Summary of the work Looking for an Extract, Transform and Load (ETL) specialist to aid the UKEF data team in the selection and implementation of an ETL tool. Specialist role Product manager Expected Contract Length 12 months Latest start date Monday 1 March 2021 Who Speclialist Work With You'll be working with the UKEF data team. What Specialists Work On UKEF (UK Export Finance) are looking to bring onboard an ETL (Extract, Transform and Load) specialist contractor for a period of 12 months to provide support in the selecting of a suitable cloud based ETL tool for UKEF. Furthermore, this supplier will be required to complete ETL knowledge handover to UKEF data team. Skills & Experience • Demonstrate your experience of working in user centred design teams in large and/or complex organisations (e.g. government departments) (5%) • Demonstrate your experience of defining an ETL strategy to process data from a variety of originator and target sources. (5%) • Demonstrate your experience in helping a customer choose which ETL or ELT tools are a good fit for their organisation based on the customer's requirements and technology stack (5%) • Demonstrate experience of working with Cloud-based solutions. (5%) • Demonstrate experience of knowledge transfer from project teams to Support/BAU (5%) • All contracted project resources must be SC cleared (5%) • Demonstrate experience of working in an Agile environment for project delivery (5%) Nice to Haves Demonstrate experience of working with both Batch and Stream processing (5%) Work Location Remote working, until such a time as office working is possible. Then, 1 Horse Guard Road, Westminster. Working Arrangments Monday-Friday, all remotely. Expected to work with the data team throughout. Security Clearance Must have SC. Additional T&Cs Possible contract extension dependant on delivery. Would the department consider sponsoring a consultant for SC clearance, if they have previously been SC cleared? No, all consultants must hold Security Clearance 2. Is there a current incumbent? No current supplier but we do have a current tool (Cognos Data Manager) which we want to replace as it is out of support 3. Please can you detail the maximum day rate for this Specialist? There is no maximum target day rate 5. ETL procedures migrate data from database to database, by-passing all referential integrity checks in the front end and business layers of your target system.Would you consider using Robotic Process automation techniques to extract and load the most important data through the front end of your source & target systems? RPA is something we will consider if it meets the business requirements. 6. The “Specialist Role” for this is listed as Product Manager. This is a very different role to that of an ETL Specialist. Could this be clarified? A product manager is to lead the delivery and continuous improvement of one or more digital products or platforms. This project requires the delivery of a digital product, ETL tool, therefore this specialist role was deemed to be the most suitable. 7. The notice suggests UKEF is looking for a ‘maximum day rate’. Does this mean you are looking for a single specialist to deliver the work, or a team of specialists? This is dependant on the organisation itself and if they have a number of skilled individuals to come onboard or a single specialist then it will be for them to decide and propose. 8. Could you share the underlining tech stack please? Yes, SQL server, DB2, Oracle and ETL tool 9. What is the budget for this contract? £250,000 10. Please can you confirm the IR35 Off Payroll Working status of this Specialist opportunity? The project are looking to bring onboard an organisation/consultancy to do this work therefore it falls outside of IR35 legislation.
