Leicestershire County Council, East Leicestershire & Rutland CCG and West Leicestershire CCG are refreshing the existing Home Care for Leicestershire service. The Council is committed to the delivery of high-quality adult social care services and health care services within Home Care for residents of Leicestershire who are assessed as requiring Home Care or those living outside Leicestershire but who have continuing health care needs that can supported by this service and are registered with a Leicestershire GP. The Council wishes to work in partnership with Home Care Providers, who can demonstrate and maintain quality standards in line with the Council’s Service Specification, which has at its core the Care Quality Commission’s Regulations, National Framework for NHS Continuing Healthcare & NHS-funded Nursing Care 2018 and is in line with the Care Act 2014. Service Providers are required to deliver services which focus on the health, safety, enablement, progression and wellbeing of people who require such services. They must enable people to gain, maintain or regain skills to help them to live independently and recover from illness. The service, wherever possible, supports people to prevent unnecessary admission to hospital and residential care. The service should also support people to be discharged from hospital or move out of long or short term, building based care. Service Providers should provide a level of support to assist people to build on their current strengths and develop their abilities to look after themselves without becoming dependent on support. The services people receive should maximise their independence and provide value for money. Home Care Services must be available for people with a variety of needs and/or conditions and the services must be able to adapt and meet the needs of people as their condition(s) develop. It is anticipated that a range of service providers will be appointed to the framework and they will be able to indicate zones across the county of Leicestershire where they are able to provide services. These 14 zones are as below (further detail including maps are included in the ITT): • Coalville and Ashby • Charnwood North • Charnwood South • West Leicester • Oadby and Wigston • Hinckley • Melton • South Leicestershire • Market Harborough • Castle Donington • Lutterworth • Bottesford • West Leicestershire • Harborough There is no limit in relation to the number of zones a bidder can apply to operate in.
