North Northamptonshire Council is Procuring a framework using 2 lots in order to create the provision of Lot 1 Services for highly vulnerable autistic Adults and Lot 2 Services for highly vulnerable autistic children and young people. This framework is for individuals who have complex needs and have been assessed by any and all of the Key Partners as having care and support needs that meet statutory eligibility thresholds and who are deemed to be the responsibility of the Partner Commissioning Body. The key partners are defined as: Northamptonshire Adult Social Services (NASS), NHS Northamptonshire Clinical Commissioning Group and Northamptonshire Children’s Trust. Following publication of this original tender contract notice, Northamptonshire Adult Social Services (NASS) has now become part of the new Unitary authorities, known as North Northamptonshire Council and West Northamptonshire Council. The Health and Social Care System in Northamptonshire is resolute in driving through stepped change in improving the service and community offers available and accessible to autistic individuals and their families who often experience extreme barriers to participating in community and family life. The Light Touch Regime (LTR) applies to the Services under this Framework Agreement, as per Public Contracts Regulations 2015. Lot 1: Services for highly vulnerable autistic Adults Northamptonshire County Council Brighter Futures Commissioning and Contract Framework Lot 1 -Services for highly vulnerable autistic Adults. On this occasion West Northamptonshire Council only has exercised their right under clause 2.41.3 of the Invitation to Tender, to abandon the process and not award. Please note, this Procurement exercise commenced prior to the disaggregation of the Northamptonshire County Council into the two unitary authorities, North Northamptonshire Council and West Northamptonshire Council. A separate contract award notice has been completed for West Northamptonshire Council only. Reference: Northamptonshire County Council, Northamptonshire Children’s Trust and NHS Northamptonshire Clinical Commissioning Group (CCG) are commissioning the provision of Northamptonshire County Council Brighter Futures Commissioning and Contract Framework. This service is being procured under Light Touch Regime (LTR), using a framework in order to create the provision of services for highly vulnerable autistic people over the age of 14 years who have complex needs and have been assessed by any and all of the Key Partners as having care and support needs that meet statutory eligibility thresholds and who are deemed to be the responsibility of the Partner Commissioning Body. The key partners are defined as: Northamptonshire Adult Social Services (NASS), NHS Northamptonshire Clinical Commissioning Group and Northamptonshire Children’s Trust. The Health and Social Care System in Northamptonshire is resolute in driving through stepped change in improving the service and community offers available and accessible to autistic individuals and their families who often experience extreme barriers to participating in community and family life. As commissioning bodies, we are also committed to very specific actions that will change the future direction and life chances of identifiable groups of autistic individuals, with a commonality of need and challenges, through a concerted effort to focus, innovate, and inspire the provision of high quality and workable commissioning solutions for these individuals who are considered to be at the ‘top end’ of need, that is; individuals who continuously lead highly fragile and vulnerable lives in environments that have lacked understanding and purpose and which have focussed on managing and holding risk rather than nurturing independence and opportunity through highly individualised support arrangements that work for each individual. The Brighter Futures Forum is established to assert the most appropriate care and support pathways, by collaborative and solution focussed consideration and dialogue, for those autistic individuals who the Forum considers to be most at risk. The Brighter Futures Forum is a decision making group that collectively delivers on the requirements of the Commissioning for Brighter Futures Contract. The Forum is made up of Contract-wide senior leadership. The Forum is responsible for the effective delivery of the Joint Commissioning for Brighter Futures Commissioning and Contract Framework.
