Why the Work is Being Done OPSS is responsible for developing national capacity for product safety in the UK. Our digital portfolio includes services aimed at: Regulators/Businesses/Consumers. These services will improve the way that we manage product safety issues including: • ability to investigate and notify product safety issues. • providing a trusted central source of product safety information to help users understand any risks and corrective actions. During 2019/20 we will be developing digital services that help address the user needs of businesses and consumers. We need a Discovery aimed at understanding the detailed needs of each group. Complete by end March 2019 Problem to Be Solved We need a focused eight-week Discovery that gives deeper insight into businesses and consumers user needs to help develop digital services for these groups. They will form part of the OPSS digital portfolio and use existing technical architecture. Discovery must deliver separate and distinct outputs for each group. They will shape MVP services for each group to be delivered during 2019/20. We have identified high level user needs for each group (below). These need to be validated and any additional needs identified. Who Are the Users As a consumer, I need to: • Search for a product to check it has no known product safety issues • Check that products I own have any known product issues • Register my products, new and existing • Subscribe to all product safety issues As a business, I need to: • Work closely with regulators in an investigation of a safety issue for one of my products • Register consumer purchase with contact details at point of sale • Share my product information with the authorities easily and automatically • Notify the market that I have a new product Early Market Engagement We commissioned a discovery in Autumn 2017 that explored the landscape for market surveillance and product safety at a high level. The outputs provided a broad roadmap to develop digital services to address these issues in phased releases. We are currently in beta development for the first of these phases aimed at Regulators investigating and notifying product safety issues. This will enter public beta by end March 19. This service will form the foundation for other services developed in subsequent phases. The focus of this Discovery requirement is to provide deeper user insight into services for consumers and businesses, building on the earlier discovery findings. Work Already Done See Early Market Engagement above. We have a completed an initial discovery which provided outputs to shape our service roadmap. This provided some but limited insight into consumers and businesses. All relevant outputs will be shared with the successful supplier. Existing Team This project is being led by OPSS Digital as well as subject matter experts. Specifically, OPSS will provide: • Product Owner • Some Junior UX design resource In addition, there will be access to the wider team and current suppliers to help gain access to relevant work streams that will develop insight into these groups. Subject matter experts will be available to help the supplier understand the policies and business processes that underpin the service. Current Phase Discovery Work Location The successful supplier will be based at Victoria Square House, Victoria Square, Birmingham, B2 4AJ. OPSS is a multi-sited organisation and there may be a requirement to travel and work at these sites which include 1 Victoria Street, London and Teddington. Working Arrangments Our strong preference is for co-location at our Birmingham site but are happy to discuss alternative arrangements if this proves problematic. BEIS normal working hours are 09:00 - 17:00. Our expectation is that the successful supplier will adopt this pattern. Security Clearance Baseline Personnel Security Standard (BPSS) clearance required and we will sponsor this if necessary.
