Summary of the work Based on work previously undertaken, UKSA are looking to improve the ‘front door’ into the Agency from external stakeholders, which is currently the GOV.uk website. The front door is the focal point of how stakeholders engage with UKSA, become aware of our activities, and engage with us. Expected Contract Length 8 weeks Latest start date Tuesday 1 February 2022 Budget Range £66,666.00 - £83,332.50 Excluding VAT. Why the Work is Being Done To support government objectives on transparency and outreach, and UKSA’s goals of increasing awareness of its activity and opportunities, external consultants were contracted to assess improvements for how UKSA engages with its external stakeholders. The aim of this requirement is to complete an audit of the current user experience of the website, identify recommendations for improvement in line with UKSA goals, and implement approved changes. There should also be recommendations for how ongoing updates and improvements to the platform should be carried out following the delivery of work, bearing in mind there is no in-house content design expertise. Problem to Be Solved We would like to present a website that caters to our wide array of audiences, from space sector stakeholders looking for clear funding opportunities and programme information, to national and international contacts looking to make links with UKSA, to the general public looking for information, education or outreach material. Who Are the Users As a UK space sector business, I would like to easily access and apply for funding opportunities so that I can grow my business. As a UK or international space sector stakeholder, I would like to easily know who in UKSA to contact with a query and how to do it, so that I can build links and access appropriate support. As a member of the public, I would like to learn more about the UK’s involvement in space, so that I can develop personal interest, produce educational or outreach content, or learn how to join the space sector. Work Already Done Previous external consultants received feedback from UKSA stakeholders suggesting the information on programmes and funding opportunities could be clearer and more accessible. They also said it’s difficult to find the right person or team to speak to. We would also like to reduce the number of queries coming from the public to our correspondence team by providing more effective navigation to commonly requested information. Material from a previous assessment of the requirements for the ‘front door’ will be made available to shortlisted suppliers. Further interactions with UKSA stakeholders for additional research are possible with guidance and oversight from UKSA team. Existing Team The supplier will work with the UKSA communications team. No other suppliers will be working concurrently. Current Phase Alpha Skills & Experience • Detail where you have delivered government websites within the confines of GOV.uk, as a multidisciplinary team with a range of roles: IA, UX, technical, build, development, designer and support. 10% • Detail how you have planned and managed a phased roll out of new website architecture / transition from current to future state (including migration planning). 5% • Demonstrate your experience of user-centred content design and ability to articulate complex content in a clear and succinct way, with experience of paired/collaborative writing. (5%) • Detail how you have conducted user research alongside analysing existing research to ensure good understanding of users and needs leading to improvements in user engagement and user satisfaction. 4% • Detail your experience in rapid development of prototypes created iteratively via user testing - based on discovery findings to meet user needs (including assisted digital and accessible users). 3% • Demonstrate your experience of Implementing multi-site/multi-domain publishing on a single platform which, supports photographs, video clips, other rich media as well as social media integration. 2% • Detail your experience of delivering websites that bring multiple sites into one web presence. 2% • Detail, with an example where you have provided an easy-to-use, simple interface for website content contributors to upload, edit and manage content. 2% Work Location Remotely, in line with Covid-19 guidance. However, the supplier may be required to attend meeting at the customer’s office at; 10 Victoria Street, London, SW1H 0NB or Polaris House, North Star Avenue, Swindon, Wiltshire, SN2 1FL Working Arrangments Remote working is the default arrangement. Progress meetings with members of the UKSA communications team (and others where appropriate) will be held weekly initially, with flexibility to adapt the schedule if needed as work progresses. Ad-hoc support will be available through digital channels. This will allow the UKSA team to ensure work is progressing satisfactorily. Reasonable travel expenses, aligned with BEIS policy, may be claimed if travel to an office location is required. Security Clearance Baseline Personnel Security Standard (BPSS) is necessary. This will be required before work can take place. No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate how your approach and methodology would enable you to produce high quality content to tight deadlines. (10%) • Describe the size and shape of the proposed team - roles and experience of the people delivering the work, including how you will achieve and maintain value for money. (5%) • Demonstrate understanding of user research - needs, personas, journeys and behaviour, and experience in successfully applying this to website projects. (10%) • Demonstrate your ability to work with internal IT teams to arrange hosting and integration with existing services. 2% Cultural Fit Criteria • Demonstrate how your team will work successfully with UKSA as part of a multidisciplinary and multi-supplier team working remotely (and when required co-located in Swindon). (6%) • Demonstrate your approach to engaging with internal stakeholders undergoing cultural change and how this will support project success. (6%) • Demonstrate how you will work transparently, collaboratively and agilely, sharing your approach with the project team and seeking actionable feedback. (4%) • Demonstrate the ability to being adaptive to constant changes and having a pragmatic, can do attitude to delivery to short timescales. Is this an internal team or do you currently use external expert help? Internal UKSA team 3. Is an expected outcome of this project a new redesigned website on a different CMS platform to what you currently use? Or will changes be implemented to your existing GOVUK CMS platform? No. The CMS would be GOV.uk Whitehall, which contains the many sites and domains of all government websites, but this work is only confined to the one UKSA website. we are seeking to improve our existing GOV.uk website. 4. Will the new website be hosted on GOV.UK or will it have its own domain name? It will be hosted on GOV.uk - we are seeking to improve our existing GOV.uk website 5. You note “multi-site/multi-domain publishing on a single platform”, do you have a need to run multiple websites on a single CMS platform and if so, what are they and are they all are part of this project? No. The CMS would be GOV.uk Whitehall, which contains the many sites and domains of all government websites, but this work is only confined to the one UKSA site. 6. What is the process and expected timeline after shortlisting suppliers? Will there be an opportunity to meet to discuss the project in more detail? After the initial bids have been evaluated, the top 3 scoring suppliers will be invited to submit a written proposal. UKSA have taken the decision not to include another form of evaluation therefore, there will be no opportunity to meet with the customer during the evaluation stage. The latest start date for this requirement is the 01st February 2022. 7. You note “external consultants were contracted to assess improvements for how UKSA engages with its external stakeholders.” Are you able to share the findings from this work? We will share the findings with the successful bidder. 8. Please confirm who completed the Discovery phase The UKSA Comms team completed the Discovery phase following a review by external consultants. 9. With regard to location, can remote be outside the UK (eg EU)? Suppliers would need to be UK-based as they may need to meet members of the UKSA Comms team in London. 10. What is the tech stack? This work is for content designers not developers - there is no reference to a tech stack in our specification. 11.
