Summary of the work TRA require a Digital Specialist with good experience creating a Digital Vision, with supporting Digital Strategy and Investment Roadmap, for an organisation of similar size and profile. Expected Contract Length 3 months - Mid-Mar, April, May, Mid-June '22 Latest start date Friday 1 April 2022 Budget Range It is estimated that the work can be delivered within the budget range of £150k (maximum £180k) Why the Work is Being Done To support the TRA in achieving its Strategic Goals, a Digital Vision (DV) is required. The DV, supported by a Digital Strategy and Roadmap, will set a Technical & Data course for the TRA to really live up to the boast of truly being the world’s first digital only Trade Remedies organisation. This work is required to be completed by end of April '22 - Corporate Plan referenced here: https://www.gov.uk/government/publications/the-trade-remedies-authority-business-plan/the-trade-remedies-authority-business-plan-2021-22 Problem to Be Solved TRA does not currently have a Digital Vision, and as such Corporate Goals are at risk of not being achieved. Outcome required is a Digital Vision, supported by a proposed Digital Strategy and Investment Roadmap to achieve the Digital Vision. Who Are the Users As an employee of the TRA I need Digital Tools, Platforms & Process to support my role (this role might be a Case Investigator, HR, Legal, Analyst, Technology etc). As an external stakeholder I need to interact with TRA and require Digital tools/platforms with which to do so (this role might be an employee of a manufacturing organisation, a member of the WTO, a legal representative, for example) Early Market Engagement A pre-market engagement event was held in Aug/Sep '21 to invite all DOS suppliers to share with TRA Case Study/Market Research that would inform TRA on critical information that would inform the ITT - Cost/Time/Approach/Resourcing Work Already Done Other activity inflight within the TRA is: i/ DaaS migration - a new supplier has been awarded the DaaS contract and will be supporting TRA from Feb '21 ii/ The software development team that supports Trade Remedies Service (TRS) - cloud based investigation app - are undertaking a Discovery activity to determine a development roadmap for TRS. Supplier will need to understand scope of this activity, but will not be responsible for it. Existing Team The supplier will work closely with the Digital & Technology Team, but the supplier will also be expected to work closely with all teams across TRA to explore and understand the organisation in order to determine the Digital Vision. Current Phase Discovery Skills & Experience • Experience creating a Digital Vision, within a similar sized organisation • Experience creating a Digital Strategy, within a similar sized organisation • Experience creating an Investment Roadmap, within a similar sized organisation • Understanding of the latest Digital platforms, within a similar sized organisation • Understanding of the latest ways of working that harness the most from Digital systems/tools, within a similar sized organisation • Demostrable evidence of creating a Data Strategy, within a similar sized organisation • Demonstrable framework that articulates how the Digital Vision, Strategy and Investment Roadmap would be created within a 3 month period • A creative flare that has the ability to excite an organisation with art of the possible, whilst keeping a sense of realism Nice to Haves • Experience creating a Digital Vision, preferably within an government organisation • Experience creating a Digital Strategy, preferably within an government organisation • Experience creating an Investment Roadmap, preferably within an government organisation • Understanding of the latest Digital platforms, preferably within an government organisation • Understanding of the latest ways of working that harness the most from Digital systems/tools, preferably within an government organisation • Demonstratable evidence of creating a Data Strategy, preferably within an government organisation Work Location TRA, North Gate House, Valpy Street, Reading and remotely when it is appropriate Working Arrangments TRA is currently trialling hybrid working, post-return to work after COVID lockdown. This means attendance in the office is not mandatory. The TRA wider team are based across the UK and as such flexibility and appreciation to the hybrid working practise must be adapted to. This may mean colocating with TRA in Reading, as and when agreed. Security Clearance All must have BPSS as a minimum. Additional T&Cs n/a - Capped Time & Material contract and management of spend will have oversight. All expenses to be agreed & approved in advance. The Essential Skills and experience will be allocated 10% of the total Technical competence weighting. The Nice to Have Skills and Experience will be allocated 5% of the total Technical competence weighting. (10%) • Tell us about the latest ways of working that harness the most from Digital systems/tools (10%) • Describe your orgnisations activities to reconnect people with the environment and increase awareness of ways to protect and enhance it. May we kindly request copies of the presentation slides, recording and Q&A from the pre-market event in August 2021? The pre-market event was to inform TRA on critical information that would inform the ITT - Cost/Time/Approach/Resourcing.A copy of the pre-market engagement presentation will be shared with the Shortlisted Suppliers. 2. Will there be any additional documentation available before the application deadline? There will be no additional documentation available before the application deadline. An RFP will be issued to the Shortlisted Suppliers. 3. What role do you anticipate the creation of a Data Strategy will play in TRA’s Digital Vision, and how prominently does this figure in your expectations of the work the chosen supplier should deliver? The TRA data strategy aims to support the organisation in improving how we obtain, use, and manage our data. As we are a relatively new organisation, we do not have a full and operational data strategy. We are currently undertaking very early work in this area to create a preliminary data strategy ahead of delivering an organisational data strategy that is in line with the Digital Vision. As such, we would like the successful supplier to help reshape our preliminary thinking and suggest practical steps for the TRA to take forward so the Data Strategy and Digital Vision are aligned 4. When you use the term ‘investment roadmap’, do you refer to investment in terms of a monetary investment, or a investment of time and resources into a product? The answer is both. It is an investment in the licences or the procurement of a system/ tool/ way of working/ process and the resources to deliver.
