Expected Contract Length 2 years with 1 year extension Latest start date Friday 14 January 2022 Budget Range £4.95M Why the Work is Being Done Centre for Digital Design (CDD) is a product-centric function, sitting within Innovation Law Enforcement (I-LE). I-LE is part of the Police and Public Protection Technology (PPPT) Directorate, itself part of Home Office Digital, Data and Technology. CDD has the remit to transform PPPT, a 1000 strong organisation, into a product-centric organisation. This means a fundamental shift in ways of working, including the culture to support it. We are looking for a partner who specialises in product and user centred design to help us on this journey. You will not only work with us to define, shape and manage the implementation of product centricity in PPPT, you will also have direct impact on our policing and law enforcement partners, empowering them to work with us. You will be thought leaders, respected in the industry for delivering high quality products and services. Having a ‘doer’ mentality, you will support CDD in embedding best practice, identifying the optimal transformation route, always with the user at the heart of what we do. Moving away from ‘big bang’ deliveries across our major technology programmes, you will establish systematic, re-usable, scalable delivery models, building knowledge and expertise across the organisation. Problem to Be Solved We need a supplier to work with us at strategic and implementation levels in parallel, offering thought leadership, guidance, and practical support across the challenging PPPT landscape to enable the implementation and adoption of Product Centricity. Working in PPPT involves navigating two governance structures (Home Office and policing) and requires focus on strategic thinking and demonstrable delivery. This procurement aims to select a partner to provide defined outcomes and deliverables that will empower programmes to deliver by the flexible provision of a cohesive team and capabilities to support CDD. At times, resource may be required to parachute into specific programme areas to support in the direction of travel and ensure that product centric ways of working are being effectively implemented and operated. The objectives: • Define an approach to product centricity that works for PPPT, reflecting and respecting our context including: o Home Office o Policing o Wider Law enforcement o Significant technical debt • Provide thought leadership, tempered with pragmatism • Provide relevant resources/services in a rapid and responsive manner to meet our needs in challenging environments. • Develop Ways of Working that can be applied across PPPT, reflecting the variety in terms of scale and nature of programmes. Who Are the Users Users of the products and services that CDD develops include all Home Office staff and law enforcement agencies, and the supplier will need to have particular emphasis on working with policing. The Supplier will be expected to work closely with the below areas and understand and work seamlessly with our key stakeholder groups: • Operational users • Strategic leaders • Policy makers • Delivery teams • Industry & academia • Policing and wider Law Enforcement The Head of CDD, to whom the supplier will report to, will be supported by a leadership team who will be responsible for developing opportunities across key areas of the business. The supplier may be accountable to a designated member of the Leadership Team under this contract. CDD promotes standards and supports delivery of products and services across PPPT in a variety of ways, from consulting and coaching to providing people and embedding delivery teams. Once call-off projects are commissioned, the Supplier will be expected to engage and seamlessly integrate and collaborate with stakeholders across all areas of the business. Existing Team The Head of CDD, to whom the supplier will report to, will be supported by a leadership team who will be responsible for developing opportunities across key areas of the business. The supplier may be accountable to a designated member of the Leadership Team under this contract. CDD promotes standards and supports delivery of products and services across PPPT in a variety of ways, from consulting and coaching to providing people and embedding delivery teams. Once call-off projects are commissioned, the Supplier will be expected to engage and seamlessly integrate and collaborate with stakeholders across all areas of the business. Current Phase Not applicable Skills & Experience • Demonstrable experience of transforming organisations into ones that are product-focussed, with users at the heart of what they do. • Demonstrable experience of implementing product at scale in organisations where the majority of the work is not ‘greenfield’ but focussed on replacement and remediation of technical debt. • A willingness to work pragmatically within the organisations and their governance, adapting where possible, challenging where necessary. • A deep knowledge of iterative delivery methodologies and a demonstrable willingness to apply them proportionately and pragmatically. • Demonstrable experience of driving major cultural change across multiple organisations simultaneously. Nice to Haves • Demonstrate awareness of GDS Service Standards • Demonstrate role type familiarisation with the GDS standards Work Location It is expected that work will take place flexibly between Supplier offices, Home Office locations and remote working. Resources will be expected to travel and work from locations within London as required, as well as occasional travel nationally. In line with our internal COVID pandemic lockdown regulations, work will initially be completed remotely, with in-person work taking place by exception where circumstances demand. The primary location(s) for this work will be: The Home Office 2 Marsham Street, Westminster, London SW1P 4DF The Home Office 40 Wellesley Rd, Croydon London CR9 2BY This location may change to an alternative London location Working Arrangments Resources will be expected to travel and work at locations within London as required, at the expense of the supplier. The core standing resources will be provided with secure IT equipment and access to secure networks for the duration of this project. Surge resources that are used for a limited period of time may need to provide their own IT with CJSM accounts as a minimum. Security Clearance All staff must have Security Clearance (SC) prior to starting work. Staff not in possession of security clearance must be willing to undergo security clearance. Occasionally, NPPV3 or DV clearance is required. Home Office will sponsor clearances where it is appropriate to do so. Additional T&Cs If you successfully make it through to the ITT shortlist stage, you will be presented with a relevant task whereby you will get a short period of time to present back your approach, ideas and thinking for consideration. We reserve the right to take up to 3-5 Bidders to the ITT phase. No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate how your proposed teams’ expertise, solution, approach, methodology and innovation will deliver on the support required by CDD. • Detail your proposed team structure, skills and experience, to demonstrate an ability to surge appropriate resource to meet fluctuating demand. • Transparent financial structures and fair pricing, showing how value for money will be achieved for the duration of the contract, recognising the future use of capped and fixed pricing. • Provide details of how opportunities for further product centric ways of working would be assessed, reviewed and prioritised. • Relevant track record and reference case studies. • Demonstrate how you would actively manage collaborative ways of working, ensuring Home Office values are supported and value added. Who’s in the incumbent and how long they have been the incumbent? There is no incumbent 2. Can the buyer clarify the intended location of the delivery team – within the UK or delivered through offshore capabilities? Would it be possible to use nearshore resources for this work? Due to the nature of the customer and the need for clearances near-shoring and/or off-shoring is not a possibility at this time. However, supplier delivery centres can be based anywhere in the UK, but there will be an ongoing requirement to engage face-to-face with the Buyer in London. 3. When office operates in normal pattern (post Covid-19 situation) will the Authority provide the work desktop within secured network in the office for product development and support activities? Arrangements for office working, when resumed, will be agreed on a case by case basis for roles requiring secure access to Home Office systems. 4. Please confirm the IR35 status of this assignment . The delivery will be outcome-based so the team size and structure will be determined by the Supplier in order to achieve this. Our expectation is that, to the extent the “Off-Payroll Working Legislation (IR35)” is applicable to your team, this could likely fall both ‘inside’ & ‘outside’ depending on the nature of the individual Statements of Work. However, a formal determination will be made at contract award in light of the Supplier response and finalised contract. In addition, Suppliers will also need to make their own assessment for any resource within their supply chains. 5. What are requirements for demonstrating Security Clearance (SC). Evidence of existing Security Clearance will be requested at the written proposal stage. Current SC can be transferred from a relevant Government department if evidence can be provided. Staff cannot commence work until SC clearance has been confirmed, or an equivalent waiver been approved. 6. Who from your team will be scoring applications for this opportunity and what positions do they hold? The evaluation team will be led by a Deputy Director civil servant. Other evaluators will be selected from current, experienced team members within PPPT and relevant stakeholders. 7. Are you planning to award a contract to more than one supplier? The contract award will be awarded to one supplier. 8. Can you confirm what the Home Office target rates are so that we can ensure our rates are aligned? Any restrictions on day rates will be shared with the shortlisted Bidders at the ITT stage. 9. Will HO sponsor any DV clearance if required? This is not planned to be a requirement. 10. If suppliers have pre-agreed Optimus approved rate cards, will these agreed rates be compliant to bid for this contract? Yes 11. What is Optimus? Optimus is a multi-year programme transforming DDaT to ensure we can deliver the Home Office vision for technology and data-enablement.Optimus is shaping DDaT to be more effective, connected, responsive, consistent and efficient.The Optimus programme is aligned with the One Home Office themes and ambitions, and is an important enabler of more consistent and simplified ways of working across DDaT. Optimus will ensure DDaT has the capability to work collaboratively with stakeholders across the Home Office to deliver technology objectives, improve staff experience, strengthen in-house capability, better protect the public and deliver better value for money for the taxpayer. 12. What is the Home Office’s travel expenses policy? Travel expenses are payable for journeys outside the M25 (Greater London) where approved in advance and in line with HO Travel policy (subsistence not payable). 13. Could you please provide an indication about the expected rate card? Will be similar to the recent DDat opportunities you have published? Please see answer to question 8. Can you confirm if this is resource augmentation i.e. providing individual people or providing teams to deliver whole outcomes? The requirement will required a phased approach, which will be outcome based (teams) initially, but move to a more individual resource approach as the team matures. 16. Can you explain what you mean by Demonstrate role type familiarisation with the GDS standards? Do you mean understand the DDAT roles and their purpose? Yes, this ask requires you to have an understanding of the role types in DDAT such as, Service Design and User Research, and what each of those roles bring to a team. 17. Regarding the second “nice to have” question, could you elaborate the “role types” which are most relevant to you? UCD; Content Designer, Service Designer, Interaction Designer, User Researcher, Accessibility and Inclusion.Product; Product Manager, Product Owner, Business Analyst.Delivery; Technology Delivery Manager, Outcome Technology Delivery Manager.Data; Performance Analyst, Data Engineering, Data Science, Data Analysis.Architecture; Business Architecture , Data Architecture, Technical Architecture, Security Architecture. 18. One of the requirements is “A willingness to work pragmatically within the organisations and their governance, adapting where possible, challenging where necessary.” Does the response need to cover our proposed approach for this engagement, or are you seeking examples of prior experience? At this stage of the competition, the Bidder can provide previous experience or whatever they believe appropriate to demonstrate capability. 19. What are the indicative timeframes for Stage 2? Stage 2 (ITT phase) is planned to commence early November and conclude mid December 2021 20. In order to support SME participation and to ensure best value for money and innovation in delivery, are consortia welcome for this bid, and if so, do we need to declare the full team as part of the RFI response or only in response to the RFP? Consortia bids are welcomed. Material relating to any entity used in the initial, down select stage must be exclusive to the bid. Alternative organisations may be included if the Bidder is selected to ITT stage. 21. Have any of the in-flight programmes been identified as high priority to move to product-centric working? If so, which ones and are there any pre-agreed deadlines associated with these? No 22. What commitment has been agreed with Chief Constables (and equivalents) to support this change? Key stakeholders, including Chief Constables, within policing are supportive of the implementation of product centricity in PPPT and continue to be involved in its design. 23. Is there a need for the winning supplier to have pre-cleared SC people? Or can these people be nominated to undergo SC clearance/vetting prior to starting in January 2021? Bidders that are down selected to the ITT stage will be asked to demonstrate their approach to providing SC cleared resource, which will be evaluated and scored. 24. Will suppliers be evaluated/scored based on the number of SC people they can currently provide? see question 23
