAP programme will enhance the ability of law enforcement agencies in the UK and in partner countries to access, share and act upon international law enforcement alerts. It will provide a greater number of higher quality alerts, available in real-time through a new technological solution and business processes. Expected Contract Length 2 years Latest start date Wednesday 1 December 2021 Budget Range Anticipated spend of £8M over 2 years - £4M p.a. Why the Work is Being Done To ensure that the technical capabilities and technical, regulatory and compliance requirements are satisfied for the real-time exchange of law enforcement and public security information between the UK and European countries. Problem to Be Solved Following the loss of access to the Schengen Information System following the UKs Exit from the EU there is a need to deliver capability to UK law enforcement agencies to exchange alerts information with equivalent agencies in partner countries, in real-time and at volume: this is critical to keeping the public safe from the threat posed by international criminality, cross-border crime and foreign national offenders; bringing criminals to justice; and maintaining the UK’s leading role on the international stage. Who Are the Users Key customer/stakeholders are UK Borders Force, UK Policing and other UK law enforcement and public security agencies. The programme outcomes will improve information exchanges with equivalent agencies in European countries. Early Market Engagement Not applicable Work Already Done The I-LEAP Programme started in June 2020 and planned to complete in March 2024, when I-LEAP will move into Business As Usual operation. The programme will develop and put into operation, system capabilities for Borders Officers to: 1. Provide real-time and enhanced INTERPOL alerts data services 2. Provide increased value in alerts data by exploiting additional data sources 3. Provide increased volumes and value from new sources of alerts data on international criminality by means of bilateral agreements. The Programme has connectivity with INTERPOL and due to pilot activity with policing in Autumn 2021. Engagements with partner countries have begun. Existing Team The existing programme team is jointly resourced by the Home Office and a commercial supplier with whom contractual arrangements will come to an end in March 2022. Current Phase Alpha Skills & Experience • Resources: availability/mobilisation and flexibility to scale in accordance with need. Covering a range of business change, management and technical skills including infrastructure (architect), development, testing, delivery and Programme management skills • Responding with agility and flexibility to changing demands and priorities e.g. from customer needs or own analysis. • Service design, transition and support: ability to design and introduce new 'service wraps' as well as manage and support these services within the Home Office’s strategic environment. • Systems development, installation and integration: innovate, build on solution designs, successfully manage multiple development and test environments through to integration, testing, relevant acceptances and deployment. • Knowledge of relevant Open Source and proprietary technologies: examples include: Java 11+; Docker/Kubernetes; PostgreSQL; Elasticsearch; AWS RDS, API or SQS; Hibernate, Spring Framework; Jenkins • Stakeholder engagement and management, including identification and measurement of benefits: Experience of managing internal and external stakeholders in a complex and challenging environment • Knowledge and experience of programme and project management methodologies to support Home Office leadership • Experience of aligning business programme delivery planning with the requirements and constraints of customer technical strategy. • Proven capability in the development of secure systems: demonstrable experience of security tools and techniques used in delivering Critical National Infrastructure • Working successfully in a challenging and complex public-sector environment or similar. • The Supplier will be required to collaborate as part of a multi-supplier environment delivering the end to end I-LEAP Services. • Describe key strategies that you would propose in order to manage the risks of delivering a new national system into a large, complex operational environment. • How would you manage taking on the development service, minimising impact when the programme is at the end of a pilot moving to national rollout, without losing programme momentum Nice to Haves • . Demonstrable skills in provision of Project Management Information: project reporting and escalation to ensure immediate and appropriate action is taken • Business change implementation and change management: demonstrate practical experience of working collaboratively across delivery organisations to achieve targeted business outcomes • Ability to self-organise, work to own initiative and with minimal supervision. • Management of dispute resolution (conflict) in one team/other contractors/stakeholder environments. Work Location Home Office Team is based at Croydon, with occasional work at other Home Office locations. Working Arrangments General office hours are 9-5, Monday to Friday. All contractors provided by the winning bidder will be inside IR35. Security Clearance Supplier personnel will require Home Office SC and NPPV3 security clearance and need to be compliant with BPSS and CTC. Home Office SC clearance must be in place before commencing a role on the Programme. The Home Office will support this activity. Given the switch to distributed working over the past year and the value for money that that offers. Would the Home Office be open to distributed working with regular on-site meetings throughout the duration of the contract? Yes - the Home Office would be open to consider this. 3. Will the classification of the work allow it to be undertaken as a distributed/remote project utilising a secure OFFICIAL SENSITIVE approved network? We have examples of this already on other Home Office Programmes - I think this should be possible. 4. For question 13, can confirm the perspective from which the question should be answered – is it from a technical perspective, business change perspective, service transition to BAU perspective, or all of the above? Can you please clarify what you mean by “service wraps.” This means the service management elements. The easiest example is 1st, 2nd,3rd line support in an IT service scenario. 1st line take the call and identify high level problem, fix if able... if unable pass to 2nd and 3rd line as appropriate.
