Summary of the work Provision of data architecture and data governance services, with a blended team of experts, to continue the delivery of our vision to implement enterprise-wide data architecture and data governance across the Department for Education. Expected Contract Length Up to 2 years Latest start date Monday 4 April 2022 Budget Range This contract will run for up to 2 years. The budget for year 1 will be up to £2.5m and 1.5m (excluding VAT) in year 2. The supplier should be capable of flexing resource up and down to meet the Department's requirements throughout the contract term. Following the first year, an internal contract review will be conducted to assess delivery and continuity will be subject to internal approvals. Note that in the event of the contract running for a second year we expect the demand to be lower, as permanent staff are upskilled during year 1. Why the Work is Being Done The Department for Education uses data to direct funding, measure effectiveness and govern the educational sector in England. Data and analysis underpins our digital services, our policy development, and is published as statistical outputs. Our data activity is led by the Chief Data Officer. He is leading a transformation of our organisation to support the Department's efficient and effective use of data and support our digital service delivery. The transformation is underway and we require a team of experts in three key areas to continue to develop and mature our capability. (i) Data Architecture, making our systems and digital services use and share data more effectively; (ii) Data Governance, ensuring a sustained, executive-level focus on understanding and assuring our data assets. (iii) Provide support to recruit, upskill and develop permanent staff. An important part of the service is to help mature the in-house capability in these three areas by the supplier actively supporting knowledge transfer. Problem to Be Solved The DfE data landscape is very complex and as we go through transformation it is imperative that we understand the current landscape, data flows and business processes underpinning each service. Key to the success of the transformation programme is understanding the existing and future needs, creating a flexible Enterprise wide data architecture with conceptual and logical data models to support this alongside providing data integration and interoperability and data sharing with our external partners across the sector. The Data Governance was initiated in 2018. There are a number of workstreams that are contributing to the overall Transformation and digital service projects, which are at various stages of the project lifecycle. Continued support is required from specialist services to focus on compliance with ICO and GDPR requirements as well as implement and embed policies, standards and processes relating to Architecture, Data quality and metadata management. We also require support upskilling and mentoring permanent staff. Who Are the Users Chief Data Architect - I need to build and inhouse Enterprise Data Architecture capability aligning with the Chief Data Officers vision, whilst also supporting transformation programme and projects across DfE, to deliver Data Architecture and Data Governance policies and standards and implement and embed these. Data Governance Lead - Planning, implementing and embedding the Enterprise Data Governance programme and upskilling junior staff. Data Architecture Lead - Planning, implementing and embedding the Enterprise Data Architecture and Data Modelling and upskilling junior staff. Metadata Management lead - Planning, implementing and embedding Enterprise metadata management (Data glossary, catalogue and dictionary) and upskilling junior staff. Head of Data Protection Office - I need Data ownership and Stewardship to provide, policy and standards to provide compliance to ICO standards. Work Already Done We have a Data Strategy & Vision, a senior-level DfE-wide Data Governance Board and we have started to roll out Data Governance processes and the Data Discovery platform across the Department. We have started to build a data architecture capability and a data governance capability, but these are still immature. We are developing Data Architectural artefacts to roll out across the DFE - but there is much more to do. We have a new target operating model for Data Directorate, we have newly recruited into and strengthened the senior leadership team, and moved into a new divisional structure. Existing Team The supplier will work to the Chief Data Officer, alongside the Transformation Lead. Skills transfer will be required to newly recruited staff. There may be other suppliers engaged across the Directorate and beyond. The current service comprises the following role types: Data Architecture - Chief Data Architect, Lead Data Architect, Data Architects, Solution Data Architects, Cloud Data Architect Data Governance - Data Governance - Head of Data Governance, Data Governance Delivery Lead, Policy and Standards lead, Data Governance Technical Lead, Senior Data Quality Analysts, Data Quality Engineer, Data Governance Senior Analyst, Technical Developer/Engineer/Analyst, Data Steward Analyst and Policy. Current Phase Not applicable Skills & Experience • Proven experience of providing Data Architecture and Data Governance services as part of the transformation of large, data and/or analytics organisations. • Proven experience of establishing and operating Data Governance processes in large, complex, data intensive organisations (ideally within central government) including regulatory and compliance requirements. • Proven experience in establishing and embedding policies and ownership for Data Governance. • Proven experience of establishing and running Data Architectural teams, including principles, policies, standards and operating processes. • Proven experience of mapping existing data architectures and evolving transformational target state data architectures aligned to all relevant data and enterprise architecture strategies. • Proven resourcing and engagement model to ensure the right quality of the team, inside IR35. • Proven experience of working well in large organisations, across organisational boundaries, and with multi-agency organisations, (ideally in Central government). • Proven experience of supporting customers to build in-house capabilities and ensure effective knowledge management and transfer. Nice to Haves • Awareness and understanding of the Education sector. • Awareness and understanding of educational datasets. • Experience and understanding of Data Governance platforms, eg Informatica (AXON/EDC/Data Market Place/IDQ). Work Location Sheffield, Coventry, London, Darlington, Bristol, Manchester or any of the DfE offices. Working Arrangments The work will be largely remote working with occasional travel to one of the office locations, to ensure good integration and skills transfer with the permanent team, Planning sessions, to facilitate or attend workshops or committee meetings, meet team members and other stakeholders. Where travel from the home office location is required, expenses will be reimbursed at the standard Departmental rates. Travel to and from the home location will not attract expenses. Travel to other locations must be approved and must adhere to DfE Travel and subsistence policy. Security Clearance Suppliers will need to comply with the Government baseline personnel security standard (BPSS). Any enhanced security requirements will be detailed in the Statement of Work. Suppliers will be required to complete a supplier security assurance form to ensure they meet the required standard for DfE e.g. cyber essentials. This listing is very similar to the one DoE awarded to Cadence Innova in May 2020. Can you advise how the two projects are linked? Is this opportunity the next phase of the same contract? Are Cadence Innova still a supplier? This listing is an extension of the current work that has been undertaken in the team to transform and embed Data Governance and Data Architecture. We are continuing on this journey to rollout DG and DA across the department via a federated model and further mature and build capability of the programme of work and our team. Cadence Innova are currently the supplier. 2. Additional Assessment :- Reference..Can you please elaborate what format of the reference is needed and what details are required ? We have generic references from customers and do not go into workload data split. References may be a part of the second stage of evaluation. All suppliers going through to the second stage will be informed about what is required at that stage. 3. Can you please clarify if the budget for yr. 1 & yr. 2 is just for Data Architecture & Data Governance services? The budget set out will be for services to support our team with Architecture (not limited to Data) and Data Governance. 4. What evidence is needed for reference from previous customers? Please elaborate the reference criteria? References may be a part of the second stage of evaluation. What are the deliverables from the current Data Architecture & Data Governance Services 2020/21 project that will be in place for the Data Directorate Data Architecture & Data Governance Services 2022/24 project? From a Data governance and architecture perspective, deliverables will be related to strategic and project level data architecture and metadata management. The deliverables also include roll out and embedding data governance across DfE. 7. What artefacts will be the starting point of the 2022/24 project? Various Data Governance policies and standards. Roadmaps, strategy and vision documents. 8. From current project experience, how much notice has the Department being able to give on resource flexing requirements? Minimum 14 days 9. What are your strategic technologies/platforms, if any? To what extent are these open to change? Microsoft Stack and Informatica 10. Will the supplier be required to work with other suppliers who are providing services within Data Directorate? If so, what services are these others suppliers providing? Yes, it is likely you will need to work with others suppliers and internal staff. There will be separate suppliers delivering wider data and digital capabilities. 11. What are the key lessons learnt from the current 2020/21 project? Not to be shared at this stage. 15. Does the brief include both Technical Data Governance (i.e. system, attribute, dictionary, item level security and access), and Organisational Data Governance (i.e. oversight, change, utilisation, accountability, permissions, direction-set)? Yes, it will cover both. 16. To what extent have common standards for use and rules for compliance already been applied to Department datasets? All datasets are compliant with DfE internal governance structures. 17. Is Technical Data Governance currently underpinned by consistent rules regarding persistency, latency, archiving and deletion? Yes, this is an ongoing process. 18. What is the size and composition of skillsets in the current Organisational Data Governance body within the Department?
