Description

The purpose of the Pre-Qualification Questionnaire (PQQ) was to invite qualification applications from interested parties for the provision of consultancy advisory services, technical and economic studies, technical consulting and managed services under a multi-party supplier framework agreement. Candidates were invited to submit a qualification application for inclusion on the tender list for one or more or all of the applicable Lots in accordance with the PQQ. Lot 1: Network Advisors Lot 2: Future Operations Advisors Lot 3: Future Markets Advisors Lot 4: Technical Studies Lot 5: Economic Studies/Analysis Lot 6: Technical Consulting Lot 7: Information Technology and Programme Management Managed Service Lot 8: Engineering Managed Service Up to Three companies were appointed to Lots 1, 2 and 3 and up to four companies were appointed to Lots 4, 5, 6, 7 and 8, subject to the quality of responses received. Lot 1: Lot 1 - Network Advisors In order to meet the electricity, decarbonisation and renewable policy objectives of the Ireland and Northern Ireland governments, significant grid development in both Ireland and Northern Ireland will be required. There are different approaches that could be adapted to reach these policy objectives. EirGrid requires the successful Tenderers to have Transmission Network planning and development experience to assist with the network aspects of reaching the 2030 targets and 2050 targets in the following areas: • Network Vision 2030 Strategy Formulation/Validation o Conduct Key topics research e.g. new technology o Peer review EirGrid Papers • Network Vision 2030 Strategy Review o Conduct Periodic reviews of network strategy over the life of the programme • Network Horizon Scan o Conduct Periodic horizon scan on grid development topics during the life of the programme • Periodic Programme Review o Conduct periodic review of programme progress and propose improvements where necessary The estimated spend of EUR 2,500,000 is taking into account the full duration of the contract including the possible extensions. Lot 2: Lot 2 - Future Operations Advisors In order to achieve the 2030 renewable generation policy ambitions, EirGrid is developing a programme of work which will enable us to enhance our system operations capability out to 2030. This all-island programme of work is currently called Operational Pathways to 2030 and it will build upon the pioneering programme of activity that was carried out as part of EirGrid and SONI’s “Delivering a Secure Sustainable Electricity System (DS3)” Programme previously established in 2011. In that context, the key objectives of the all island Operational Pathways to 2030 Programme are as follows: • Increase the amount of non-synchronous renewable generation on the Irish and Northern Irish power system in a safe and secure manner; • Identify the technical scarcities that make the 95%+ SNSP target challenging to achieve, and provide incentives for the industry to invest in developing new technologies to address these; • Increase the instantaneous amount of non-synchronous renewable generation that can be accommodated on the power system to 95%+ SNSP on an enduring basis; • Remove barriers to entry and enable the integration of new technologies at scale; and • Develop and implement operational policies and tools in the control centres to ensure the new technologies are utilised effectively The ultimate measure of achievement for the programme will be the ability of EirGrid and SONI to operate the power system of Ireland and Northern Ireland in a way that enables the government ambitions and targets of 70%+ of electricity being met by renewable energy sources by 2030. It is envisaged that successful Tenderers will be required to complete some or all of the following over the course of the framework: • Future Operations Strategy Formulation/Validation o Conduct research on key topics e.g. grid integration of new technology o Peer review EirGrid papers and approaches/methodologies o Develop or assist with development of future operational strategies and approaches for a power system with high levels of variable non-synchronous renewables • Future Operations Strategy Review o Conduct periodic reviews of our power system operation strategy over the life of the programme • Future Operations Horizon Scan o Conduct periodic horizon scan on power system operational topics during the life of the programme Future Operations Programme Periodic Review o Conduct periodic review of programme progress and propose improvements where necessary The estimated spend of EUR 2,500,000 is taking into account the full duration of the contract including the possible extensions Lot 3: Lot 3 - Future Markets Advisors The transition to 2030 and beyond to meet the electricity, decarbonisation and renewable policy objectives of the Ireland and Northern Ireland governments will require a transformation in terms of network infrastructure, network operations and generation and demand capabilities across the transmission and distribution power systems. Given the expected significant (billions of Euro) investment by several system stakeholders over the decade to make this transition, it is imperative that all the markets associated with this investment are aligned to meet the same overall objectives. Delivery of this will result in harmonious investment signals and both a timely and effective delivery of capability on the system to manage the many technical scarcities, all while ensuring the overall affordability of the transition. With this challenge in mind EirGrid requires the successful Tenderers to have Energy Market experience to assist with the Market development aspects of reaching the 2030 goals. It is envisaged that successful Tenderers will be required to complete the following over the course of the framework: • Future Markets Programme Strategy Formulation/Validation • Provide Advice on the development and review of new concepts including but not limited to : o Developing new and innovative concepts and philosophies pertaining to electricity markets (energy, capacity and system services) o Ideation techniques applied to electricity markets and economics o In-depth examination and critique of all new concepts with a 2030/2050 mind-set and with cognisance of European electricity regulations and other developing trends o Conduct Key topics research e.g. System services Markets o Peer review EirGrid Papers o Programme management advice with respect to seeking agreement with Industry and regulators • Future Markets Strategy Review o Conduct Periodic reviews of Future Markets strategy over the life of the programme • Future Markets Horizon Scan o Conduct Periodic horizon scan on Future Markets topics during the life of the programme • Future Markets Programme Periodic Review o Conduct periodic review of programme progress and propose improvements where necessary The estimated spend of EUR 2,500,000 is taking into account the full duration of the contract including the possible extensions. Lot 4: Lot 4 - Technical Studies The successful Tenderers will carry out analysis and studies in relation to all aspects of power system operations and transmission system development, including connection of generation and load. The nature of the analysis and studies could be part of any system development to ensure continued compliance with Planning and Operational standards or in relation to technological developments on the power system Studies may include, but are not limited to: • Interconnection and new connection assessments • Load-flow and contingency analysis • Voltage stability analysis • Reactive power planning and optimal placement/mix of the reactive power compensation • Short circuit calculation and circuit breaker duty assessment • Analysis of sub-synchronous phenomena • Small signal stability analysis • Frequency stability • Transient Stability • Dynamic modelling and simulation including model tuning and simulation • Power Quality analysis and harmonic filter design • Electromagnetic Transient analysis and modelling • Transient recovery voltage and switching studies • Technical issues associated with the integration of long High Voltage AC cables in the transmission system • Optimal power flow and security constrained optimal power flow • Control systems • Generation scheduling and production cost analysis of the generation system • Generation adequacy/security studies • Congestion analysis, Load shifting/flexibility studies and wind curtailment assessment studies • Cost-benefit analysis as per ENTSO-e methodology • Automation of the processes/specialised algorithms using various power system analysis tools API • Development/improvement/enhancement of software tools to aid the analyses • Data conversion through the use of UCTE and CIM XML converters • Protection studies • Network reliability studies • System restoration studies (e.g. examining from a grid forming aspect) • Assistance in determining the impact of the EU Network Codes and Clean Energy Package • Modelling of the emerging new technologies for the purposes of the steady-state, dynamic and EMT studies • Suitability for implementation assessments of new technologies • Incorporating new or improvements to proven Technologies relevant to system development and/or system operation The estimated spend of EUR 6,000,000 is taking into account the full duration of the contract including the possible extensions Lot 5: Lot 5 - Economic Studies/Analysis The successful Tenderers will support to run and develop models and methodologies and perform studies, including but not limited to: • Production cost dispatch modelling • Calibration of new (and existing) models with actual market outcomes • Estimation of market prices and costs (ex-ante, balancing, non-energy redispatch costs), current and into the future • Game-theoretic based analysis/ value-based bid analysis • System Services products modelling • Development of new methodologies, tools and models for the capacity market (with de-rating factors or similar and with regional/locational capacity requirements • Support for running future capacity and system services procurement • Support with scoping new systems/tools and increasing run-times/ease-of-use of existing models • Locational Marginal Pricing Analysis • Support for Bidding Zone Review • Scenario Development/Analysis of impact of scenarios • Policy option analysis • Interconnector flow modelling • Demand-side management representation • Market interactions (energy, capacity, system services) • Market interactions/system services interactions for DSO congestion • DER representation • Modelling of the network/locational constraints in market models • Modelling of Network Tariffs in respect of changes to markets (energy, capacity, system services) • Alignment of models with contractual obligations/ updating of existing models based on updated obligations/CEP/ERAA • Stochastic modelling/probabilistic modelling for energy market models • Probabilistic modelling for adequacy (ERAA) and possibly also for dimensioning of reserves • Support for market design for, including but not limited to: • System services auction/procurement design • System services product design • Capacity market design • Integration of DER and other new resources in capacity, system services and energy markets • Increased volume of participation and new participant categories • Increased data flows and data holders (DSOs, Aggregators etc.) • All aspects relating to the CEP/ERAA The estimated spend of EUR 6,000,000 is taking into account the full duration of the contract including the possible extensions Lot 6: Lot 6 - Technical Consulting As part of the Vision 2030 programme we have identified the need for a broad range of technical consulting to support the development and implementation of the programme. Below is a provisional list of the kind of consulting that may be needed to manage and coordinate activities associated with key technical/research/innovation, data and commercial projects and initiatives related to programmes such as Vision 2030, including for example: • Flextech/DS3– e.g. strategy/position/white/policy papers, process reviews etc. • Design/review of new system services products and related activities such as performance monitoring • Assistance with specification of control centre-related systems and tools, and other new internal tools • Development of Technology Tool Box The estimated spend of EUR 6,000,000 is taking into account the full duration of the contract including the possible extensions Lot 7: Lot 7 - Information Technology and Programme Management Managed Service EirGrid as part of Lot 7 has a requirement for the provision of information technology and programme management managed services. Provision of resources are required to augment existing teams to support the delivery of our Vision 2030 programme of work. The successful Tenderers over the course of the framework will: • Provide EirGrid Group with skilled and experienced resources as a managed service with an account manager in the disciplines outlined in Lot 7; • Provide appropriate management and service structures to ensure that the resources will be supported and developed in their role; • Put governance structures in place which will allow seamless operation of the contract. This will include timely replacement of resources who leave and provision of adequate training to all new resources in advance of coming on site or working remotely; • Collaborate with EirGrid to ensure the effective transfer of skills and knowledge to internal resources throughout the duration of the contract; • Have an adequate pool of resources to allow this contract to flex up or down as required; • Provide resources with the industry knowledge and relevant experience to EirGrid; • Resources will be expected to take responsibility for specific areas of work over time; • Work collaboratively with other 3rd parties to achieve EirGrid Group business objectives; and • Have experience of transitioning knowledge to other 3rd parties on completion of a contract. The list above is not exhaustive. The provisional list of roles for managed services provided was included in the PQQ. It should be noted that this list will vary over the life of the framework as the Vision 2030 programme moves into different stages. The estimated spend of EUR 10,000,000 is taking into account the full duration of the contract including the possible extensions Lot 8: Lot 8 - Engineering Managed Service EirGrid as part of Lot 8 has a requirement for the provision of engineering managed services. Provision of resources are required to augment existing teams to support the delivery of our Vision 2030 programme of work. The successful Tenderers over the course of the framework will: • Provide EirGrid Group with skilled and experienced resources as a managed service with an account manager in the disciplines outlined in Lot 8; • Provide appropriate management and service structures to ensure that the resources will be supported and developed in their role; • Put governance structures in place which will allow seamless operation of the contract.
