T ENV20 -060 Ballynagard Community Park - Consultants PQQ Application

The Contract is for the provision of a Civil Engineer/Structural Engineer/or Landscape Architect led, fully Integrated Consultant Team (ICT) for the design development and delivery of the Ballynagard Community Park. ICT will include the following consultants and services as a minimum: • Lead Consultant/Project Manager • Landscape Architect • Civil and Structural Engineer • Principal Designer • Site Supervisor • Cost Consultant/Quantity Surveyor • Electrical Consultant • Any other consultant the Lead Consultant deems necessary to complete the scope of services required for the successful completion of this commission. The commission will comprise all services necessary to deliver the project from the current stage of planning drawings, revisions of the current design, addressing issues through redesign in compliance with the planning permission and development of these basic drawings to detailed design and works information, through to completion on site, defect period and final handover, (i.e. from RIBA Plan of Work 2020 Stage 2 up to Stage 6) for the new Ballynagard Community Park and it’s connections to adjoining lands including a large housing construction site and public road. Background The site is located on Alder Road near Ballynagard Crescent, Culmore, Derry. The site consists of two elements: • A community park, which is the subject of this contract, consisting of elements such as play provision, access road, car parking, paths, an allotment site and lighting. • An adjoining social housing development, which is not part of this contract. Council commissioned MWA to prepare designs for the community park, based on the community’s needs. The design was formally agreed by the Environment and Regeneration Committee in May 2018. Planning permission was granted in November 2019, included within this PQQ information. Since December 2019, Council has been in the process of conveying the lands for social housing and this process is about to conclude in the coming months. Upon completion of the conveyance process, Council will receive a capital receipt for the lands which will be used to fund the development of the community park. The adjoining social housing development, which is not part of this contract, is to be developed by Bayfield Development Ltd (BDL) on behalf of Apex Housing Association. The ICT will be required to liaise closely with Apex, the developer and the contractor of this project to agree issues as outlined in the Planning Permission and as required to successfully progress both projects, particularly in regards to: • The separate construction accesses, which will also require permission from DFI as required by the planning permission. • The joint permanent access road. • The drainage pipe that BDL is to install will run across the Ballynagard Community Park site, to avoid the IST for the community park needing to access Bay Field Lands. The IST for the community park will be responsible for the connection of the pipe to the mains. • Progressing the community park efficiently in tandem with the progress of the housing development as per the condition in the planning permission. The Community Park The site for the community park is approximately 1.1 hectares. In addition to the works as required for RIBA stages 2-6 the following will also be required: The existing planning drawings for the park will need to be improved for inclusiveness in all parts and in particular with the selection of the play equipment and layout. Review of the proposed planting in relation to current non-native invasive alien species (IAS) and development of specifications with requirements for sourcing of plants and plant passports, carrying out of inspections of the IST’s paperwork on the plants and physical inspections of the plants as they are off loaded on site to avoid introduction of any IAS. Identify Greenway linkages and develop these through the project. Liaise closely with the social housing development owner, developer and contractor to progress the two projects in tandem successfully. It is envisaged that as a minimum, the proposed facility will generate the following works: procurement of surveys/reports, establishment of services and addressing potential issues, relocation manholes, earthworks, drainage, SUD/attenuation, tree surgery work and felling of trees, tree protection zones, kerbing, footpaths, emergency and maintenance access, potential pedestrian crossings of roads if required, new footpaths and layby at existing adopted road, fencing/railing/walls and gates, installation of play equipment and safety surfacing, park lighting, street furniture, signage, pedestrian counters, high quality soft landscaping etc. This information is not exhaustive and it will be the responsibility of the ICT to determine the totality of the works required to bring the proposed facility up to relevant BS/EU standards and include for this within there. Excluding ICT fees, site surveys, statutory fees and the like, the preliminary estimated construction budget is £450,000-£550,000 Ex. VAT. Part of the ICT’s engagement is to firm up detailing and cost estimates at an early stage. Programme The following are indicative key programme dates compiled by the client team.
