The Council requires a supplier for the provision of a website development project called the ESOL Hub. The Council provides a range of accredited and non-accredited learning programmes at entry level, level 1 and level 2 through the Birmingham Adult Education Service (BAES). The purpose of these programmes is to improve learners' employment prospects and their wellbeing through the development of appropriate skills, health and well-being, and social and community cohesion services. English for Speakers of Other Languages (ESOL), English and mathematics make up over 50% of the offer. A significant proportion of BAES ESOL courses are for learners who are at Entry level 1 or "New to ESOL", which means they are at the very first stages of English language understanding and usage. BAES is working with partner organisations to establish a single point of contact website for anyone who would like to learn ESOL in the Birmingham area. The website must be designed for multiple stakeholders including potential learners, partner organisations and administrators. It must be responsive and interactive with options for translation capability for a wide range of languages. To design and build an interactive website to host course information on English for Speakers of other Languages (ESOL) and match potential learners to appropriate courses and providers. In addition, the website will accommodate an English language screening tool. The website needs to be highly responsive, interactive and accessible to non-English speakers. The website will be used by providers of formal and informal ESOL, including third sector providers. Use of the website should not carry any license fee for users, whether it is providers or non-English speakers. The website needs to be in use by 4th October 2021 with a launch event on 8th October 2021. This contract will be for a period of 3 years commencing 26th July 2021 until 25th July 2024. The contract will be renewed on an annual basis based on budget availability and supplier performance (including the ability of the provider to meet deadlines and project goals). The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
