Summary of the work Help build digital capability. Define, document and work with SEPA staff to implement what success looks like (culture, governance, structure and roles). Coach and mentor SEPA staff in agile practices during sprints for initial digital services. Establish key processes, documentation, tools and techniques. Knowledge transfer and exit strategy. Specialist role Agile coach Expected Contract Length 6 months with possibility of extension Latest start date Monday 25 September 2017 Maximum Day Rate £800 Who Speclialist Work With Working with staff responsible for the delivery of priority digital services. Team comprises technically experienced SEPA staff with limited or no agile delivery experience, some Scottish Government staff with agile experience and consultants. What Specialists Work On Support the implementation of SEPA's digital delivery service. Work directly mentoring and coaching staff. Work in partnership with SEPA staff and other consultants to embed agile culture and practices. Ensure all teams are using standard agile protocols (stand ups, sprint planning, retrospectives, show and tells) effectively Assess the culture of project teams and identify improvements. Develop delivery manager, product manager and other team roles. Showcase relevant tools and techniques. Ensure knowledge and skills transfer to SEPA staff. Plan and deliver an effective handover to “business as usual” team at the end of the assignment. Skills & Experience • Specific skills and experience (minimum 2 years) in coaching, mentoring and upskilling teams in agile methodologies aligned with GOV.UK (Digital) Service Manual and Scottish Government Digital First principles. • Evidence of scaling and embedding most relevant agile tools and techniques for successful delivery; managing associated culture changes and defining appropriate delivery structure within a transforming organisation. • Proven track record (minimum 2 years) of working in digital transformation of public sector organisation • Good understanding of project and programme management methodologies. Regarding the BPSS clearance status, if the candidate does not hold active bpss clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance BPSS is the minimum security clearance that is required to have access to SEPA’s buildings and systems. The applicant must have BPSS on the day they start working with SEPA regardless of what country they are from. It is the responsibility of the applicant to apply for and pay for the security clearance. 5. Can any other higher security clearance be considered? At this stage a requirement for higher clearance is not envisaged. BPSS is the minimum security clearance that is required to have access to SEPA’s buildings and systems. The applicant must have BPSS on the day they start working with SEPA regardless of what country they are from. It is the responsibility of the applicant to apply for and pay for the security clearance. 6. What is the lead time for feedback once the application is submitted? We are working to complete evaluation within one week, by 12 September. 7. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 9. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role? SEPA will only consider candidates who have the right to live and work in the UK, so in effect those with valid visa’s which will still be live during the period of contract. 10. Is occasional remote working allowed? The role is based 5 days a week on site. 11. Both experience are mandatory for this role "GOV.UK (Digital) Service Manual" and "Scottish Government Digital First principles" OR will you consider if candidate has one of them experience One or other is mandatory but it is preferable that applicants have experience of both. 13. Can I ask what the current development team are working with on the technology stack, for example is it Java and Linux or C# .Net? o SEPA are WinTel running Windows 2012 R2 Server side and Windows7 and MS Office 2010 tools on desktop o Server Estate (some 250+) is fully virtualised using VMWare/Citrixo Desktop VDI provisioned to 1300 staff across 25 locations using Citrixo Mobile devices include laptops/iPado Longstanding Oracle house currently on 11Go Historically SQL/Forms/Apex main development toolso Significant Web presence hosted by Pulsanto Website built on .Net/Umbraco CMS 14. What are the other expenses which will be paid? o No other expenses will be paid other than travel and subsistence costs relating to the delivery of the role (if required). These expenses shall be aligned to SEPA’s Business Expense Rates (excluding VAT) as follows: Motor vehicle mileage 38p per mile Hotel (including breakfast) £71.00 per person per night Lunch £6.00 (if staying overnight) Dinner £21.00 (if staying overnight) 15. Is there any travel involved in this role and will the travel expenses be paid? o Travel is not envisaged at this stage. If travel is required, travel and subsistence costs relating to the delivery of the role shall be aligned to SEPA’s Business Expense Rates (excluding VAT) as follows: Motor vehicle mileage 38p per mile Hotel (including breakfast) £71.00 per person per night Lunch £6.00 (if staying overnight) Dinner £21.00 (if staying overnight) 16.
