Summary of the work Accessibility audit against Web Content Accessibility Guidelines (WCAG 2.1) and GDS standards for emergency response system Latest start date Monday 18 October 2021 Why the Work is Being Done To be done to support the GDS audit requirements for in-flight programme Problem to Be Solved To meet government accessibility requirements, the programme must meet level AA of the Web Content Accessibility Guidelines (WCAG 2.1) as a minimum. GDS have requested external audit provider. Who Are the Users As a BEIS, MOD, or OGD user I need to access the system So that I can complete my emergency response and monitoring obligations More detail on usage and requirements to be provided to successful candidate Work Already Done The application development supplier has completed internal accessibility audit against system and have completed improvement work. Information can be shared to successful accessibility audit supplier. Existing Team Audit will take place on BEIS environment, with BEIS staff (civil servants and contractors) support. The Application development 3rd party supplier will be available where required. Current Phase Alpha Skills & Experience • have experience completing digital services assessments meeting level AA of the Web Content Accessibility Guidelines (WCAG 2.1) • have experience running time-boxed audit against WCAG and GDS guidelines • have experience recommending clearly articulated resolutions to comply to GDS and WCAG guidelines • have experience in helping a programme achieve GDS accessibility approval • have experience of completing accessibility audits for government programmes • present a suitable methodology for resolving findings that require remediation, including path to approval Nice to Haves • have experience of completing accessibility audits for Ministry of Defence programmes • have experience of completing accessibility audits for BEIS programmes • have experience of completing accessibility audits for cross government department programmes Work Location BEIS 1 Victoria St London SW1H 0ET (potentially remote depending on COVID restrictions and team availabilty) Working Arrangments Flexibility required. Potential for London travel for up to 3 days total. No expenses will be paid. In addition to the WCAG audit, can you confirm that you require both assistive technology testing and user testing with disabled participants, as specified in the GDS Service Manual? Yes as per WCAG audit guidance 2. Can you confirm that user testing participants should be members of the general public and should not work in roles such as software development, accessibility testing, content creation or software project management? Do you have any other profiling requirements? This is not a public facing system so testing participants will not be general public users. Testing participants will need to be SC cleared. 3. Can you confirm that user testing participants should not have participated in any user testing projects in the previous six months, as per industry best practice? This will not be a public facing service, WCAG audit only 4. What do you mean by “time boxed” audit? Audit will be required to take place over a set period of time. As part of submissions we required you to submit the amount of time (duration and effort) required for the audit. 5. How many web pages and user journeys in total to be audited? There are approximately 500 end to end user acceptance test cases, we expect a small subset of these will require audit, with successful supplier working with us to determine the most appropriate 6. What is the complexity level? e.g. is it mostly simple HTML or a combination of interactive web pages, forms etc? Complex, the service is a GIS application with data associated with maps and interactive web forms 7. Are you expecting assistive technology testing? Yes, in line with GDS service manual 8. Are you expecting your service to be tested by access needs users? Yes, if required for supplier to confirm audited against WCAG guidelines 9. Is the BEIS environment on which the audit needs to take place available over the internet? Will the supplier be able to use their own assistive technology and automated tools during the audit? Yes, however tooling must be hosted within the UK 10. Latest start date is 18th Oct. By when the audit must be completed? Latest start now 1st November, audit must be completed by end of December
