Summary of the work The Planning Inspectorate is undergoing a Transformation Programme which encompasses a set of projects to stabilise and improve existing systems; define, procure, implement and migrate to replacement systems. We have identified a requirement to engage specialist Technical Architect Services to support in the delivery of these initiatives. Specialist role Technical Architect Expected Contract Length Up to 3 months with an option for a further 3 months. Latest start date Monday 5 February 2018 Who Speclialist Work With • PINS Digital Services team • PINS Transformation team • DCLG IT team • External Suppliers What Specialists Work On 1. Provide assurance to the Head of Digital, the TDA and CAB on the technical and security products produced by PINS and 3rd party consultants 2. Produce technical and solutions architectures that are compliant with the Digital strategy, roadmap, principles, systems and service levels (both internally between Digital and the Business, and between PINS and 3rd parties) 3. Define non-functional requirements and dependencies and ensure proposals commit to meeting them 4. Identify technical and security risks and issues and ensure these are formally documented. Identify and implement appropriate mitigation actions to reduce risk. 5. Knowledge transfer to PINS staff Skills & Experience • Be digitally and technically literate, capable of effectively engaging with technical staff, suppliers and stakeholders to define the best solutions in line with PINS & Government strategy • Have demonstrable experience designing and reviewing complex technical delivery projects • Have demonstrable experience liaising with external and internal teams to ensure timely provisioning and implementation of quality, scalable and secure technical solutions • Have demonstrable experience of on-premise, IaaS, PaaS & SaaS solutions and when and how to implement them • Have demonstrable experience of working with suppliers to contribute to and assure detailed technical architectures and designs • Have the ability to cope in a technically complex and transformational environment, and to respond calmly and rationally to changing aspirations within constraints • Adhere to agreed project delivery standards ensuring outputs and deliverables are fit for purpose • An understanding of commercial approaches/considerations within the Public Sector environment • Demonstrable experience of successfully delivering projects within an Agile environment. Please confirm if the role inside or outside the scope of IR35? We have completed the HMRC test and the role falls outside the scope of IR35. However, we have made some assumptions and this position may change depending on how the contractor is finally engaged with us. 2. The Nice to Have skills and experience requests: "Have awareness and understanding of Business Continuity principles and BS25999". BS25999 was withdrawn in 2012/13. Why is the Authority requesting awareness and understanding in such an outdated standard which has now been replaced by ISO22301 Apologies, this was an oversight. This should state the latest business continuity standard ISO 22301. Thank you. 3. Our assumption is that consultants stationed on site would fall within IR35. So there are two questions/clarifications. 1. What is the budget for the position (day rate or overall)? 2. Can you confirm this position falls within IR35. 1. We are not prepared to release our budget, we anticipate a daily rate of between £600 - £980 depending on relevant experience. This daily rate must include all expenses for working in Bristol and exclude VAT.2. We have completed the HMRC test and the role falls outside the scope of IR35. However, we have made some assumptions and this position may change depending on how the contractor is finally engaged with us. 4. What is the maximum day rate for this role? It is not included in the listing. We estimate a daily rate of £600-£980 depending on relevant experience. This rate must include all expenses for working in Bristol and exclude VAT. 5.
