Summary of the work DWP are transforming the journey that citizens who have a disability or health condition access support. We are looking for support to develop and deliver packages of work to build our digital product set that will improve claimant journeys. Suppliers will work with our teams, delivering outcomes across our services. Expected Contract Length Initial term 12 months; extension term up to an additional 3 months, subject to governance Latest start date Tuesday 1 February 2022 Budget Range The budget is up to a maximum ceiling value of £4.995m including VAT. This is not a commitment to spend up to this value and the Authority reserves the right to consume at its discretion. The intended contract will be treated as an outcome based service solution however all Statement of Works will be evaluated on an individual basis to assess VAT status and IR35 position. Why the Work is Being Done DWP are transforming the claimant experience of Health and Disability related services. Our objective is to transform the digital journey for citizens with a disability or health condition through providing clear information, linking many new and existing systems to allow more consistent and responsive provision of services over the web and better claimant outcomes. Problem to Be Solved DWP are transforming the way in which citizens experience our services and ensure they get the support they need. Our aim is to provide simple, responsive services and make timely, accurate and understandable decisions that help people get the right support for them. Specifically, suppliers will help define and deliver a number of agreed packages of work across our services, working within the strategy and high level service design set by DWP. Suppliers will work with our teams to deliver outcomes and products utilising agile development practices that meet our citizen and agent needs to; • Signpost citizens to find the right service for them to apply for the support they need. • Design, build and implement a claimant focused service for health assessments. • Reduce the burden on citizens by gathering and using information more effectively. • Improve the transparency in the services administered by DWP. • Maximise straight through processing and automate business processes focusing on value add activities. Who Are the Users The Department for Work and Pensions is responsible for welfare, pensions and child maintenance policy. Our products and services are used every day by citizens. Our citizens need to be able to access and understand what help and support can be provided and enable a simple responsive service. They need to be able to find the right service, progress their claims, and provide a minimum amount of information for DWP to make timely decisions that are easily understood. Existing Team DWP operates in a multi-disciplinary environment for digital solutions. Teams consist of various digital agile roles with a combination of permanent and external supplier resources. Preferred bidders will be required to collaborate across multiple teams and multiple disciplines. Current Phase Not applicable Skills & Experience • Experience of outcome based delivery utilising all agile role disciplines and skill levels contained within the DdaT Skill Framework within large/complex programmes. (Product, Delivery, Business Analyst, Content/Interaction Design, software/infrastructure/data engineering) • Experience of utilising and implementing Government Digital Service Design Standards and accessibility (WCAG 2.1AA) within outcome based delivery including taking products and services through internal and external GDS assessments. • Supply technical/data elements for outcome based delivery with skills: DevOps: AWS/Azure, CI/CD (Gitlab/Jenkins/Docker) Solution Architecture (Microservices/event) Software Engineering (full stack/front/back): HTML5, Java/JavaScript/API Gateways Test Automation/performance: Selenium/Cucumber/JMeter • Demonstrate experience of working within DWP or a comparable organisation (in terms of size and complexity - public or private sector within the last 3-5 years). Nice to Haves Experience of providing value for money and/or added value when delivering outcome based solutions in a large/complex Public Sector environment Work Location National coverage may be required, although it is likely to be focused activity in northern based hubs across Newcastle, Blackpool and Leeds. However, at-the-time of-writing, government measures to reduce covid-19 are in operation and as-such, work should be done remotely and in observance of social distancing and shielding guidance. DWP will continue to observe all government advice in the coming months aimed at reducing the spread of the disease. Working Arrangments Currently with Covid19 until the foreseeable future all activity is likely to be remote. If there is a need in the future for co-location, it will be in the specific hubs outlined with a view to a minimum of 40% '9-5' Monday - Friday. Security Clearance Minimum expectation of BPSS and higher if specified. Additional T&Cs DWP is working with the internal legal team to review the DOS 5 legal documents against DWP's model T&C's. There may be some enhancements/amendments. This information will be shared with short listed suppliers with the RfP. For information only: 1. Is there an existing supplier currently providing these or equivalent services to DWP?The notice mentions possible TUPE requirements, which implies this opportunity may be intended to replace an existing contract. Is this correct? There is currently a supplier contract in place providing an equivalent service to DWP and this new requirement is intended to replace the existing contract. 2. Could you please provide TUPE employee liability information at this stage of the bid process? Since publishing we have received an update from Legal and can confirm that TUPE will not apply. 3. Are suppliers permitted to evidence their experience by presenting multiple examples for each question, or is there an expectation that suppliers present one example that evidences all aspects of the question? e.g. for Question 3 Suppliers should, as per the DOS guidelines, use one relevant example per criteria. Also, as per the guidelines, suppliers will not score higher or lower depending on the overall number of examples used. 4. Is there an incumbent supplier? If so, who are they? Can you tell us more about what would happen for the successful bidder if TUPE is required, under what circumstances it would be required, and how likely you think that is please? The supplier may determine that particular roles can be merged or not needed, but for this exercise, you need to be able to demonstrate you are able to provide capability in the skills outlined. 10. Will the price evaluation be based on a team we define to deliver an outcome or will it be purely a rate card evaluation? Price evaluation will be confirmed at stage 2 within the RFP, but is likely to be a combination of a rate card and a price to deliver an outcome against a Statement of Work. 11. How quickly do you expect the team to ramp up during this financial year? Work packages and team sizes will be agreed with the successful supplier. 12. This tender has the same title as one issued on Wednesday 30 September 2020, was the contract awarded and please can you provide the name of the organisation who won that tender as it was not published? We don’t want to waste your time bidding for the first stage to then find that this is something we would not choose to take one? Are you looking for examples to demonstrate our resources who have these skills and expertise? Or of examples of our experience of where we have delivered these? DWP are looking for support to deliver outcomes against a set of problem statements. At what stage of progress is the transformation currently at? Various stages as we are doing an end to end service transformation across multiple benefits. Therefore some areas of the service are in Public and Private Beta whilst other elements are yet to start discovery. 23. What are the number of Teams and Products currently involved on the transformation? Does the scope of work overlap with Products in DWPs Technical Architecture vision? The number of teams across Health on all transformation work is circa 20 teams. However this is a mix of DWP teams and supplier based teams. The scope of this work fits within the DWP architecture vison and is aligned where appropriate. 24. Please clarify what is the proportion of existing incumbent team and role types up for TUPE. What is the exit transition strategy being adopted for the incumbents in terms of knowledge transfer? Since publishing we have received an update from Legal and can confirm that TUPE will not apply. A transition strategy is in development and will consist of a period of knowledge transfer with the incumbent and dual running. 25. DWP published a similar HTP and Digital Outcome Specialist requirement last year on 30th September 2020 which is still awaiting outcome. How is this requirement related to the previous one given that the requirements look very similar? The contract was awarded and is currently in place providing an equivalent service to DWP. This new requirement is intended to replace the existing contract.
