Summary of the work Cyber Mission Data-Alpha(CMD-A) shall improve the quality of Defence data, through new data structures to enable data exploitation through Machine Learning and Data Science. CMD-A will facilitate the delivery of new Cyber Insights upon data currently held and identify information to assist decision making whilst saving resource effort through automation. Specialist role Agile coach Expected Contract Length 18 months Latest start date Tuesday 13 April 2021 Maximum Day Rate £700p/d MAX (exclusive of VAT and inclusive of T&S) Who Speclialist Work With The Scrum Master will work within the multi-disciplined Cyber Mission Data Alpha team. This team consists of Authority Crown Servants, current contract supplier technical resource, and separately procured technical resource. The Cyber Mission Data Alpha team fits within the current construct of the Data as a Service function, which forms part of the wider Defence Cyber Operations. What Specialists Work On The Scrum Master will work within the construct of the Agile Delivery Model to lead and contribute towards delivery of: Manage the phase scope and timeline Coordinate sprints, retrospective meetings and daily stand-ups Coach team members in Agile frameworks Facilitate internal communication and effective collaboration Be the point of contact for all communications Work with product owners to handle backlogs and new requests Resolve conflicts and remove obstacles that occur Help teams implement changes effectively Ensure deliverables are up to quality standards Guide development teams to higher scrum maturity Help build a productive environment where team members ‘own’ the product Skills & Experience • Experience in a scrum master role (7%) • Obtained the Certified Scrum Master qualification (7%) • Degree in Computer Science, Business or similar field (7%) • Familiarity with software development (2%) • Excellent knowledge of Scrum techniques and artefacts (such as definition of done, user stories, automated testing, backlog refinement) (7%) • Excellent communication and servant leadership skills (1%) • Problem-solving and conflict-resolution ability (1%) • Outstanding organizational skills (1%) • Agile practices. Working Arrangments 5 days per week, either from MOD Corsham or working from home (to be agreed with the Authority) Security Clearance DV, although initially SC (must be held to start role) would be acceptable with the aim to acquire DV once onboarded. Although Cyber Mission Data is superseding a project which is currently in place, CMD is an entirely new project with a different set of objectives, which warrant the Authority going out to market to ensure that we are getting the most suitable specialists for each role. If there is any then please let us know what are the key pain points?Will you also consider SC eligible candidate and sponsor SC and DV for a candidate? CMD is a new project being stood up, technically there is no current incumbent however, it supersedes a project which had a current incumbent within it. This is a new project with a different set of objectives which warrants the Authority going out to market to ensure they have the most suitable specialists. No particular pain points to address.SC Clearance must be in place for the start of the contract, this will not be sponsored by the MOD. A candidate with DV in place will be more desirable but the MOD will sponsor DV clearances for the right candidate. 6. Is there an incumbent in the role? Is there an incumbent suppplier curently providing this role? In regard to the statement “Off-payroll working rules apply (IR35 in-scope)”, can you confirm if we propose a specialist (worker) who is an existing employee with us, and we are not a PSC (personal service company), then the off-payroll rules will not apply. If the proposed individual is employed and therefore paying PAYE and NI then the rules do not apply.  If successful the Authority will require  evidence that this statement is true. 10. If our specialist has held SC previously but is not currently undertaking activities that require SC, nor working for the organisation that previously sponsored the SC, is this acceptable? SC Clearance must be in place for the start of the contract, this will not be sponsored by the MOD. If the specialist’s SC is still valid, then this is acceptable, provided that it can be transferred over. 11. Could we confirm for sure, if its possible to work remotely for this position? Under the current COVID19 circumstances, this position will be full time remote working, however, as restrictions lift, there will be expectations where this role will require you to work from the office in Corsham on occasions too. 12. Are you happy to cover SC clearance, or would the specialist be accountable? SC Clearance must be in place for the start of the contract, this will not be sponsored by the MOD. 13. Will MOD sponsor the DV clearance process? SC Clearance must be in place for the start of the contract, this will not be sponsored by the MOD. A candidate with DV in place will be more desirable but the MOD will sponsor DV clearances for the right candidate. 14. Can I ask if there is a current incumbent for this role?
