Summary of the work This discovery project will assess requirements for an OH workforce digital data collation toolkit to increase insight into the OH workforce. This project will establish recommendations for a technical solution for an OH workforce digital data collation toolkit based on user research and market analysis. Expected Contract Length 8 Weeks Latest start date Monday 15 March 2021 Budget Range £100K (Day rate of professionals must not exceed £900 per day) Why the Work is Being Done This discovery project will assess requirements for an OH workforce digital data collation toolkit to increase insight into the OH workforce. This project will establish recommendations for a technical solution for an OH workforce digital data collation toolkit based on user research and market analysis. Problem to Be Solved Completion of a discovery project for an Occupational Health (OH) digital data toolkit following agile delivery methodologies as outlined in the Government Service Manual, with recommendations developed for alpha. The overarching requirement is to deliver a discovery project which will involve: 1) User research with core stakeholders. 2) Analysis, determining requirements of a technical solution to facilitate OH workforce data collation. 3) Market analysis of existing technical products across industry and sector settings, with assessments of feasibility to meet the requirement. 4) Suggestion around a set of options for a technical product and recommendations for progression to Alpha. Who Are the Users To be confirmed during Discovery Phase Early Market Engagement No early market engagement completed. Work Already Done As part of pre-discovery work, internal scoping activity has taken place to support the rationale for this discovery project, which will be shared on project initiation. Existing Team A member of the DWP/DHSC OH policy team will be embedded within the project team, providing expertise on the subject matter. Other in-house team members will also provide expert advice as required. Current Phase Discovery Skills & Experience • Demonstrable experience of completing rapid discovery projects involving user research and business analysis in relation to digital products/services. • Demonstrable experience of conducting user and market research involving stakeholders from both private and public sector organisations. • Demonstrable experience of utilising user cantered design to the development of digital solutions. • Demonstrable experience of developing clear recommendations for alpha through discovery in line with the Government Service Manual. • Demonstrable experience of developing technical solutions at scale and dealing with complex data feeds involving secure data. Nice to Haves • Demonstrable experience of working with Government departments to develop digital services • Demonstrable experience of developing digital products for use in the health and care system Work Location Remote Working. Working Arrangments Due to COVID-19 restrictions, the expectation is that the supplier will work remotely for the entirety of the project. Should restrictions be eased during the course of the discovery, we can explore the feasibility of in person working at DHSC or DWP offices in London or Leeds for critical project activities that would benefit from in person working. You request “experience of conducting user and market research involving stakeholders from both private and public sector organisations”. Is it acceptable to reference examples from two separate projects for this response, given that GDS guidance states “You should only provide one example for each essential or nice-to-have requirement”. Will both examples be taken into account in the scoring of the response? For clarity, only one score will be applied to the criteria taking into consideration the overall response. 2. For the skill ‘1) User research with core stakeholders’, are we right to assume that ‘stakeholders’ includes the people you expect to submit the actual workforce data? Yes, our stakeholders would be consumers and/or potential submitters of OH workforce data, which would include OH professionals whom we’d encourage to submit data. 5. Are there any existing, regular, and formalised OH workforce data collections / collations, that this would replace or augment? There are existing OH workforce data collations hosted in different organisations, however these data sets are not joined up due to sector and industry split and not segmented enough to perform any meaningful data modelling. This would not necessarily replace those services, however we would encourage their data flows into our service. 6. Will the workforce data [collation] be for all nations? If not, which nations? The geographical footprint will be England wide 7. Do you have a preference for Commercial Off the Shelf (COTS) vs. open source? We don’t have a preference at this stage as we are still in discovery however, we will need to ensure that our data is secure. 8. If you have a preferred technology stack, what are the main technologies? We do not have a technology preference at this stage as we are still in discovery and want to explore suitable options. 9. Please can you provide details of what the next steps, timelines and deadlines are following this first stage application? It is intended that following stage 1 evaluation of applications will be completed and suppliers notified of the outcome in week commencing 8th Feb 2021 (The time needed for evaluation vary depending on the number of applications received).Stage 2 will include DHSC inviting supplier registrations and issuing the request for proposals via our e-sourcing platform (Atamis) - a timetable for stage 2 will be made available within the request for proposal document when published.It is intended that the full process will be completed, and a contract awarded in time for the contract to commence on 15th March 2021. 10. How do you foresee market research in relation to this project? The market research arm of the discovery is envisaged to focus on market analysis of existing technical products for data collation in public and private settings. 14. Please can you define what you mean by “market research”? Are you referring to a technical analysis of products, or gathering information about user needs and preferences? The market research arm of the discovery is envisaged to focus on market analysis of existing technical products for data collation in public and private settings. User needs and preferences will be gathered through the user research arm.
