Summary of the work NHS Test & Trace seek a client-side partner that will work alongside the leadership of the Trace Digital and Technology team, within the NHS Test & Trace CIO function and support them in leading, designing and delivering digital and technology capability. Expected Contract Length 12 months, with an optional extension of up to 12 months (if required). Latest start date Monday 13 September 2021 Budget Range The budget range is between £3.5-£4.5m for initial contact term, with full contract value expected circa £8m. Day rates for each role will be required and outlined at the ITT phase. Statements of Work (SoW) will be agreed periodically with the supplier on a fixed/capped T&M basis. The initial SoW will be agreed on contract award. Individual SoW will then be agreed periodically, subject to satisfactory performance of the supplier and DHSC needs. The intention of this contract is the provision of a service with defined outcomes where the supplier is responsible for deliverables, risk, and provision of a service. Why the Work is Being Done The CIO Trace digital and technology portfolio is the team responsible for the delivery of the digital needs of the Trace operational business and wider T&T Services (including International arrivals). It works with colleagues from across T&T to define their requirements, design appropriate solutions and deliver them quickly and effectively. Problem to Be Solved DHSC NHS Test & Trace/UK HSA seek a client-side partner that will work alongside the leadership of the Trace Digital and Technology team, within the NHS Test & Trace CIO function and support them in leading, designing and delivering digital and technology capability. The CIO Trace Digital Delivery have a circa 300 strong supplier personnel delivering core digital services on a daily and weekly basis.  This engagement will require flexibility as the services and team evolve and transform as part of the core digital delivery capability of UK HSA when it comes in to effect from 1st October 2021. Who Are the Users The Trace Digital and Technology Portfolio serves a vast number of different user types. Broadly these can be described as :- - The users of Test and Trace services & the general public - who need easy and convenient access to services. - Those providing tracing services, guidance and support at local, regional and national levels - who need to be empowered and enabled to deliver excellent service to the public. - Those designing policy and service, including public health - who need fast access to data and insights and short feedback loops so they can target and tailor to increase effectiveness. - Development and engineering teams. Work Already Done Services have been live from the outset of Test & Trace. This is a new client side capability we are seeking to introduce. Existing Team You will work with existing teams/people in NHS Test and Trace, Department for Health and Social Care, Public Health England and NHS Digital from a range of Digital, Data and Technology professions as well as colleagues from policy, finance, commercial and legal. You will work closely with our Customer function and those in service operations. The successful supplier will be expected to collaborate and work with suppliers who are providing capabilities as part of a team - The CIO Trace Digital Delivery have a circa 300 strong supplier personnel delivering core digital services on a daily and weekly basis. Current Phase Live Skills & Experience • Demonstrate evidence which represents your proven track record within client-side support role for end to end delivery of complex portfolio of product based agile digital projects at pace and scale. • Provide strong evidence of delivering and supporting large-scale and complex digital programmes aligned to GDS service standards in central government departments, or similarly complex organisations, with multiple stakeholders. • Demonstrate experience of working and leading teams made up of an eco-system of civil servants, contractors, and suppliers within a complex environment. • Demonstrate expertise in agile delivery and experience of enabling digital transformation at pace, consistently improving pace and quality. • Demonstrate experience in contributing to all aspects of programme and product leadership and supplier management, including vision, strategy, delivery plan and implementation. • Demonstrate experience of working as an experienced, emotionally intelligent, self-organised team having the ability to work on their own initiative and without constant direction. • Demonstrate recent experience of designing and governing CI/CD pipelines and the building of a culture of continuous delivery and improvement, ensuring that data is regularly analysed, maintained and improved. • Demonstrate experience of architectural (business aligned to technology) skills including the planning and delivering application releases in terms of defined benefits and associated product management. • Demonstrate experience of producing and contributing to high quality documentation, including, but not limited to governance stage papers, architectural designs, integration/capability roadmaps and presentations + briefings. Nice to Haves • Ability to think creatively and articulate innovative ideas to solve complex problems. • Proven ability to work collaboratively at pace within a high profile pressurised delivery environment. Work Location United Kingdom only - London/Leeds base but largely remote working whilst Covid conditions are in place. Working Arrangments The supplier should assume a level of on-site (in our London and Leeds Offices) working for all individuals however this will not be full time 5 days per week. Once restrictions are lifted, the supplier may be required to collaboratively work on-site to allow sufficient stakeholder engagement and support to be provided). Security Clearance Provider personnel must comply with HMG Baseline Personnel Security Standard (BPSS) as a minimum. CTC or SC clearance may be required in some instances. Additional T&Cs The contract will be based on SOW with no minimum value or volume commitment. Any other expenses must be pre-agreed by the Authority and paid accordingly to DHSC Expenses Policy. The ITT will be issued via CCS e-sourcing tool to suppliers across Lots 2, 3b, 3c, 3D of TS3 4. There is a need to deliver architectural technical documentation, business and process designs. Is there a need to actually design, deliver or implement technology (software) and if so, is there a particular technology required eg AWS, Azure etc There is a need to design but not build, the supplier will be managing the delivery and implementation. 5. We understand that the work packages will be scoped and commissioned in a due course of the project. What scope do you envisage the initial work packages will cover? The initial work packages will cover:a) Reviewing and ensuring governance, structure, backlogs and ways of working optimised. b) Support on-boarding of new delivery partners. c) Support shaping new delivery partner statements of work. 6. Can you please confirm the scope of supplier management, what element would it include? This will include shaping, managing and overseeing delivery from our new delivery partners. The initial work packages will cover:a) Reviewing and ensuring governance, structure, backlogs and ways of working optimised. b) Support on-boarding of new delivery partners c) Support shaping new delivery partner statements of work.
