Summary of the work In gathering the requirements for an IAM system the Business Analyst will be required to hold both one-to-one and group interviews with stakeholders and users. The requirements are to be recorded and categorised in an agreed Requirements Traceability Matrix. Specialist role Business analyst Expected Contract Length The contract will last for 4 to 6 weeks Latest start date Monday 5 February 2018 Early Market Engagement From research into IAM providers it has become clear that over enthusiasm has forced many companies to over-scope their IAM project which has eventually led to failure. Therefore the scope of this project must be manageable to implement within the agreed timeframe and budget. Who Speclialist Work With The Business Analyst will work with the IT Project Manager. What Specialists Work On Identity & Access Management (IAM) is critical to the operation of both business and science IT functions at STFC. The current IAM software consists of 2 primary components: an in-house developed Corporate Data Repository (based on a temporal database) and a bespoke application, developed in-house that is used for managing Active Directory. The current software does not meet the business needs. A Business Analyst with experience in IAM is required to capture and record the stakeholders' and users' requirements. Skills & Experience • Have experience in gathering requirements • Have experience in Identity and Access Management functionality Nice to Haves Working in a science and technology environment Work Location The Business Analyst will mainly work at STFC's offices at Rutherford Appleton Laboratory in Harwell near Didcot. However, requirements gathering will also need to be undertaken at STFC's offices at Daresbury, Chilbolton and Edinburgh. Working Arrangments The Business Analyst will initially be required to work onsite 5 days a week for face-to-face meetings with users. He/she may work offsite when producing the final requirements document/spreadsheet. Security Clearance The Business Analyst must have passed the Government Baseline Personnel Security Standard (or equivalent) pre-employment screening (https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/365602/HMG_Baseline_Personnel_Security_Standard.pdf) to ascertain they are entitled to work in the UK. He/she must also have Basic Disclosure from Disclosure Scotland. No. of Specialists to Evaluate 5 Cultural Fit Criteria • Share knowledge and experience with stakeholders, users and the Project Manager. • Challenge the current business procedures for IAM Evaluation Weighting Technical competence 70% Cultural fit 5% Price 25% Questions from Suppliers 1. Is this role inside or outside of IR35? The Business Analyst role is inside IR35. 2. Is it known roughly how many days onsite would be needed, and how many days offsite? At present it is not possible to make even a rough estimation on how many days onsite would be needed, and how many days offsite as it will depend on the availability of the key stakeholders (who work across a number of organisations) and how many (second) interviews are required. Therefore, the best assumption to make is the contractor will only be working offsite when producing the final requirements document/spreadsheets. 3. Could you tell us which Identity and Access Management system will be used for this opportunity? No it is not possible to say which Identity and Access Management system will be used. The key deliverables from this phase of the project are the signed off User Requirements and an evaluation of the benefits, costs and risks of the various options. 4. Is the IR35 status debatable, as seems with offsite consultancy and level of independence this would be outwith IR35? In order to work outside IR35, the individual needs to be able to prove that they are working independently. The Business Analyst will not be working independently and will not have provable autonomy within their role. 5. Is this role definitely inside or outside of IR35? Having reviewed things carefully it has become clear that this Business Analyst role will meet the rules for working off-payroll and is therefore outside IR35. 6. What is the day rate for this role? The day rate for this role will be between £400 to £500 per day depending upon experience. 7. Please can you advise how travel expenses are managed for the person to travel to different sites, also please can you guide us with regards to an estimation of the day rate budget/target for this role considering it is within IR35. Travel expenses for the Business Analyst will be managed in the same way as travel expenses are managed for all contractors working within STFC. Fill details will be provided to the successful individual.The day rate for this role will be between £400 and £500 per day depending upon experience. 8. Would you be able to sponsor our specialist for Government Baseline Personnel Security Standard or Basic Disclosure from Disclosure Scotland for this tender? No we would not be able to sponsor your specialist. This is something the company who is employing the individual must do.
