Summary of the work BEIS is seeking partner to provide user-centred design services for the build of a grant token (voucher service) and build out of an online learning platform utilising Strapi CMS from MVP, and handover to a 3rd party for DevOps for ongoing improvement on the services. Expected Contract Length 4 months, though we may exercise the option for a 25% extension Latest start date Wednesday 13 October 2021 Budget Range The maximum spend under the contract will be £700,000. No commitment to minimum spend over the term of the contract. Work to be issued on Statement of Work basis Why the Work is Being Done Help to Grow: Digital is a new UK-wide scheme to help small and medium size businesses (SMEs) adopt digital technologies that are proven to increase their productivity. The scheme will offer SMEs free and impartial advice on how technology can help their business. An online learning platform will launching in October which will help them to: - identify their digital technology needs - assess technology purchasing options - implement new technologies in their operations The scheme will also offer eligible SMEs a grant token worth up to £5,000 to cover up to half of the costs of pre-approved, digital technology solutions from 1st December 2021, for wave one these are - accounting - customer relationship management (CRM) - e-commerce We will be looking for the successful supplier to join in early October to work on the build out of the MVP for the learning platform through to 31 Jan 2022 and the build of the grant token digital service MVP by the end of November 2021 and build out to 31 Jan 2022. Problem to Be Solved There is a need for a flexible supplier to provide User Centred Design capability to support the build out from MVP of the Learning Platform through to 31 Jan 2022, the build of the grant token digital service MVP by the end of November 2021 and build out to 31 Jan 2022. From 1st February 2022 we will move into a DevOps environment for the remainder of the Help to Grow:Digital scheme. It is currently unknown who will be supplying the DevOps services so the winning supplier of this DOS will need to ensure they are maintaining documentation to a standard whereby artefacts can be shared throughout the engagement to support the setup of the DevOps service. Strapi is the content management system that is being used for the Learning Platform. Core capabilities for the proposed contract include but not limited to: Service Designer User Researcher Interaction Designer UX Designer Content Designer Front End development Business Analyst The contract will allow for rapid scaling up of teams allowing time for critical work to commence. Who Are the Users All businesses will be able to benefit from free online advice on the learning platform. The grant token/voucher is expected to be available to UK business that: -employ between 5 and 249 employees and are registered at Companies House -have been trading for more than 12 months As an applicant for a voucher/grant token I need to understand how the good/services will be of benefit ahead of making a decision to buy. As a policy official I need to ensure that appropriate measures are taken to mitigate fraud and misuse risk. As a policy official I need to understand the dependencies between policy design and digital delivery so decisions on requirements are made an impact on delivery timetable and trade-offs are understood to help inform decisions. As BEIS' DDaT function I need to know that all teams/individuals working on design and build of the service are working to our standards Existing Team For the scheme an SRO, a policy deputy director acting as Service Owner, programme director and policy officials acting as Business Owners A Digital Delivery Manager will oversee digital mission teams including this supplier team as well as another supplier team which will be working on the delivery of technology services. It has yet to be determined who will be delivering the DevOps service from February, but the winning supplier of this DOS will be expected to collaborate with them to enable a smooth transition. Current Phase Alpha Skills & Experience • Experience of developing a service using Strapi Content Management System CMS (4%) • Experience of designing a grant/voucher service where a third party was involved in administration functions for cash management (4%) • Experience of delivering a digital service aimed at Businesses in line with the GDS Service Standard and Design Principles (3%) • Experience of distilling outcomes from user-needs led research into findings and conclusions, selecting most appropriate ways to present these throughout beta (4%) • Experience of successfully defining MVP for a service aimed at Businesses to a compressed delivery timetable and prioritised roadmap for additional user stories as part of ambitious product vision (4%) • Experience of conducting user research with Small and Medium Enterprises (3%) Work Location Though the team will be working remotely there may be a need to travel to the 1 Victoria Street HQ in London for occasional workshops. Travel expenses will not be reimbursed Working Arrangments The supplier will be expected to be available during the typical working hours of policy team (Monday to Friday 9:00am-5pm) in order to maximise knowledge transfer. Microsoft Teams, JIRA and Mural will be used for collaboration. Security Clearance All must have BPSS as a minimum. No. of Suppliers to Evaluate 3 Proposal Criteria • How you will approach to bringing together a multidisciplinary team adjusting the team to accommodate business needs (8%) • Examples of effective communication across organisational, technical and political boundaries, understanding the context (8%) • Evidence of ability to make informed decisions based on user needs, available technology and value for money (6%) • Evidence of working with users to understand their business, their operating context and constraints (6%) • Evidence of integrating service design with other disciplines such as; research, content design, product, business analysis, data analytics, behavioural insight and policy, to deliver end-to-end services (10%) Cultural Fit Criteria • Demonstrate how you will work with policy makers with limited time and experience of digital delivery to help them make informed decisions (5%) • Experience of working in a multi-supplier environment and understanding of how to be part of a multidisciplinary, agile service team (5%) • Evidence of supporting health and wellbeing, including physical and mental health, in the workforce (10%) Payment Approach Time and materials Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. Hello.This is a great project and we’re very excited to submit a response however we do not have direct experience in developing services using Strapi. We do have significant experience in developing services using CMS systems that are very similar to Strapi and we are very capable of adapting to new software.Therefore, how essential is it to have worked with your chosen CMS?Thank you. Having work with Strapi is an essential and a must have. 2. Is there an incumbent currently or recently providing these services? Yes 3. If successful with this phase will the partner be excluded from competing for the subsequent DevOps phase? No
