Specialist role Agile coach Expected Contract Length Up to 12 months Latest start date Saturday 3 April 2021 Who Speclialist Work With The existing team is comprised of contract and Civil Service resources. The specialist will be expected to be embedded into the Digital team as well as working with the other members of the business and the Leadership Team. What Specialists Work On • Leveraging experience to bring people up to speed with agile way of working. • Navigate corporate culture to help DS realise its goals. • Work with Leadership Team to see the future and be patient along the journey • Work with the Digital team to help them transform to being self-managing and accountable • Coach agile teams in the methodology • Integrate related methodologies within the company • Develop standards and requirements for the agile process • Provide training to employees on the agile process • Help teams navigate agile tools and software • Encourage employee and stakeholder buy-in Skills & Experience • Track record of working as an Agile Coach • Strong understanding of Scrum and Kanban • Experience as a Scrum master or with the agile methodology • Working with Agile in the public sector and familiarity with GDS/Digital First standards • Knowledge of agile software development • Demonstrable evidence of strong communication and problem-solving skills with demonstrable evidence interpersonal skills and patience • In addition to above, please send CV to DS_PMO_Mailbox@disclosurescotland.gov.scot by 12pm on 12th April 2021 Work Location (Work remotely) Base Office: 1 Pacific Quay Glasgow G51 1DZ Working Arrangments • The specialist will be working remotely. The specialist will be expected to attend meetings using MS Teams. No face to face meetings can occur at present. • Make use of collaborative tooling (Slack, MS Teams, Miro, Confluence and Jira). • The specialist will be pro-active Security Clearance Must have BPSS clearance to begin work. Earliest Start date: We would like someone to start as soon as they have BPSS clearance. Number of days required? 3 days a week. 5. Is there a current incumbent ? No incumbent. Plenty of Agile experienced technical staff, however Agile Coach is a new role for DS. 6. Is the 3-days/week flexible? For example, one week could be two days and the following week 4 days? We try to be as flexible as possible, however it would be dependent on business needs. This would be discussed further on an individual basis. 7. What is the target start date? Looking for someone to start as soon as they have BPSS clearance. We would take into account notice periods, but the sooner the better. This can be discussed on a individual basis should you pass the initial sift. 8. Any idea on target rate for this opportunity? We do not have a target rate. We would like to see how the market responds. Rates are taken into account after CV/response sifts at the procurement evaluation stage. 9. Email of CV listed as an essential requirement. Date 6th of April this would be before shortlisting has even begun as this is the closing date of your published opportunity. We would not expect you to ask for a CV until the second stage (evaluation) after you have shortlisted the suppliers. We find a CV is valuable in this process. Will remote working remain for the duration of the contract or is there an expectation to return to in person working practices post COVID restrictions being lifted? Scottish Government has not finalised it's return to work policy. It's unlikely that we will be back in the office until after the summer. When we do, it is likely we will only be in the office for specific meetings and the default will be work from home. This however, cannot be confirmed just now. 15. Please could you please provide a max charge rate or a budget for this assignment? We do not have a max rate figure. We would like to see how the market responds.Rates are taken into account after CV/response sifts at the procurement evaluation stage. 16. Would the contracted resource be able to work for other clients in-between working for Disclosure Scotland. Yes, expectation is 3 days per week for this contract. 17. Would the contracted resource be able to work for other clients in-between working for Disclosure Scotland (as this is a 3 day a week contract?) Yes, expectation is 3 days per week for this contract. No restrictions on working for other clients. 18. Can the contractor work more than 3 days per week? We are looking for a 3 day a week resource. 19. Should those who can only work remotely due to being located outside Scotland and unable to travel to the clients offices not apply? No, please apply. We can discuss individual circumstances if applications are progressed. The role is likely to remain remote for a good while yet. 20. Following on from your answer to Q14, would the buyer be prepared to cover expenses for the in person meetings if and when required? This role will not have expenses as part of the contract. We would be unable to pay travel expenses. 21. Interviews are not listed as one of the assessment methods. Will interviews be undertaken during the evaluation phase, if shortlisted? We do not plan to hold scored interviews.We may hold calls with applicants for clarification of information but this will not be scored. 22. The specification refers to an individual coach but would you also consider a team approach? We would prefer an individual as the post is 3 days a week and costed for 1 person. 23. Can you describe how you will measure success? What do you expect to be different in 12 months? We are looking for a coach to:Train teams on agile methodology. Oversee development of agile teams to ensure effective outcomes for DS.Guide teams and encouraging them to embrace the agile method.Arm teams with the right knowledge, tools and training to use agile to its full potential.The success will be when these can be clearly seen as active in DS.
