Summary of the work Team to deliver Alpha, Beta and Live for a customer account and digital smart card project. Solution developed in REACT and require integration into MS-Dynamics 365 CRM environment. Integrate to libraries system, leisure system and city save system and customer validation system e.g electoral register or Council Tax systems. Expected Contract Length 5 months Latest start date Saturday 12 June 2021 Budget Range £250,000 - £480,000 Why the Work is Being Done During the Covid pandemic, Westminster City Council (WCC) is committed to protecting vulnerable residents and supporting local businesses. As part of that commitment WCC will provide a “Residents’ Digital card” through the MyWestminster customer My Account portal. The aim of the digital card is to: Protect vulnerable users by facilitating access to local services, benefits and discounts Protect local businesses through increasing resident’s purchasing power (e.g. Westminster City Save scheme) Increase social inclusivity by allowing vulnerable groups, to be able to gain non-stigmatised access to services they might not otherwise use, such as discounted leisure activities or peer-to-peer connection with local volunteers Minimise face-to-face and call centre administration by allowing users to register once to use multiple services (e.g., register at a library and then be able to use leisure services) Act as a vehicle for promotion and public health messages Increase the use digital services across services and with our customers, by providing digital solutions (digital card). Problem to Be Solved As a resident, you should be able to access council services without the need to enrol in specific services or provide proof of ID, address etc, much of which we already hold in different systems, multiple times. This project will provide a digital card to users that allows them to access leisure services, library services and City Save Discount card without needing to complete different application processes. The system will allow future services to also be added in the future. Early Market Engagement None Work Already Done The council, in conjunction with partners NetCompany have completed a Discovery phase: Architectural design and documentation Logical data model documentation Security documentation Azure function documentation Software documentation Design templates and documentation Design: Profile page Dashboard Login Digital card Eligibility Technical decisions and overviews Discovery A discovery pack will be provided to shortlisted tenderers. The council is also procuring a long-term Strategic IT Partner to help support programmes over the longer term. This current piece of work is expected to be stand alone and will continue until complete. Any work after this tender will be subject to the longer-term strategic arrangements. Working Arrangments The customer team and other internal key stakeholders will be working with supplier’s team remotely in an agile mindset, particularly using SCRUM methodology. This would include daily stand-ups, sprint planning and retro events. There will be no provision for travel expenses within London or outer London areas whatsoever. Demonstrate an understanding of Westminster City Councils approach to technology and data? If an organisation has not worked with Westminster before, should we not respond, as this question appears that you are seeking existing suppliers? We are seeking suppliers who have an understanding of UK Government Landscape, Local Authority techology landscape and we recognise there will be onboarding benefits of working with a supplier who knows and understands our local technology landscape. This is however, not an essential criteria. 2. Is there a current incumbent, will they be bidding for this opportunity? There is an incumbent supplier. We can never be certain if a supplier will submit a bid until we see the supplier responses. 3. Demonstrate an understanding of Westminster City Councils approach to technology and data” – Is there somewhere in the public domain that outlines WCC’s approach to tech and data so that we can verify we do? We are seeking suppliers who have an understanding and have worked within the UK Government technology landscape / Local Authority technology landscape and thus understand the principles, codes etc. We further recognise there will be onboarding benefits of working with a supplier who knows and understands our local technology landscape. This is however, a nice to have criteria and not essential. Additional detail will be provided to shortlisted suppliers in relation to specific policies that have already been identified. 4. Please can a copy of the technical documentation completed as part of the discovery phase prior to the closing date of 1st April? Further relevant details will be supplied to shortlisted suppliers. 5. Are you looking for a physical card or a digital one in a digital wallet that can be expanded to include more services. The Beta go-live will be for a digital card with wallet functionality and the ability to supply a physical card in the future. The council has identified further services that may benefit from this functionality, however, this will be considered after the beta phase. 6. Please share detailed scope of work for better understanding. This will be provided to shortlisted suppliers 7. Will this opportunity be subject to GDS assessment? This is not currently intended 8. What are the integration points for the Dynamics integration? This will be provided in more details to the shortlisted suppliers, however, the key integrations will be to the Libraries system, the Leisure system, and either Council Tax or Electoral Register for customer validation. 9. What number of journeys do you want to implement? How many services should the card interact with and what are the touchpoints? Initially there are three services, however, the intention is to build a scalable solution that will build on the integrations and designs to include any transactional council services. The initial services are leisure services, library services and the City Save card. 10. What has been identified in terms of the User needs? Are we only able to see the user needs information through the Discovery document mentioned? User needs have been documented and will be provided to shortlisted suppliers 11. You refer to a solution being developed in React. We assume React JS in this case, could you please confirm? This is correct 12. What is the total user base that will require smart card authentication? We are currently rolling this out in a private BETA to 100 residents, with scope to extend to the full public in the next release. Somewhere in the thousands over a long period of time is expected. 13. Whilst we wholly buy into the key principles of the Government Standard we have not had our projects externally validated against it – would we still be considered? Yes, it could be 14. We have used REACT extensively since its introduction in 2016, but not specifically within Public sector – could you please give some insight as to why you believe specific Public sector experience with REACT is relevant? It is important we deliver in conjuction with our IT partners who will be supporting the solution once the project rolls off. Collaborative working within public sector is the key focus as well as technology skill set. 15. 1. Is this for a physical or virtual smart card?2. How is the smart card read?3.
