Summary of the work We need an accessibility expert to review our proposed new website design. We expect this work will include: - testing with people with an impairment or disability - testing with assistive technology - knowledge transfer - help to draft our accessibility statement and meet the WCAG 2.1 AA standard Latest start date Thursday 20 January 2022 Budget Range We have a maximum budget of £10,000 for this work Why the Work is Being Done We are working to replace our existing website, designed in 2012, with a new website that: - Is modern, attractive and recognisably Rushmoor - Provides good quality content that meets our customer needs - Delivers low cost, good digital services that people prefer to use - Helps us engage effectively with our community - Enables us to measure and understand our performance With our new website, we want to make it as accessible as possible. By doing this, we believe this will make the website work well for all customers, with or without disabilities. Our new website must also meet the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. We are aiming for the new website to go live by the end of March 2022. Problem to Be Solved To make sure our new website will meet the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. To make sure an expert in accessibility has reviewed our proposed visual and content design and worked with us to meet the WCAG 2.1 AA standard. We also need the successful supplier to work with us through prototyping and build and help us draft up our accessibility statement. They will help the project team to learn more about accessibility. Who Are the Users The users could include anyone that visits the website to use our services and find information. Each user is unique, and they could have a temporary or permanent disability. This will include the following types of users: • A visually impaired user who uses a screen reader or screen magnifier to view and/or interact with the website • A user with physical/motor disabilities who navigates a webpage without the use of a mouse • A deaf user who needs to be able to understand all content (including media) we provide • As a user with cognitive, learning, or neurological disabilities who needs to easily understand what they need to do when they apply for services • A user with speech disabilities who should be able to communicate with us, without voice interaction We also will be guided by the successful supplier on detailing other disabilities users may have that will affect the accessibility of our website and to explain the solutions we will need. Work Already Done We have tested the accessibility of our existing website using automated and manual methods. You can view our current accessibility statement (https://www.rushmoor.gov.uk/accessibilitystatement), but we aim to improve upon this for the new website. We have produced an initial equality impact assessment for our new website and have identified that we need to make sure we take into account all users of the site, including those with disabilities. We conducted user research into our existing website with residents, staff, and councillors. We will share this with the successful supplier. Existing Team The internal team includes: Assistant Chief Executive, Communications Manager, Website Manager, Digital Manager, Web and Communications Officers, Software Developers and Business Analysts. We worked with the digital agency, Redweb, to produce our design system and revised information architecture. Current Phase Beta Skills & Experience • Provide evidence of recent experience (within the last 12 months) auditing and re-auditing websites to meet level AA of the WCAG 2.1 guidelines • Demonstrate experience of working with users with a range of disabilities to test digital products for accessibility issues • Have experience of working alongside suppliers and in-house teams to deliver accessibility improvements for digital products • Have experience in teaching/coaching on accessibility issues, to make sure the in-house team improve their accessibility knowledge • Have experience of delivering documentation (including accessibility statements) aimed at the right audience, to highlight areas of accessibility issues with expected outcomes • Have experience of delivering value for money by working in partnership with public sector clients to scope and prioritise against business/user needs Work Location Remote / Farnborough, Hampshire. Working Arrangments We expect work to be done remotely with weekly progress reports, involvement in remote stand ups, and show and tells. We would like you to involve local people too to ensure we meet the needs of our users. You will work collaboratively with the internal team.
