NHS Digital on behalf of the Secretary of State for Health and Social Care is embarking on a project to establish a data architecture capability within NHS Digital, access to which will be made available to the wider NHS and social care system. This data architecture capability will be defined as a Centre for Enablement (C4E) which will provide insight to allow health and social care organisations to create a seamless exchange of medical and patient data across the health and care system. NHS Digital’s intention is to procure the required capability through 5 separate procurements, with a combined estimated total value of 5 000 000 GBP (subject to licence numbers and system take up) across a 3-year contract term, with an option to extend for up to a further two years. — procurement 1 — semantic ontology, — procurement 2 — data governance/collaboration, — procurement 3 — data management, — procurement 4 — data modelling, — procurement 5 — API abstraction. Procurement 1 — semantic ontology. This procurement is to acquire a technology platform to enable the C4E to fulfil the outcomes below. NHS Digital is seeking a supplier to provide the underlying technology on a fully hosted basis in addition to the provision of service management, deployment and commissioning services. Procurement 2 — data governance/collaboration. This procurement is to acquire a policy creation, management and collaboration tool to deliver a sophisticated policy management capability. Procurement 3 — data management. This procurement is to acquire a data management tool to provide the functionality set out below. Procurement 4 — data modelling. This procurement is to acquire data modelling software to support the activities set out below. NHS Digital will be investigating the viability of having suppliers provide the package on a fully hosted basis in addition to the provision of service management, deployment and commissioning services. Procurement 5 — API abstraction. NHS Digital envisage that an API abstraction layer will be required to enable external organisations to access NHS Digital data and systems via APIs, without having to amend their pre-existing processes. This procurement is to acquire a technology platform to enable the C4E to fulfil the outcomes below. C4E outcomes to be supported by the semantic ontology platform include: — syndication of standardised national terminologies, classifications and other reference data for use in an easily consumable format (human and computer readable), — enablement of dynamic interaction through direct request (such as APIs, FHIR messaging) with those national reference data, — management and interaction with structured expression libraries that use national standards, — consistent use, re-use and sharing of reference data. The chosen platform will support a strategy to improve the efficiency of data product distribution services and use of standardised reference data at national and local level, as a single system. This will allow NHS Digital to establish a common collaboration environment across infrastructure deployed in health and social care environments. The data management tool or toolset is required to provide the following: — information about data such as data attribute names, data attribute nomenclature, relationships between attributes, data policies, — an authoritative source of meta data providing a catalogue of data attributes or groups of data attributes (domains) and their associated definitions, polices, rules and reference data, — linking of data attributes from source to destination model, module and Data Domain Boundaries (DDB), — relationships between data attributes providing a hierarchy where applicable for re-use of common data attribute policies, — tagging information about data attributes which explain how these data attributes group together into modules and/or DDB's, — versioning and historical information of data attributes, definitions, policies and DDB's and modules, — cardinality relationship information between data attributes, definitions, policies and DDB's and modules, — linking information between reference data and associated meta data, — intelligent data ingestion from various sources including: excel, XML, databases, data warehouses, schemas, SQL and ETL, — support for GDPR and Information Governance (IG) and interfacing this data to the services above (covering relevant scenarios such as patient opt out). This procurement is to acquire data modelling software to support the activities set out below. NHS Digital have a complex and highly diverse data landscape and require a data modelling solution to “make sense” of our data at rest (data models). This procurement is for data modelling software to support the following activities: — presenting illustrative and textual representations of conceptual, logical and physical data models in the form of normalised Entity Relationship Diagrams (ERD's) via ERwin for e.g. or Graph, Triple Store, Key Value and model representations, — linking of models and meta data attributes and referenced modules/DDB's, — establishing cardinality, relationships and constraints between entities and data attributes including keys, uniqueness, references and checks, — managing relationships of information assets (assets), data attributes which create modules and DDB's or collections (entities), — cataloging of models, modules, entities, data attribute groups linked, possibly related but re-useable, — documenting information about why, how and what entities and data attributes are associated, referenced, linked, to create modules and DDB's, — forming analytical models based upon data models of entities and data attributes. NHS Digital envisage that an API abstraction layer will be required to enable external organisations to access NHS Digital data and systems via APIs, without having to amend their pre-existing processes. In order to enable this capability, NHS Digital are expecting to have to acquire and/or build an abstraction platform and a catalogue management toolset. NHS Digital would welcome comments/input from the supplier community as to available solutions in this area so that they may form their requirements ahead of any future procurement.
