Summary of the work DCC are undertaking a review to understand how digital capabilities, can support user centred service transformation within Public Health Nursing. Phase 1 to develop user centred approach to understand requirements and opportunity for integration within Children Services. Phase 2 take SOR and support procurement Expected Contract Length 6 months overall Latest start date Monday 13 September 2021 Budget Range Up to £60k for both phases split £30k for phase 1 and £30k phase 2. All expenses and costs to be included in the quoted price. Why the Work is Being Done Devon County Council are undertaking a review to understand how digital capabilities, including those already available within the County Council, can support service transformation within Public Health Nursing (PHN), with a view to producing a specification of requirements. We expect to award the contract by September 2021 with work being progressed during October/November 2021. This work will develop a user centred specification, building on work already done, through workshops with end users, staff and market providers and develop options for meeting the specification of requirements, which could include development of existing solutions or procurement of new. Problem to Be Solved To ensure the specification process captures the needs of the people who use our services and focusses on how we can maximise digital capabilities to fulfil organisational priorities. Ensure any specification supports improvements in the self service experience for clients; makes better use of data and intelligence; enables greater collaboration with our partners; supports an agile workforce and supports opportunities for further integration of information across Children's Services to reduce duplication and to support improved outcomes for children, young people and their families. Who Are the Users The chosen bidder will be expected to undertake a thorough assessment of user need but these are a flavour of examples. As a parent, carer, child, young person seeking a service from PHN I want a clear and secure means of understanding services available and how I can access services; as someone working in one of the core partner agencies, including children's centres, schools, early help service, midwives, Best Start in Life, I want an effective means of securing support, advice and guidance; as a member of PHN Business Support staff I want solutions that support efficient and automated processes that enable me to fulfil responsibilities effectively with minimal ease and enable effective communication with service users; as a PHN employee (Health Worker, School Nurse, Community Nurse) I want flexible solutions that enable me to easily identify cases I'm working with and capture and record case information in an agile manner, support effective communications with service users and minimise duplication. Work Already Done Some investigative work has been undertaken to outline user research activity that will be required in order to fully understand service and user need. The supplier will be expected to build on the initial research that has been undertaken. Evidence demonstrating delivery of a similar capability and capacity contract, ensuring the client had the resource needed, when it is needed and key considerations for successful delivery. 5 points • ES2. Provide evidence of having experience of working with PHN and wider Children's Services and able to demonstrate a working knowledge of how digital solutions can support service redesign. 20points • ES3. Provision of user research and consultancy services to advise on strategic direction, undertake market assessments, write options appraisals, make recommendations on approach. 15 points • ES4. Provide evidence of experience in facilitating workshops, stakeholder interviews and end user research . 5 points • ES5. Provide evidence of working with the GDS Service Standards. 10 points Nice to Haves N1. Provide multiple examples of working with and delivering Digital and Technology capabilities for Local Government Customers. Work Location Exeter, Devon. All work will be undertaken virtually. Working Arrangments All work will be undertaken virtually, initially with the PHN SLT and ICT Commissioning to understand priorities and strategic aspirations and develop a plan for engaging the wider user community and partner stakeholders. The specialist will be expected to undertake a full market analysis of solutions available within this sector as well as developing an understanding of technologies already available within DCC and options for maximising their use to fulfil the service requirement. All expenses should be included in overall cost. Additional T&Cs This work is made up of 2 phases - specification based on user requirements and refine this information into a specification of requirements that the market is able to deliver. We expect the entire process to take up to 6 months to complete but the outcomes of the specification phase will inform how this work is progressed. DCC reserves the right to progress with the specification phase and not continue to procurement depending on the outcomes of the specification work. What has been carried out already? Was this carried out by an external provider, and when was it carried out? A3. The worked undertaken so far has focused on the potential approach to establishing user need; identifying stakeholders and has been undertaken by our internal User Researchers from within the Devon County Council Digital Team. This work will be shared with any successful bidder and can be used to inform future planning and engagement.
