Summary of the work The winning supplier will be required to deliver a digital service, in line with the Technology Code of Practice, DfT’s Architectural Principles & Standards and the Digital Service Standard, for a service to run the Electric Vehicle Homecharge Scheme. They will successfully pass GDS Service Assessments following each project phase. Latest start date Monday 25 October 2021 Budget Range The total cost of delivering the service will not exceed £2m. Why the Work is Being Done Currently a service for building owners, to help provision residential or commercial units with chargepoints, is being developed. We want to additionally provide the following services. • A replacement for the current EVHS service, focussed on people living in rental accommodation or flat (to go live March 2022) • A service for residential building owners and SME’s to help provision their car parks with chargepoints (to go live Feb 2022) • A further service may be required to help small accommodation businesses and charities provision their carparks with chargepoints (for guest, visitors or any other purpose) (to go live Feb 2020) Problem to Be Solved This opportunity is to create a digital service that meets user needs better than the current paper process and builds on the work done in discovery and alpha phases. The new service must be fit for purpose in terms of usability, scalability, accessibility, fraud controls and budgetary controls. The service will be built using open source technologies. The solution should adhere to the Technology Code of Practice, the Digital Service Standard, Government Accessibility Standards and DfT’s Architectural Standards. Who Are the Users The end users of the current schemes are members of the public or businesses wishing to install an EV chargepoint at residential or commercial buildings and chargepoint installation companies. Early Market Engagement Current paper-based process for EVHS and a digital service for WCS (see Grant schemes for electric vehicle charging infrastructure - GOV.UK (www.gov.uk)). https://www.gov.uk/government/collections/government-grants-for-low-emission-vehicles Work Already Done Discovery and Alpha have been completed. A sister grant scheme, the Workplace Charging Scheme, is provided via a digital service. This was designed by DVLA in 2016. It enables businesses to apply for a voucher online for the installation of up to 40 chargepoints. The vouchers are then redeemed by approved installers when work is completed (up to the value of the voucher). The new services would be separate to this. Existing Team Darren Handley, DfT, Head of Infrastructure grants, will be the Service Owner. William Smith, DfT, Infrastructure Grants and Delivery, will be the Product Manager. DfT Architect DfT Business Partner, Umair Malik All other roles required will be provided by the supplier. Current Phase Alpha Skills & Experience • • Demonstrable experience of delivering digital service for central government adhering to Technology Code of Practice and passes GDS service assessments at discovery, alpha, private and public beta phases. • • Experience of having successfully replaced a manual or paper-based process with a digitised system • • Experience of conducting stakeholder analysis where knowledge gaps were identified and plans were produced and implemented to address the shortfall Nice to Haves • • Experience of working in or with teams with no or limited experience of agile methodologies, and providing ongoing coaching to those members of staff • • Experience of delivering a service relating to grants • • Experience of delivering a service across different government organisations, for example both a central department and an arm’s length body • • Experience of working with projects related to decarbonisation • • Have demonstrable experience of working in a culture of continuous delivery and improvement • • Experience of working with a PROSCI change management methodology Work Location The majority of the work should be conducted at the supplier’s own site. However, we would expect the supplier to work at our offices when agreed and required. Exact days will be decided with the supplier, once the contract has been appointed. Address: Department for Transport, Great Minster House, Horseferry Road, SW1P 4DR Working Arrangments The supplier should provide a team to meet following timelines for a live service: • Extension for providing carpark grant by February 2022 • Replacement for current EVHS scheme by March 2022. The supplier shall hold agile ceremonies and regular ‘show and tell’ sessions for DfT and stakeholders. The supplier shall interact with the team creating a service for building owners to create a harmonised user journey. The team will need to pass GDS service assessments after each phase and have their technical designs approved by DfT’s architecture board. Project documentation supplied to DfT will be agreed in project kick-off. Security Clearance For Beta, each team member will need to possess BPSS clearance at a minimum. Any team members accessing live data will have to hold SC clearance. Evidence of clearance will be requested at written proposal stage. Additional T&Cs The Statement of Works (SoW) for each project phase will be defined towards the end of the previous phase, with no guarantee of award. We are looking for examples of projects that demonstrate your experience of conducting this stakeholder analysis. 11. Please can you clarify the relevance and context of the PROSCI change management methodology? This is not typically part of projects following the (GDS) Service Standard and we are concerned that it’s inclusion may limit suppliers with an otherwise excellent set of credentials for your requirement from scoring well. DfTc uses PROSCI change management metholodogies, but would consider others for this particular requirement. 12. Are you able to share the outputs of Discovery and Alpha in the interests of ensuring a level playing field between new suppliers and the incumbent supplier who delivered these phases? Yes, those suppliers who are shortlisted to stage 2 will have access to this 13. Are you content for suppliers to illustrate their experience with multiple examples? Some questions, for example “Experience of working with projects related to decarbonisation” would benefit from multiple examples to demonstrate breadth? Yes we would be happy for suppliers to use multiple examples, so long as it fits within the word limit of each question 14. Are you happy for suppliers to cite private sector examples where they are relevant to the question? Yes both public and private sector examples are acceptable 15. Will the score from the first round be used as an input to overall scoring or are they just used for down selecting to round 2? This will be used to shortlist suppliers for stage 2. Stage 2 evaluation information will be sent to the shortlisted suppliers. 16. How will you be assessing price? For example, will you be seeking a price for an agreed scope that will form the first SOW? Or a rate card? TBC, shortlisted suppliers will be advised at stage 2
