Description

The Place department within Newcastle City Council takes the lead in transport policy, planning and management of scheme delivery. Successful modern cities require effective transport systems; our objective therefore is to enhance and deliver an integrated transport network to support sustainable development and economic growth. This will enable people of all ages, abilities and incomes to safely travel around and across the city and into and out of the City Centre. It requires investment in the physical infrastructure of the City and also in 'hearts and minds' behavior change programmes. To meet these needs Newcastle City Council wish to establish a multiple lot Framework Agreement for the provision of Traffic and Transport mode use data. Lot 1: Vehicular Counts • Lot 1 - Vehicular Counts o Fully classified traffic counts cameras, over a specified period; o Junction turning counts to include number and type of vehicles over a specified period of time; o Cordon counts for specified locations and time periods using a combination of the above; o Pedestrian counts over a specified period; and o PV Squared surveys, in order to evidence requirements for pedestrian crossings; Lot 2: Vehicular Speed Surveys • Lot 2 - Vehicular Speed Surveys o Speed surveys - continuous monitoring for a 7 day period via technology on road; Lot 3: Parking Accumulation • Lot 3 - Parking Accumulation o Parking surveys, to identify occupancy levels in a specified area, given the number of vehicles and current available parking space. Lot 4: Automatic visible and near infrared spectrum machine vision transport data • Lot 4 - Automatic visible and near infrared spectrum machine vision transport data o For both vehicles and pedestrians, over a specified period and on an ongoing basis. o These devices must be able to record volume and track per specific mode. o Analyse pedestrian desire lines. o Provide turn, volume and speed data per mode. o Capable of detecting and counting wheelchairs and prams in the public realm. o Work on either a cordon or area basis. o Automatically transport analyse data including speed.
