Description

Within the budget specified below, the Council wishes to procure a network of air pollution sensors to measure NO, NO2, PM10 and PM2.5 (CO2 levels would also be of interest but are not considered essential and in the event of significant extra cost preference would be given to the provision of extra monitors over the inclusion of CO2). Ideally it is envisaged that the initial network should include no less than five units, however some flexibility will be possible if required to meet budgetary requirements. In addition to the provision of the monitors (including all standard mountings and connectors), submitted quotations should be inclusive of all network running costs for a period of 4 years (excluding power). These costs should be itemised and should include the following: • Initial and periodic sensor characterisation by co-location at an MCERTS reference site. • Assistance with pre-installation site selection/investigation. • Initial installation and/or training of LBC staff to undertake installation in-house. • Local Site Operator duties, call-outs and sensor service and maintenance arrangements (barring exceptional circumstances, sufficient provision should be made to ensure all sensors remain functional for the full duration of the contract). • All telecommunications, data collection and data quality checks (including ratification). • Online near real time data publication following sensibility checks to avoid the dissemination of spurious results (a 15 minute averaging period should be achieved for each of the species of interest, however the option for higher time resolution would be of interest). • Any added value post measure analysis and insight you would be able to offer. As members of the Hertfordshire & Bedfordshire Air Quality Network, data from LBC's current monitoring programme is used by the Network's air pollution notification system and is published via a single web portal. Subject to agreement with the Network's current service provider, there will be a requirement for air quality data collected from the proposed network to be made readily accessible for use by the notification system and publication via the portal. In the event that this arrangement is put in place, accessibility to the data should be sufficient that automation of notification can be achieved on a 24-hour, 7-day a week basis.
