Summary of the work • To deliver end-to-end Discoveries across two sequential phases (estimated 8-12 weeks) • To design a number of prototype solutions through Alpha phase (estimated 10-12 weeks) • Potential involvement in Beta solutions. Expected Contract Length 12 months with option to extend by 3 months Latest start date Monday 3 January 2022 Why the Work is Being Done Homes England has identified that within Investments the existing delivery models will not be able to achieve the uplift in housing delivery aimed for, as current processes and systems will not scale efficiently. Current outdated and manual processes together with systems which are not properly integrated, result in duplication of effort, reduced productivity and increase the risk of errors. To address this, there is a need to review and streamline processes and implement digital services that allow efficient and timely deployment and management of funds, simplifying the journey for both colleagues and customers. To support this, Homes England are procuring a partner that can undertake deliver both Discovery and Alpha phases. Problem to Be Solved To deliver an end-to-end Discovery and to design Alpha prototypes. Key outcomes for Discovery : • Problem statements and user needs defined and validated • Performance data baselined • Value of intervening clearly articulated with opportunity areas • Stakeholders have a joined up, prioritised view of opportunity areas • Evidence based hypothesis created to form the basis to begin Alpha(s) The outputs from the Discovery phases will inform the next phase / alpha(s) for the project. Ultimately the outcomes sought are: • Improve colleague experience in delivery of funding interventions, reduce repetition of effort in capturing and processing information, streamline and automate processes to increase capacity and enable colleagues to deliver greater productivity. • Improve customer journey, making services accessible and processes simpler. • Deliver automated business intelligence that provides prompt production of management information to facilitate effective management. • Replace outdated, hard to maintain systems, and improve processes that involve extended human intervention leading to increased risk of errors. • Providing a technical infrastructure that is robust, supportable and can evolve. Decisions for Beta solutions will be made post Alpha; it may be that our partner is also required to be involved in procuring or delivering the Beta solution. Who Are the Users Product / Service users are homebuilders and developers (“Customers”) who need financial support or investment to enable them to deliver more homes. Customers have relatively limited access and input to systems and processes at present. Consideration should be given to what level of customer self service could be introduced, to improve productivity, reduce errors and increase customer visibility of process. Systems / Process users are Homes England staff (“Colleagues”) who manage the journey from initial engagement with the market, approval, contracting, management of the exposure, through to repayment (as appropriate). Across Colleague user groups we should consider the needs of the commercial delivery teams as well as the enabling functions (eg. Finance, Risk and Legal) to ensure that their experience is seamless and uncomplicated. Early Market Engagement N/A Work Already Done Pre-Discovery is underway to identify key areas within the end to end process where there are manual processes, duplication of effort, reliance on legacy technology. These will help provide a focus for the discovery. As part of this work, a welcome pack will be created – giving a detailed view of the business, structure, products, processes (including a full end to end process map), contact points and an overview of previous Discovery work undertaken. These will be shared as part of onboarding to the winning tender. Existing Team The supplier will be working with Homes England colleagues primarily based remotely. The Investments transformation leadership team will oversee the work of supplier teams. This leadership team is multifunctional with delivery, product, technical and UCD skills represented. However, it is not a delivery team. Two subject matter experts from within the business have already been seconded and will work closely to support the partner. Current Phase Not started Skills & Experience • Demonstrable experience leading delivery of all aspects of complex UK Government digital-services from Discovery to Live . Including many dependencies, complicated user journeys and multiple (3+) cross functional agile teams. • Demonstrable experience of providing a skilled technical team that worked collaboratively in a multi-supplier environment. • Experience of identifying the technical ‘building blocks’ to support business capabilities. • Demonstrable experience of developing as-is and to-be architecture models factoring in wider programme activities • Demonstrable experience of analysing user needs and prototypes to identify appropriate solution approaches i.e. COTS/SaaS solutions vs in-house build. Nice to Haves • Experience of working with Loan Management Systems, supporting end to end Loan, Equity and Grant management and Know Your Customer processes. • Experience of COTS/SaaS product selection exercises • Experience of CRM / Case Management / Workflow capabilities Work Location Remote, London , Coventry or Newcastle offices. Working Arrangments Currently working remotely for majority of the time, the same is expected of suppliers. However, teams should have easy access to London and/or Coventry and/or Newcastle as we expect all teams to be able to collaborate face to face when needed. The expectation is this might be up to 2 days per 2 week sprint. Suppliers may also be required to occasionally visit other offices/sites across England. The supplier will work closely and collaboratively with Homes England’s in-house team to deliver Discovery and Alpha and enable effective knowledge transfer, ensuring any future services can be maintained by Homes England’s staff. There are 2 requirements (1 in Essential and other in Nice to have ) that fall under the DOS-5 discriminatory criteria. Can you please reissue new requirements with much clarity and alignment to DOS5 guidelines ? While Homes England has a strong desire for a partner with experience of working within UK government, we are more than happy to accept equivalent experience.Apologies this was not made clear in the published documents – we struggled with the word count constraints of the digital marketplace.We would request that suppliers who wish to use equivalent experience should include a brief explanation of why their experience is equivalent. We won’t be reissuing the requirements as the digital marketplace does not appear to include the functionality to do so without completely withdrawing the opportunity.
