The Domestic Abuse Commissioner's Office is seeking to award grant funding to an independent research organisation in the UK to conduct one-time research on victims and survivors of domestic abuse with No Recourse to Public Funds (NRPF). The purpose of this work is to support the Domestic Abuse Commissioner's priority to improve the provision of support for non-British national victims and survivors of domestic abuse. The research will be presented in a policy report containing key recommendations for government to deliver the support needed for victims and survivors with NRPF. The outcome of this research must be the provision of an accurate estimate of the number of victims and survivors of domestic abuse with NRPF in the UK, broken down by four nation areas. This research will also need to give an estimation of the cost of providing adequate support, advice and accommodation for this group as well as providing an analysis of the cost benefit and social value of improving support for migrant victims. It will also provide key recommendations to Government to influence policy and decision making regarding support for migrant victims. Bids are permitted from Not for Profit organisations, academic researchers, and social research organisations. The total grant funding will be up to £50,000 delivered over 6 months from January to June 2022. This will be allocated with no less than £15k and a maximum of £40k for the period January 2022 to March 2022. With the remaining amount allocated for the period April 2022 to June 2022 (subject to budget confirmation). Bidders should specify how they would complete this work by the completion date, 1st July 2022, including how the anticipated costs will fall over the two financial years. The successful bidder will be asked to join a start up meeting with the Domestic Abuse Commissioner's Office on 17th December 2021 or week commencing 20th December 2021. The process leading to the award of the grant will be administered using the Home Office eSourcing portal. To comply, the Home Office will manage its competitions using their Jaggaer eSourcing portal. • How to register? The event will be run on the Home Office (HO) Jaggaer eSourcing portal. In order to bid for funding, bidders will first need to register on the portal via the following link: https://homeoffice.app.jaggaer.com/web/login.html Bidders should be approved for usage within 24 hours of registering on the system. After clicking on the eSourcing portal link, it should take you to the home page. On the left-hand side of this page, just below the login boxes, there is an option to register. To register as a supplier, you will need to provide information which will include: • the full legal name of your organisation • your DUNS number - a unique nine-digit number provided to organisations free of charge by Dun & Bradstreet • profile information describing your organisation and the size of your business Once registered as a supplier on the portal please send a notification email to DACGrants@domesticabusecommissioner.independent.gov.uk to request access to the associated documents for the Domestic Abuse Commissioner's Office - NRPF Research fund. If you have any difficulties registering on the system, then you should contact the Supplier eSourcing Helpdesk: customersupport@jaggaer.com The HO Jaggaer eSourcing portal is independent of other eSourcing portals. Therefore, if you have registered on the Crown Commercial Service Jaggaer eSourcing portal, you will also need to register on the HO Jaggaer eSourcing portal. Please note that bids will only be accepted via the HO eSourcing portal. Any bids received outside of this system will not be considered by the Authority. Please note that registering for access to the eSourcing tool will not make you a Home Office supplier. To be considered for award of funding you must first respond to an opportunity. Further information about procurement at the Home Office can be found on the gov.uk website. Once successfully registered on the system you should request documents for the fund, which will include application guidance, by emailing DACGrants@domesticabusecommissioner.independent.gov.uk. Applications for the fund will be submitted via the eSourcing portal.
