Summary of the work User-focused research is required for the as-is and painpoints for improving management of the highway kerbside. The discovery will define user research that represents the various demands for kerbspace now and in the future, build on DfT domain knowledge, and provide expert recommendations to improve management and digitisation/data integration. Expected Contract Length 8 weeks Latest start date Monday 24 January 2022 Budget Range £120,000 Why the Work is Being Done A Discovery phase, as defined by GDS, is required to determine the user need and barriers for improving kerbside management. The ‘kerbside’ refers to the area of the highway immediately adjacent to the kerb - which is currently is used for multiple purposes, including waiting/loading, bus stops etc. Research is required to reflect market innovation, new data models (eg, the Alliance for Parking Data Standards) and current DfT research (National Parking Platform, EV Chargepoint data, digital Traffic Regulation Orders (TROs), last-mile freight access) which are providing new tools towards a digitised kerbside capable of responding dynamically to changing demands. Problem to Be Solved The kerbside is a scarce resource dominated by private vehicle parking but facing new demands for access from active forms of travel and new disruptive services, including e-cycles/e-scooters, whilst maintaining essential freight deliveries and servicing. User-focused research is required into the as-is, painpoints, and opportunities for the digitisation and re-purposing of the kerbside to support active travel/new forms of mobility and freight distribution/EVs/CAVs, and to consider the constraints of the current regulatory framework (TROs, traffic signing etc). Expert recommendations for improved management are required reflecting both current and future kerbside needs, clearly identifying the role for local and central government Who Are the Users Various DfT policy teams have appropriate policy and research responsibility including: Traffic&Technology Division - parking policy; APDS parking standard/the national parking platform/digital TROs; micro-mobility and Future Transport Zones; traffic signing and street design Decarbonisation Strategy – last-mile policy Office for Zero Emissions - EV charge points and data Centre for Connected and Automated Vehicles – Future of Transport agenda/CAV requirements. Various users and operators Local traffic and highway authorities and parking managers – responsibility for most on-street kerbside asset. Dynamic kerbside innovators and SMEs Data providers / aggregators Digital map providers – digital twinning. Work Already Done The DfT is currently undertaking significant user research, including the National Parking Platform, EV Chargepoint Data and Digital Traffic Regulation Orders Alpha which are not currently published but which will be made available to the successful consultant. Current Phase Discovery Skills & Experience • Provide demonstrable evidence of recent (within 3 years) and relevant discovery project(s) that you have undertaken according to GDS guidelines • Provide demonstrable evidence of delivering discovery projects that apply and evaluate transport data standards to ensure interoperability across service • Provide demonstrable evidence of delivering discovery project(s) and their outcomes that formulate actionable recommendations and plans to improve the service for both present and short/medium term delivery. • Provide demonstrable evidence of in-depth working knowledge of parking policy and transport data skills within the team you define for this proposal. Nice to Haves Demonstrate experience of working across policy teams within a Government department Work Location We expect this work will be done remotely. Working Arrangments We expect full-time engagement from delivery teams to deliver the required outcomes. We would expect the Discovery to be completed within 8 weeks which should comprise several sprints, in accordance with Agile programme management, to determine user need. Exact milestones will be determined with the supplier, post appointment. Security Clearance All contractors’ personnel must be working toward security clearance level BPSS at minimum and be cleared to begin immediately following award. Evidence of this will be requested at written proposal stage. Can a small business with prior private sector (and no GDS exposure) experience bid for the project?If no then please elaborate. Yes, a small business can apply for the project. As for any potential supplier, the bid submitted will be evaluated against the set criteria. 2. Regarding Nice-to-Have skills, can you please clarify on the DOS 5 guidelines on discriminatory clause:https://assets.crowncommercial.gov.uk/wp-content/uploads/RM1043.7-DOS-5-Buyer-webinar-how-to-create-an-opportunity-with-notes.docxExtracts (page -8)“It is discriminatory to suppliers to state that they must have previous experience working in the public sector or within your specific industry.What is it about the public sector that requires specific skills or experience? Suppliers may have worked for complex commercial organisations which are highly regulated (eg financial or pharmaceutical) and could therefore demonstrate the required skills and experience within a different environment.” The essential skills and experience should be set so that it ensures the right suppliers apply for the opportunity. Potentially multiple suppliers could meet these requirements. Therefore, it is important, as per the guidance you have referenced, where it states that the nice-to-have skills and experience can be used to differentiate between potential suppliers and help the buyer in the shortlisting stage. If a supplier partially/or doesn’t meet a nice to have skill, it does not rule them out from winning the bid. 3. Will there be a requirement for shortlisted suppliers to write a proposal between the 19th Jan (Digital Market Place submission date) and start date of 24th January? The start date will have moved on due to the delay in getting the tender to market due to Christmas period. As it stands, stage one evaluations will take place on 26 January (subject to change) and those suppliers who are short listed to stage 2, will be given the timeline for the written proposal at that point. 4. Can you tell us the names of the organisations who will be able to demonstrate working with your organisation and other suppliers as per the cultural fit criteria? The bid is open to any supplier who can meet the evaluation criteria. Cultural fit is for shortlisted suppliers and will not feature at stage 1. Suppliers can clarify the cultural fit at stage 2 if taken forward 5. With regards to the following question ‘What provisions are undertaken to support and encourage in work progression/ development to acquire new skills relevant to the contract?’, please clarify exactly what is meant. This is around social value. How do you as an organisation help support development of your staff to increase their skill set which in turn will add value to DfT. 6. Has any external supplier been involved in the initial scoping work? If so, who? There has been no specific scoping work commissioned for a kerbside management discovery. 7. Can you please provide an anticipated timeline for this procurement that includes dates for: 1) Shortlisting Notification for Stage 2 2) Submission Deadline for Stage 2 3) Presentation 4) Evaluation period 5) Award Notification Stage 1 to be completed by 27 JanuaryStage 2 submission would be by 4 February at latest.Presentation is optional and no decision has been taken on this at this point but would be week beginning 7 Feb. Final evaluation to be completed by 11 Feb and notification to be sentThis is an indicative timeline and is subject to change. 9. Can you please advise the preferred tech stack for this opportunity? There is no preferred tech stack – this is a policy discovery only. 10. Is there a preferred or required basemap that the DfT expects kerbside management to be associated with? No 11. Does the DfT have an estimated number of stakeholder and users they expect to engage for this project. If so, given the 8 week delivery timeline, has the DfT already identified a priority list of users to engage with? Has any preliminary work been done to warm up these organisations to this discovery project? The specification requires the design of a discovery; the number of stakeholders engaged will be dependent on this design. The Department for Transport will provide a preliminary list of stakeholders, to be shared at inception, and will work with the supplier to provide a final list. 12. What is the intention beyond the discovery phase? Will there be subsequent phases? If so over what timescale?Would you encourage suppliers of digital kerbside solutions to be involved in the delivery team?Is this phase expected to be completed in this financial year?Can you confirm start date? This phase is purely for a discovery. The specification requires the assessment of current painpoints and recommendations to address them. Without prejudging the outcome, it is possible that the recommendations consider the need for subsequent phase(s).There is a requirement to provide expertise within the delivery team – it is for the contractor to determine whether this can be best achieved by including “suppliers of digital solutions in the delivery team”.The intention is that this phase be completed mostly within this financial year. 13. My query is in regards to question “Provide demonstrable evidence of recent (within 3 years) and relevant discovery project(s) that you have undertaken according to GDS guidelines”.If a bidder has experience in using design thinking / discovery to deliver similar projects in a way that is aligned to GDS guidelines, but not as part of a GDS/Digital Outcomes project, is that acceptable experience? It is for the supplier to define how their experience meets the published requirement. 14. Is there a target end date for the project? In particular, is there a need to complete before 31st March for budget/financial purposes? The programme should enable the significant majority of the discovery to be undertaken within this financial year. 15. Further to question 3 on the start date, please could you let us know when you’d expect the revised start date to be based on roughly how long you think stage 2 of the procurement and contract award process might take? Depending on how the process progresses, week commencing 14 February or 21 February. Subject to change 16. Considering the output of “Expert recommendations for improved management are required reflecting both current and future kerbside needs, clearly identifying the role for local and central government”, are you able to share an indication of any particular focus area(s)? For example, policy, data models, digital services, industry enablement etc... The discovery will consider the main barriers to kerbside management. Some of the criteria are clearly defined in the specification and the “summary of work”. 17. How will the Discovery outputs be used? For example, will they input into an Alpha (or a series of Alphas) thus aligned with the GDS phases and methodology? Or might alternative routes be taken for next steps? This phase is purely for a discovery. The specification requires the assessment of current painpoints and recommendations to address them. Without prejudging the outcome, it is possible that the recommendations consider the need for subsequent phase(s). 18. Are you able to provide access to user research participants and stakeholders throughout the project? Yes – where it is possible, the Department will support access to user research participants and stakeholders throughout the project. 19. The essential skill for “working knowledge of parking policy and transport data skills” is quite a specific requirement for a Discovery exercise and would exclude multiple bidders. What level of knowledge are suppliers expected to evidence? Due to the nature of the discovery, there is some specific requirements to ensure expertise in team. Suppliers can potentially bring in subject matter expertise to address this.
