Summary of the work Discovery work around ‘as is’ and ‘to be’ producer and consumer reporting at HRA including the development of procurement preparatory material in terms of a detailed delivery plan and work packages, costings for licensing and estimates for implementation. Expected Contract Length 3-4 months period Latest start date Monday 7 February 2022 Budget Range £50k to £60k Why the Work is Being Done Research Systems Programme (RSP) The HRA is currently undertaking a major re-development of the Integrated Research Application System (IRAS) as part of RSP. [Current system online guide can be found at https://myresearchproject.org.uk/elearning/index.html) and a flow chart around the approvals process can be found at https://www.hra.nhs.uk/approvals-amendments/what-approvals-do-i-need/hra-approval/] IRAS is used to process approvals for all clinical and health in the UK and is developed and supported by the HRA on behalf of the DHSC. RSP includes funding for the development of reporting to support staff and researchers. The new digital strategy for the HRA has also been approved recently – the core value statement for HRA Digital is as follows: We work in an agile and flexible way to design, develop and support easy to use, intuitive and accessible systems that reduce complexity, provide valuable insights to support improved decision making and deliver a consistent, predictable, high-quality service that allows researchers to plan effectively. There is also growing demand from our partners including DHSC and other bodies involved in health research in the UK to improve data sharing and insight to help promote research in the UK. Further info can be found at: https://drive.google.com/drive/u/2/folders/1I93z_VMJykYuSvYf12uTyhFXbuAQf94U Problem to Be Solved A discovery and alpha phase to: • Support on other data related conversations around the Research Systems Programme (RSP) e.g. attending and contributing to the ‘Design Authority’ and ‘RSP Delivery Group’ in RSP governance structure. • Clarify whether we have appropriate reporting for the Clinical Trials of Investigational Medicinal Products (CTIMPS) transition from BGO IRAS to Pega IRAS in Jan 22. • Understand fully the current producer and consumer reporting landscape within HRA • Understand whether there is any reporting being shared with external research partner organisations, or any need for this in the future • Collate what the business questions are that can’t be answered at present, to help map out the future producer and consumer reporting landscape. • Having undertaken above, the development of procurement preparatory material in terms of a detailed delivery plan and work packages, costings for licensing and estimates for implementation. • Possible preparatory work towards data warehouse pilot depending on time remaining and progress on licensing. Who Are the Users HRA Approvals staff need to make sure that research is ethically reviewed and approved. They need to be able to track what status research study applications are in and to monitor the response time against statutory compliance. HRA staff are involved in setting up Research Ethics Committee (REC)’s which independently look at ethical opinion, and these are run by volunteers so understanding REC membership, volunteer specialisms, vacancies in REC membership etc. is important. HRA fulfil approval for all project based research involving the NHS and Health and Social Care (HSC) that is being led from England, but also others on behalf of the four nations, so providing appropriate reporting for the four nations component is important. There are also reporting requirements around The Confidentiality Advisory Group (CAG) - an independent body which provides expert advice on the use of confidential patient information – including providing advice to us, the Health Research Authority (HRA). The key purpose of CAG is to protect and promote the interests of patients and the public, while at the same time facilitating appropriate use of confidential patient information for purposes beyond direct patient care. Early Market Engagement None Work Already Done A review of circa ten roles across HRA involved in reporting / undetaking analysis manually in MS Excel. The very high level assessment of what is being produced is available in an MS Powerpoint file. This also describes the sorts of systems and spreadsheet data sources that have established thus far. Existing Team HRA are undertaking final recruitment checks for a ‘Head of Data Engineering’,and will have a permanent person in post imminently. There are also ~7 individuals who seem to deliver manual reporting at present to a greater or less extent. They are scattered across the organisation; Information is not a centralised team within HRA at present. Current Phase Not started Skills & Experience • Experience of building large enterprise-wide data warehouse(s) on greenfield sites from scratch, multiple times for large complex NHS organisations to industry standard design methodology & describe some technical complexities involved • In-depth knowledge and experience of privacy by design, and controlling user access to reporting through security design from both an internal and external organisation perspective, GDPR and data protection. • Have experience of developing the technical architecture for secure, scalable data platforms. • Have experience of working up cloud based licensing and sizing implications for the solution. • Have experience of teasing out reporting expectations, the data to support those expectations and onward transformation of data to deliver reporting needs. • Be able to work in an agile development environment, working up reporting requirements, developing reports and iterating those report designs with end users to deliver expectations. • Sensitivity around existing report producers until such time as the fuller direction of travel and how their existing work fits into the new data warehouse/reporting becomes clearer. • Have demonstrable experience of supporting knowledge transfer to the incoming ‘Head of Data Engineering’ role Nice to Haves • Have experience of developing a service to meet the government digital service standard (GDS) • Have experience of Pega technology platform/Pega Business Intelligence Exchange (BIX). Integrated Research Application System (IRAS) is being built on this platform Work Location HRA has offices in Manchester, Bristol, Nottingham, Newcastle and London however most of the digital team are home working and HRA expect the supplier to be home working. Working Arrangments The supplier will liaise with stakeholders via MS Teams in the main, with possible occasional need to attend one of HRA offices. Currently the digital directorate meet once a month face to face for 2 days to work through RSP risks, but suppliers to date have not been involved in those meetings. HRA currently need interim data expertise support on RSP, some of which overlaps with the ‘Reporting’ workstream that this service would help support. This may involve working with user stories in Jira and will involve attending the ‘Design Authority’ and ‘RSP Delivery Group’ RSP governance meetings.
