This programme aims to support the Wales Animal Health and Welfare Framework Group in driving forward one of their key priorities, which is to eradicate BVD from Wales. This will improve the resilience and sustainability of the Welsh Farming industry. An application for funding was made to the Welsh Government Rural Communities – Rural Development Programme 2014-2020 by ARC and RVC staff in order to turn the priorities into a deliverable programme. Funding to deliver this programme was confirmed in June 2017 and a public announcement informing the industry of the Gwaredu BVD programme was made at the Royal Welsh Show 2017. The programme was launched on 1 September 2017. This programme now aims to deliver the first (voluntary) phase of a national BVD eradication scheme for Wales. The project will deliver TWO evaluation reports (mid-term and end term / final) which will be used by project managers, policy makers and scheme managers to identify areas of good practice and areas where improvements might need to be made. These will feed into the review of scheme implementation policy for future Welsh Rural Development Programme proposals. A written report, including an executive summary, should be prepared with the above audience in mind. It should cover each work package separately, including a description of the work undertaken, the findings from each work package and make recommendations. A copy of the mid-term review along with the final evaluation report will be submitted to Welsh Government as part of the grant requirement and all such documents will be made publicly available. It is expected the mid-term review be commenced promptly following the award of contract and completed by Dec 2018. The final review will be required before the end of the programme - Sept 2021. All interviews are to be offered in Welsh or English. Both reports must be provided in English and Welsh, and proof read by the Project Manager before being published. The successful tenderer is to arrange this, and include the relevant costs of the translation as part of their bid.
