Development of websites for NHS SWL (Integrated Care Board) & SWL Integrated Care Partnership

Summary of the work South West London CCG requires a team to develop websites for two new organizations - an Integrated Care Board and Integrated Care Partnership for launch by 1 April 2022. Expected Contract Length 24 Months + 6 months Ext; Complete Builds within 1st 4 months Latest start date Monday 6 December 2021 Budget Range Up to £70,000 for initial build and launch of both sites. We welcome ideas from suppliers on how to configure both sites for the best value for the tax payer. Why the Work is Being Done From April 2022, Integrated Care Systems (ICS) will be in place across England. Each ICS will comprise of two bodies: 1) Integrated Care Partnership (ICP) - the broad alliance of organizations and representatives concerned with improving the care, health and wellbeing of the population, jointly convened by local authorities and the NHS. 2) Integrated Care Board (ICB) - bringing the NHS together locally to improve population health and care and will replace existing Clinical Commissioning Groups (CCGs). In line with these changes we are commissioning two new websites: One to replace the website swlondonccg.nhs.uk and represent a new Integrated Care Board. And one to replace the website swlondon.nhs.uk and represent the Integrated Care Partnership. We anticipate each site to host around 100-120 pages or so of content (including news/blog/posts). We'd like the sites to present separately but to be managed from a shared back end if that's possible. Problem to Be Solved Create a positive, professional image in line with corporate branding (currently in development). Create a seamless user journey. Demonstrate the work of the organisations. Encourage local people and communities to get involved. TECH SPECS: Responsive design, mobile first, compliant to latest WCAG accessibility guidelines; Media/asset filing system for library in back end; Authoriser system with contributors and content authorisors/master users; Staging area for new content/editing; Securely hosted, SSL certificate; Website uptime no lower than 99.99%, with clear back-up routes to maintain service; Integrated translation functionality – google or other reliable service; Functionality for microsites via sub domains - swlimo.swlondonccg.nhs.uk. ADDITIONAL REQUIREMENTS: Open source platform, shared by both sites, preferred. (WordPress – currently in use - for instance); Both sites will be part of the same organisational family so some consistency in layouts/aesthetic desirable; Accessibility audits (latest WCAG guidance) required prior to launch – accessibility statement (on compliance) is a legal requirement; Appropriate user testing with core audiences; CMS training programme and user guides for contributors; New content expected to be created in-house and provided to supplier; Ongoing technical support required. Partner organisations and their staff – all 40+ partners including NHS, LA, voluntary and community sector and Healthwatches​. Also, though to a lesser extent, local councilors and MPs​, and our regulators NHSE/I.  The website acts as the main medium for sharing information with these groups. Need an accessible platform - WCAG guidance. Need suitable spaces (under sub domains) for content aimed at health professionals. Work Already Done We have existing websites containing a lot of information that remains relevant to the new organisations, so a large amount of content will be migrated and reshaped from those platforms - swlondonccg.nhs.uk and swlondonccg.nhs.uk. Work is already underway in-house on draft site architecture and we are establishing internal working groups with key content contributors across the organisations. Existing Team Existing team consists of an executive director of communications and engagement, head of communications and engagement, head of public affairs, communications project lead, with a wider network of communications and subject matter experts working across the organizations. Current Phase Discovery Skills & Experience • Experience developing websites using open source platforms, such as Wordpress, Joomla, Drupal etc. • Knowledge of and experience in developing accessible content, compliant to latest WCAG standards. • Demonstrable provision of secure hosting environment with guaranteed 99.99% uptime Nice to Haves • Experience of carrying out user testing with diverse audiences and stakeholders - focus groups, surveys, reader panels • Experience delivering training programmes for content management systems • Experience delivering visually striking, audience focused websites on limited budgets. Work Location London/remote working Working Arrangments The supplier is expected to manage and progress the project remotely, with regular weekly points of contact with the project team representatives. Supplier will need to have a project management suite so we can keep track of individual tasks and actions. You mention a few open-source solutions? Do you have a preference? WordPress is the preference as our team and colleagues already have some experience with it; however, we're open to considering alternative platforms where a strong case is put forward. 2. What’s the current full tech stack? swlondonccg.nhs.uk - WordPress platform using a LAMP tech stack. We need to have launched both sites on or before 1st April 2022. 8. Will you be basing site designs on the NHS digital service manual design system (https://service-manual.nhs.uk/design-system)? We aim to respect the guidance where possible; however, one of the sites is a partnership site, representing a wide range of organisations across south west London, including local authorities and voluntary services, which means we're likely to deviate from some of these standards. We also have a separate branding exercise underway for both organisations which, again, may require some flexibility from the guidance. 9. Will you consider other open-source CMSs such as Wagtail? WordPress is the preference as our team and colleagues already have some experience with it; however, we're open to considering alternative platforms where a strong case is put forward. 10. Creating visually striking websites whilst meeting WCAG 2.1AA accessibility standards can often be a difficult balance to strike. Can you please provide further detail on what you consider to be “visually striking”? It's a legal requirement to meet the accessibility standards (or work towards them), so it would be useful to see previous examples of work which take into account issues around accessibility/design - how you as the supplier approach that challenge and strike a balance. There is a separate corporate branding project underway which will ultimately inform the final visual design of your wireframes. 13. Have you discussed the possibility of a ‘platform’ approach to this need with other ICB/ICSs?. The opportunity to build your site(s) in a repeatable way (similar to the LocalGov Drupal approach) could provide great benefit to all other ICSs with similar needs, with costs shared by all. However, your budget on its own probably isn’t large enough for that to be feasible. Can you please clarify if any thought has been given to this approach? This is a reasonable suggestion but isn't something that's currently under consideration
