Provision of Technical Consultancy Services to Support Operations of the Petroleum Safety Framework

The Commission for Regulation of Utilities (“CRU”) is Ireland’s independent energy and water regulator. The CRU was originally established as the Commission for Energy Regulation (“CRU”) in 1999. The CRU’s mission is to protect the public interest in Water, Energy and Energy Safety. The work of the CRU impacts every Irish home and business. The PSF operates under The Petroleum (Exploration and Extraction) Safety Act (2010 and 2015) and the Directive 2013/30/EU on the safety of offshore oil and gas operations. Therefore, the Tenderer should have the operational familiarity of the following legislative documents: a. The Petroleum (Exploration and Extraction) Safety Act 2010 and 2015 b. Directive 2013/30/EU on the safety of offshore oil and gas operations; c. The Petroleum Safety Framework, including the policy documents which comprise the Framework including but not limited to: The PSF undertakes the following activities under the remit of the above legislations and framework, therefore the Tenderer should have expertise in the following: a. the development and/or assessment of safety cases throughout the full lifecycle in oil and gas exploration and extraction; b. conducting audits/inspections of oil and gas installations onshore and offshore; c. carrying out incident investigations; and d. managing risk in oil and gas exploration and extraction activities, and in particular the application of the ALARP principle. Lot 233319: Multi Discipline Technical support provision for the efficient operation of the Framework, including expertise in areas such as upstream oil and gas, pipelines and subsea equipment, risk assessment, QRAs/modelling and ALARP assessments, safety management systems, process engineering, electrical, control and instrumentation, technical safety and emergency response, lifting operations, marine integrity/classification, marine operations, facilities verification, human factors, environmental, audit/inspection. Lot 233320: Wells Technical support provision from well engineering specialists, including expertise in areas such as well engineering, well plugging and abandonment/decommissioning, well verification, pressure control equipment, well testing, audit/inspection, incident investigations. Lot 233321: Drilling Technical support provision from offshore drilling specialists, including audit, inspection and safety case assessment of drilling rigs, rig control systems including BOP and BOP control systems, rig cyber security, Marine systems, audit/inspection of rigs, incident investigations.
