Summary of the work BEIS require a skilled team to conduct a discovery to see if there is a more efficient and open way of providing the Standard Assessment Procedure (SAP) software to its users Expected Contract Length 6-8 Weeks Latest start date Monday 17 January 2022 Budget Range Maximum of £150,000.00 excluding VAT Why the Work is Being Done The Standard Assessment Procedure (SAP) and Reduced Data SAP (RdSAP) is the methodology used by the Government to provide accurate and reliable energy performance assessments of new and existing dwellings. We need to ensure that the SAP/RdSAP methodology is robust, accurate and accessible for those that need to input data into it and/or receive information from it. We are reviewing the SAP/RdSAP service wrapper to ensure that it meets the needs of its users, is cost effective and meets Government Service Standards. The SAP methodology is used extensively, and so it is critical that we provide an excellent end-to-end service. Problem to Be Solved Building Research Establishment (BRE) is responsible for ensuring the robustness and accuracy of the SAP methodology. BRE publish the SAP/RdSAP specification, and third-party companies use the specification to develop their own SAP/RdSAP software. The software is used to comply with Building Regulations and produce Energy Performance Certificates. The supplier will need to review the users of SAP/RdSAP, assess their needs, analyse the end-to-end data and service flow, and provide recommendations for the future development of the SAP/RdSAP service. The supplier must also ensure that the recommendations meet GDS standards and are efficient as possible. Who Are the Users House builders, Domestic Energy Assessors, and others need to be able to access SAP/RdSAP to assess compliance against Building Regulations and/or to enable the generation of an Energy Performance Certificate (EPC). Product manufacturers apply to have their energy efficiency accurately represented in SAP. The Department of Levelling Up Housing Communities (DLUHC) and Department for Business Energy and Industrial Strategy (BEIS) are also users of SAP because DLUHC are responsible for Building Regulations and the EPC Register and BEIS uses SAP in its National Buildings Model and it is an enabler for Net Zero. Early Market Engagement None undertaken Work Already Done Some in-house work has been carried out as part of a ‘pre-discovery’ phase which will be shared with the shortlisted suppliers. This includes some background to the project, a draft list of high-level user needs and non-functional requirements. This work will need to be further refined and expanded on, and the development of clear practical options to deliver these will need to be set out. Existing Team SRO, a policy deputy director acting as Service Owner and policy officials who will be involved on the discovery. BEIS Digital will also provide a Digital Delivery Manager to connect the successful discovery supplier to the internal policy/project team and the digital governance/assurance team. The discovery supplier will need to provide their own Delivery Manager for the project. Current Phase Discovery Skills & Experience • Demonstrate your team’s experience of conducting discovery research for new service design, which includes conducting user research, in accordance with GDS and GOV.UK standards (2%) • Demonstrate your team’s experience of working across departments and teams with the ability to identify improvements and opportunities to collaborate (2%) • Demonstrate, using an example, of when your team has developed a service vision, service design and key performance indicators (2%) • Demonstrate your team’s experience of technical and data investigation and exploration (1%) • Demonstrate your team’s experience of agile project management delivery/skills (1%) • Detail, using an example, your team’s ability to build a strong understanding of technological constraints, existing contracts, legislation and other existing processes and systems (1%) • Demonstrate your team’s experience in running stakeholder workshops (1%) • Demonstrate your team’s experience of mapping wider services in the problem space (1%) • Demonstrate how your team have experience of working at pace (1%) • Demonstrate your team’s experience of using a variety of research methods (1%) Nice to Haves • Demonstrate your team’s experience of researching, designing or building digital services for use by businesses (1%) • Detail, with an example, your team’s experience of researching, designing or building digital services in the energy or net zero space (1%) Work Location Address where the work will take place With the team working remotely, it is expected the supplier will do the same. However, if the need arises, the supplier’s team may need to travel to the 1 Victoria Street HQ in London for a meeting/workshop(s). Travel expenses will not be reimbursed. Working Arrangments The supplier staff will be expected to be available during the typical working hours of policy team (Monday to Friday 9:30am-5pm) in order to maximise knowledge transfer. We require the supplier to hold agile ceremonies as well as weekly update/‘show and tell’ sessions for BEIS stakeholders, which will take place over MS Teams. Other tools such as JIRA, Azure DevOps, Mural, Microsoft Whiteboard and Office 365 can/may be used for collaboration too. Security Clearance All individuals must have BPSS as a minimum. Additional T&Cs N/A No. of Suppliers to Evaluate 3 Proposal Criteria • Describe the approach and methodology you will apply to Discovery, including how priorities will be determined and emerging findings presented (15%) • How the structure of the team and how their technical skills and expertise will be used to deliver the need, including estimated resource dedicated to the project (10%) • Provide a project plan with proposed timelines for mobilisation and delivery detailing how this will ensure it meets the users needs (10%) • Provide details as to how the proposal will ensure value for money, including how you will use lessons learnt to deliver excellent value for this project (5%) • Please detail the final outputs you will provide as part of the discovery report and how this will meet the users needs. (5%) • Demonstrate how you will identify risks, assumptions, and dependencies, and how you will manage these (5%) Cultural Fit Criteria • Detail how you will work collaboratively in a multidisciplinary agile team environment (3%) • Demonstrate how you will work in an agile/iterative approach with policy makers taking a ‘show’ rather than just ‘tell’ approach, to help them make informed decisions (3%) • Provide details as to how you will demonstrate a user-driven approach, using research and evidence to challenge underlying assumptions/present findings in a way decision makers can easily digest (3%) • Detail how you will proactively engage with stakeholders to progress a project and communicate in an appropriate manner for the audience (2%) • Detail how you will adapt to a way of working that is open, honest and constructive (2%) • Detail how you will be responding to change (1%) • Detail how your team will take ownership of the requirement (1%) Payment Approach Capped time and materials Assessment Method Presentation Evaluation Weighting Technical competence 65% Cultural fit 15% Price 20% Questions from Suppliers 1. Scoring The requirement will be scored on the 0-3 scoring methodology:-0 - Not met or no evidence1 - Partially met2 - Met3 - Exceeded 3. Is there a hard deadline date for the delivery of the Discovery report / end of the Discovery? With an estimated discovery phase start date of 17/01/22, we would expect this to conclude, with all deliverables delivered, within 6-8 weeks and therefore by 11/03/22. 4. Can you confirm that the answers for the ‘skills and experiences’ will make up 15% of the final / total scoring of a bid, by counting towards the technical competence score? We can confirm the Essential and Nice-to-have skills and experience will make up 15% of the total 65% technical competence weighting. The remaining 50% (of the technical competence) will be covered by the written proposal element.
