Summary of the work HDR UK require a team with a good understanding of user needs and process design to develop a new version of dataset requirements Expected Contract Length 5 months, with an optional extension of up to 1 months (if required) Latest start date Sunday 14 November 2021 Budget Range It is estimated that the work can be delivered within a budget range of £75,000 to £100,000, excluding VAT Why the Work is Being Done HDR UK are the national health data science institute. As part of their work to unite the UK's health data to enable discoveries to improve people's lives, HDR UK has developed the Innovation Gateway, a web platform to support users to find datasets that would support their research. HDR UK is looking for a team with experience in process design and user engagement to help develop a new version of the requirements for a dataset and a system for making sure this process operates smoothly. The work will take place Nov 21 - Mar 22. Suppliers who are shortlisted via this portal will be asked to respond to the ITT which will be posted on the HDR UK website w/c 4 OCtober Problem to Be Solved Users of a dataset can understand whether an item in the catalogue meets their needs, based on information that is collected in a straightforward way and presented to them Who Are the Users As a researcher, I need to know key information about the hundreds of datasets discoverable through the platform, so I can easily identify the one that meets my needs. As a data custodian, I need to be able to understand the information that is required, and how I can provide this in a straightforward manner Early Market Engagement Several rounds of engagement have been done already, with the current version of the metadata specification available here: https://github.com/HDRUK/schemata Work Already Done The current version of the metadata specification has been applied to over 650 datasets across 40 data custodians, all discoverable through www.healthdatagateway.org Existing Team The SRO for the work will be the Executive Director of Data Improvement. The project team will be working with the Data Improvement team, comprising a Data Strategy Manager and two Data Business Analysts Current Phase Live Skills & Experience • Understand users: Describe, with example(s), your experience in converting disparate inputs from multiple user groups to a coherent output • Communicate clearly: Describe, with example(s), how you have been able to communicate a technical subject in a clear to understand way • Understand process design: Describe, with example(s), how you have developed simple, repeatable processes involving multiple teams and stakeholders • Possess relevant technical skills: Describe, with example(s), how your team will have a suitable knowledge of subject matter – health data – to deliver effectively on the project • Deliver on time: Describe, with example(s), how the team you process can ensure that you will deliver outputs that meet needs in a timely manner • Work in a multidisciplinary way: Describe, with example(s), your approach to bringing together the best of individuals from multiple specialities to deliver a coherent final project Work Location Gibbs Building, 215 Euston Road, London, NW1 2BE Working Arrangments HDR UK are currently working flexibly, and it is expected that suppliers will largely work remotely. HDR UK operates across the UK, with a primary base in London and suppliers may be required to attend face-to-face meetings in London. Are you explicitly looking for Data Management and Data Modelling skills to meet your requirement ? The requirement is more for skills to synthesise requirements for datasets (in addition to the process design requirements). Suppliers are not expected to undertake data management or modelling directly 2. Where can I find the ITT referred to in the requirements? The ITT document can be found here: https://www.hdruk.ac.uk/jobs/itt-dataset-requirements-update/ 3. Is there an incumbent? No 4. Is there any flexibility on the dates shown? Yes - we want the work to begin soon, but we are open to discussions about the possible start date 5. Is the tender response due by 14 October? No - that is a typo in the accompanying tender document. Only the response on the GDM portal is required at this stage. Suppliers will be shortlisted based on this, and then those shortlisted will be asked to complete the tender response in advance of interview.
