The scheme requires the design and construction of a new road to form part of a new strategic highway known as Sturry Link Road (SLR). The site is located 3km to the north-east of Canterbury, in Kent, on the western outskirts of the village of Sturry. The scheme comprises 550 metres of new single carriageway and southbound bus lane, which will be supported for 250 metres on a multi-span structure over six spans each in the order of 42 metres to carry the road over both arms of the Great Stour River, its flood plain and the Canterbury to Ramsgate railway line. North and south of the structure the new road will be supported on embankments leading to two new roundabouts. It also includes construction of surface water storage ponds and environmental mitigation work. The Contractor will be responsible for the design and construction of the whole of the works, obtaining technical approval and for the discharge of all planning conditions and associated costs, and for obtaining all other necessary third-party approvals and consents. The intent of the SLR is to support the level and distribution of development being proposed in the Canterbury City Council’s Local Plan, with new home allocations of around 16,000. Furthermore, the SLR aims to ease congestion in Sturry and to improve the operational safety of the Sturry level crossing, reducing the amount of traffic crossing it. Lot 1: The value of the contract is above the Public Contract Regulations 2015 threshold for Works and therefore a multistage competitive tender process (with an option to negotiate if required) was used to procure the requirement. This Competitive Procedure with Negotiation (CPN) process consisted of the following stages: • Selection stage (Selection Questionnaire). • Invitation to Tender. • Negotiation Stage. • Invitation to Submit Final Tender. • Award. The contract was awarded on the basis of the most economically advantageous tender (MEAT) and will be awarded to a single supplier. The CPN procedure was chosen as the optional negotiation stage is critical in delivering the most advantageous tender.
