Summary of the work The specialist will be an experienced Delivery Manager in running an Agile team. Managing day to day delivery, development of milestone plans, managing risk and dependencies. Running Agile Ceremonies ,contributing to the overall reporting of the DWP Place product Delivery Teams, upholding DWP values, working within Government Digital Standards. Specialist role Delivery manager Expected Contract Length 6 months with an optional extension period of up to 2 months Latest start date Monday 28 February 2022 Maximum Day Rate Up to £550 ex VAT per day. Standard 8 hour working day, includes expenses to base location agreed with DWP . This role is Inside IR35 Who Speclialist Work With The specialist will work with the existing DWP Augmented Teams, this will consist of DWP Digital staff and other 3rd party suppliers engaged in Service Now development work What Specialists Work On Need to have Delivery Management experience, preferably agile. Able to Sprint plan, lead Agile Squad, manage risks, feed into broader DWP Place roadmaps, conduct Agile ceremonies, Stakeholder engagement, reporting, dependency management. Knowledge of Service Now or knowledge of delivering Integration components desirable but not essential Skills & Experience • Experience in managing a Digital Delivery • Risk Management: Issues and Dependencies • Stakeholder Management, Communication, presentation and faciliation, able to run key Agile Ceremonies such as stand-up retrospectives. • Demonstrate experience of working in a large scale organisation and/or Government or Public Sector installation of Service Now • Providing support and guidance to members of the delivery teams and acting as a point of escalation for issues impacting delivery. • Experience of stakeholder engagment, managing stakeholder expectation, ensuring stakeholders are kept up to date with progress, risks and issues • Ability to plan sprints and undertake Milestone Planning . • Remove blockers from the Agile sprints to allow the squads to complete stories assigned or escalate where appropriate Nice to Haves Knowledge of Service Now and or delivery of Digital integration requirements Work Location Primarily at the DWP Digital Corporate Hub2- St Peters Square, Manchester - although there may be a requirement to work from other DWP locations in the North West. Working Arrangments Specialist will work 5 working days per work remotely until further notice. The specialist will be required to be online between the hours of 8:00AM - 17:00PM Monday to Friday Security Clearance All suppliers must BPSS cleared and On-Shore Additional T&Cs https://www.gov.uk/guidance/terms-and-conditions-of-digital-marketplace-frameworks No. of Specialists to Evaluate 3 Cultural Fit Criteria • Work well as the lead of a team and keep the team motivated to perform well • Transfer knowledge gained through the team and be willing to share experiences across the wider department. • Be transparent and collaborative when making decisions • Is accountable and takes responsibility for their work • Can work with colleagues with little or no technical knowledge Assessment Method • Reference • Interview Evaluation Weighting Technical competence 70% Cultural fit 5% Price 25% Questions from Suppliers 1. Is there any incumbent? No. There is no incumbent 2. The spec says “Specialist will work 5 working days per work remotely until further notice.” Please can you indicate when you think the remote working arrangement might change, if at all? As a civil service Department we are bound by instructions from central Government. Currently we are working towards a hybrid working arrangement of 40% of time in the office 3. The spec says that the max day rate is £550, to include expenses to base location agreed with DWP. We have a great candidate who could work within the max day rate, but only for remote working and not including expenses e.g. to Manchester. Can we still submit an application? The rate reflects our current expenses policy. DWP is returning to a Hybrid working arrangement of up to 40% of time in the office so some travel will be required as this starts to roll-out. Attendance in the office would be determined by business need 4. Is an Agile qualification essential or is working knowledge of working in Agile environment acceptable? A qualification isn't essential. Experience of working in an Agile environment is acceptable
