Summary of the work Provide the necessary skills to support the Institute team to develop an Alpha prototype, and supporting plans, that will enable the delivery of a viable beta solution. Expected Contract Length Oct 21 to Mar 22, potential to extend into Beta, subject to additional internal approval Latest start date Friday 29 October 2021 Budget Range The total budget excluding VAT is approximately £240,000. Why the Work is Being Done The Skills for Jobs White Paper (published Jan 2021) outlined the intention, that the future of the technical education system will be based on employer needs with the substantial majority of post-16 technical and higher technical education, and training aligned to occupational standards, will be set by the Institute and developed and approved by employers. The Occupational Maps will be the cornerstone for these reforms. Currently the Maps represent apprenticeships. To deliver on the ambition of the white paper and the current skills and post-16 education bill, the Institute has committed to extend the scope of the maps to all ‘occupations’ that can be accessed through the high quality technical education options that enable access into these occupations. The intention is that the occupational maps and associated data will become the basis for the planning, development, and communication of technical education in England. The project to redevelop the maps has completed a discovery phase, the output was a prototype which has been used to support further user research to gather and refine further requirements. Problem to Be Solved The current maps only contain the apprenticeship standards. We need to move to occupation centric maps and increase the number of technical education products displayed on the maps from 1 to 4. As well as illustrating progression from one occupation, or product, to another. The Institute require the design of a technical solution that will enable fast and accurate updates to the maps, as our products are developed, as well as a data structure that can be exported for consumers of the content. It also needs to consider the possible introduction of further technical education products in the future. Who Are the Users As a business we need to design a technical solution so that we can feed into a beta phase plan for approval by the Institute executive leadership team. Primary Users – Employers, Higher Education Institution, Local Enterprise Partnerships, Training Provider’s, College’s, Professional Bodies, Awarding Organisation’s, and other stakeholders with a vested interest in Technical Education. Secondary Users – Learners Work Already Done Within a discovery phase the Institute have produced a clickable design that responds to the first round of user research and the business case requirements. These teams are involved in service development for providing brand new digital services, going through the standard GDS phases. The in-house project team consists of Product Owner, Project Manager, Business Analysts, User Researchers, SME’s, Service Designer (UI/UX), Data Analysts and Technical Lead. The team is located nationally and are permanent staff members. Current Phase Alpha Skills & Experience • have experience of identifying specialist skills needed by an in house team to achieve a successful alpha phase • have experience of developing technical plans for solutions that will achieve business and user needs • have experience of developing and managing a robust prototyping environment that is responsive • have experience of developing user centred services that are accessible Work Location There are no location requirements for this phase. Working Arrangments The successful bidder must have a ‘blended team’ approach with the internal project team. The supplier will be responsible for managing their resource throughout the contract. Currently, the day-to-day delivery will be governed by standard agile delivery techniques. These will be monitored by the Product Owner who will be responsible for prioritising backlogs in refinement sessions. The successful supplier will be required to work flexibly and provide specialists skills when needed within the agile sprint planning and to agree and deliver the sprint goals. Security Clearance The level of clearance for this requirement is an enhanced Disclosure and Barring Service and Baseline Personal Security Standard, suppliers who do not currently hold this clearance will not be excluded from the process however they will be expected to have clearance upon contract start. Additional T&Cs The successful bidder will be required to: complete a report on work achieved within a specific sprint/month. complete an overall report on work undertaken in Alpha and provide recommendations for Beta including technical solution, costings, and estimated timescales. provide a team of Digital Specialists with the following team roles; Software Developers, UX/UI Designer, Systems Architect/DevOps, Tester/Quality Assurance and online Content Writer as the Alpha phase requires operate within an ISO9001 accredited Quality Management System. ensure resilience from their side to avoid a single point of failure. host Alpha prototype. No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate skills of the proposed team who could be working on this contract (please list these skills with reference to the additional terms and conditions). • Defined approach to assessing skills gaps within the project team and providing solution to ensure appropriate resource to fulfil project objectives • Proposed approach to providing additional resource for delivering development projects (please provide rate card). • Proposed approach to working as a ‘blended team’, stating how resource will be onboarded to the project • Proposed approach to setting up the prototype to allow us to test and refine the functionality as well as the UX/UI design of the service • Proposed approach to identifying the right technology stack to enable the Alpha prototype to progress to the Beta phase. • Proposed approach for UX/UI design that is perceivable, operable, understandable and robust. • Proposed approach to building, developing, and maintaining secure APIs – leading on API documentation and adhering to a change control process. • Proposed approach to determining a database structure and codebase repository. • Proposed approach to providing a report for Beta phase including maintenance, support, and continuous improvement resource for the Alpha product. • Proposed approach to identifying risks related to managing and developing the service and how you would mitigate them. We are looking to understand how an external team will determine and recommend the specialist skills that are not in the in house team. 2. Can you confirm who completed the Discovery phase? The in house team carried out the discovery phase 3. Can you please advice who the incumbent supplier is? There is no incumbent supplier 4. Please can the organisation develop upon what will be required of the ‘content writer’? They will be responsible for developing appropriate content for the different users of the occupational maps including Search Engines.
