Summary of the work The Alpha and Beta development of a cross-government Property Profession Community & Skills Portal that provides: Users with the ability to assess their skills against the cross-government professional framework and managers with the ability to support staff development. A community portal for property professionals to exchange news and ideas. Expected Contract Length 3 months with a 3 week extension. Latest start date Monday 11 January 2021 Budget Range Budget capped at £250,000. Delivery team: project management, scrum lead, solution architect, data architect and developer (portal, skills assessment, reporting) Solution architectural and data design Solution build (cloud-based) Database development and data migration & tech validation Comprehensive handover, material and aftercare e.g. user guides, video tutorials Onboarding support for post go-live system management and maintenance API development (to the d-NAR platform) All necessary software Why the Work is Being Done The Office of Government Property (OGP) provides cross-government functional and professional leadership for the whole of the government estate. This includes a direct relationship with central government departments covering a diverse range of different asset portfolios. The property function is a network of >5,000 people (including >4,000 property professionals). OGP also has relationships with the wider public sector including NHS bodies and local authorities. In 2018 the Government Estate Strategy (GES) set out a vision of “a public estate for public benefit.” One of the strategic objectives in the strategy is to “strengthen Expertise - we will build our capability with market leading skills experience, and strengthen links between property specialists and other professions.” The strategy makes specific mention to providing an online portal that will provide members with access to job training, networking, mentoring and development objectives. Building capability is a key element of OGP’s 20/21 Functional Plan that refers to both the upgrade of our existing communications portal and the development of a skills tool. This will support further embedding of the Government Property Career Framework, launched in Feb 2020 to support the development of property professionals across government. Problem to Be Solved The Property Profession covers multiple skills and career paths. In 2020 the profession launched a career framework to bring consistency to this which sets out the standards for 22 roles at 4 levels. There is currently no digital way for members to assess their level of skill against this new framework, or for the profession to understand the skills mix across c.4000 colleagues. This skills data is essential to supporting effective workforce and capability decisions about where to invest certain initiatives and in the longer term effectively deploy resources to critical priorities. A skills assessment tool will also provide a mechanism to drive a culture of learning for line managers and their staff as part of career discussions. A communications portal exists on a legacy platform, functionality is poor and content out of date. As such, usage is limited and feedback is poor. The membership registration process is also linked to a previous version of job roles, so out of date according to current role classification. The legacy system will be retired and the new Profession system must be available for use by the 31st March 2021. Who Are the Users As a ...Public Sector Property Professional. So that…I can gain a wider perspective of Government estate. As a…OGP Property Profession team member I need to…access the skills tool to enable me to identify property skills gaps So that…I can target training opportunities across the community Early Market Engagement To support the development of Alpha, Salesforce, a CRM solution and service provider, was requested to create a demonstrator of a potential solution. This demonstrator covered both the skills assessment and the community portal using standard functionality. Work Already Done A Discovery phase identified a user need for a more intuitive and interactive website with access to career development and opportunities. Functional areas for the portal were developed, including Community of Practice (e.g. Community Forum, Case Studies & Success Stories), Professional Guidance (e.g. Property Standards, Self-Development, Management Framework), News & Blogs, Skills (e.g. Skills Assessment, GPP Curriculum, Internal Courses, Skills Analytics), Governance (e.g. Board Facilitation, Annual Functional Plan), Site Linkages, General (Single Sign-On (DNAR & GPF), User Profiles, Events Management, People Finder). These areas have a priority for development, based on impact on GPP members, and functional requirements are defined. Existing Team A dedicated project team has been established within OGP’s Property Profession team. This team will provide business knowledge to support detailed requirements definition, interfaces with non-OGP parties, application testing and go-live preparation. 3rd party consultants, mainly providing project management or specialist technology advice, may also be part of the team. It is anticipated that Supplier will work with internal team which comprises of; Service Owner (OGP) up to 3 days/eek Business Analyst (OGP) up to 4 days/week Delivery Manager (3rd party) up to 1 days/week Current Phase Alpha Skills & Experience • confirm they are already or will sign up to the CCS e-Sourcing Suite for the Evaluation Stage before the Shortlisting Stage submission deadline (Yes/No) • agree to abide by Crown Commercial Service’s Process for the Evaluation Stage (Yes/No) • have successfully implemented production-level L&D portal and skills assessment systems at central government department or corporate international level. (Minimum_2_named_projects within last 3 years) (20%) • have successfully delivered GDS Service Standard or equivalent for Alpha & Beta Phase (Minimum of 2 named projects within last 3 years) (20%) • provide evidence of current core delivery team with relevant experience of delivering work of the type listed in 3-5 above. (20%) Nice to Haves evidence experienc of delivering projects using an agile methodology from requirements to operation in a remote manner. (20%) Work Location This is subject to the latest Government COVID guidance on travelling and social distancing measures. If remote working is not mandated by this, the location will be the Cabinet Office location at 10 South Colonnade, Canary Wharf, London, E14 4PU. Working Arrangments OGP promotes smarter working practices and green travel plans. Therefore, activities requiring location based meetings and workshops should be planned and minimised. OGP uses Google Hangouts for collaboration but Suppliers may propose tools e.g. Microsoft Teams, subject to licensing. System design, configuration and testing should be carried out virtually or at the Supplier’s own premises unless a specific operational advantage in co-location. Any travel and living expenses to London should form part of the supplier’s price. Critical review sessions should be scheduled in advance to ensure attendance can be secured. All arrangements are subject to latest Government COVID guidance. Security Clearance All supplier staff should be Baseline Personnel Security Standard cleared. CTC cleared is desirable. Please advise on the Salesforce services used and who the service provider was for the Alpha The proof of concept was undertaken through Salesforce using the following services: Customer Community Plus,lightning platform starter, Einstein analytics plus and lightning platform Plus.No Alpha stage has yet been undertaken and therefore no service provider procured. 2. Does the solution have to be based on Salesforce? Who wrote the Salesforce Alpha? The solution does not have to be based on Salesforce. As long as the criteria are met in providing both a community engagement tool and a skills assessment tool solutions from a range of providers is encouraged, which could also include a combination of two solutions. 3. Was the Discovery phase conducted internally or with support from an external organisation? If the latter, please name the external organisation. The discovery was completed internally. 4. Can you please provide details and or a spec for the d-NAR API set up please The API will be developed in line with GDS standards for service development and further details and specifications will be made available to shortlisted candidates. 5. Would you accept other Government customers as a use case if you do not have a Central Government use case around the L&D portal delivery capability? Yes. The use case or wider bid would need to demonstrate an ability to meet the sufficient scale demands of the Government Property Profession (c.5000) and complexity of operating across more than one department/organisation. 6. Whether Salesforce or not, do you envisage the portal to be based on a cloud solution such as salesforce? Yes, we would expect a cloud based solution. 7. the budget mentions "All necessary software". If the solutions proposed uses a cloud-based account such as Salesforce, will licensing of such software need to be included in the budget? Yes, licensing costs for software up until 31t of March should be included. 8. Please can you confirm if you worked with third party consultants in the Discovery phase. If so, which firm was used? The Discovery phase was completed by the Cabinet Office Digital and Delivery Team over a period of 6 weeks. The resource profile for the Discovery phase involved a delivery manager, business analyst, user researcher and technical architect full time. 9. To what extent has Alphas helped determine the scope – will you require suppliers to propose against a defined set of features and functions you have seen in Alpha? We have not completed an Alpha, only a Discovery. We are seeking a supplier to deliver Alpha, Beta and Live. Delivering the Alpha will result in prototyping based on User research. This will also require the supplier to be instrumental in the service assessment and iterations to ensure a GDS service assessment is passed. We require the supplier to transition through Beta (build) using the selected technology and ultimately into Live. For the full procurement evaluation we will be asking suppliers to respond against a set of use cases and functional/non functional requirements.
